Montreal MP Justin Trudeau has won the lottery, the MPs' lottery that is, earning the privilege to table the first private member's bill of Canada's 40th Parliament.

Justin Trudeau, son of the late former prime minister Pierre Trudeau, will present a private member's bill in Canada's House of Commons today asking that the country adopt an official national volunteer policy

Liberal MPs have stated that they will back Trudeau's bill but he will have to give a pretty great speech to see the bill become law.  Private member's bills are notoriously difficult to pass.

The son of the late prime minister Pierre Trudeau will be tabling a private-member's bill on volunteerism. The Liberal MP's bill will call for a national volunteer service policy, following public hearings to examine similar policies in other countries.

Although private-members' bills rarely pass, Trudeau is hopeful his might succeed.

Liberal officials say members of all other parties have informed them they will support the legislation.

Trudeau was elected to a Montreal riding last fall and, so far, has delivered only a brief statement in the Commons and one question to the government.
