Learning and Skills Council (LSC) over approves by some £2.7 Bill

A Government Scheme to rebuild England’s Colleges and delegated to the Learning and Skills Council (LSC) has been highly criticised by the Commons Public Accounts Committee for approving building projects above the LSC’s scope to the tune of almost £2,700,000,000.

As the building work had already began at many sites the lack of finances “iced” any further development while a “defrost” measure by the Government has since provided £300,000,000 on the matter allowing some 13 Colleges to proceed in their endeavours while others may acquire higher financial debt by taking on more debt than they can afford.
All of this begs the question as to when the Learning and Skills Council had changed its role in becoming a financial Institution - far removed from its role towards improving standards as to Education!.
 
To learn that Colleges have been lead down a slippery slope it reminded me of 1998 when my College became incorporated – Privatised!. In the September enrolments were as normal following which the College then apparently amassed a great debt on day 1. Over the period following regular faculty meetings were about the financial crises that the College faced, about how job cuts must be made and other spending reduced accordingly. Over and over at any meeting the theme remained the same in the face of Lecturers whom had commitment towards their students on yearly courses!. As the clock “ticked” cracks began appearing in the form of low moral, anxiety and stress eroding the very fabric of the Staff to which the management issued Business Cards to all Staff regarding Psychological Counselling should such Service be required!. Lecturers in my faculty were then instructed as a matter of urgency to translate their teaching notes into booklets and to which no expense was spared in buying new printers in achieving the task such that they be stored in the faculty Office. Staff members nearing retirement were then offered incentives to retire to which many wished to continue teaching in their discipline. It is customary, come the summer recess, that the Principle of the College address the staff to thank them for their efforts throughout the year but given the circumstances that was not to be the case now. After the summer recess the majority of the Staff were supplied through contracting Agencies on around half the normal hourly rate and only paid for class contact hours using timesheets. Contract Staff travelling long distance to the College, to which there was many, then dictated the faculty timetable where one class must follow another leaving permanent staff to fill-in the gaps. As a gap filler and a permanent member of staff my hours were condensed to working a three day week and since the “Silver Book” conditions, which served to protect the welfare of Lecturers, had been scrapped through bribing Lecturers into signing New Contracts the Management could do as it so pleased in abusing its staff – relatively. As a Mechanical Engineer teaching Computer Aided Engineering (CAE), Computer Aided Design (CAD), programming and general IT I found it very difficult to cope after the summer recess without the use of the computer in my Engineering Faculty Staff room and especially a PC that contained a great deal of my teaching material as well as necessary software. The managements response to its absence was to order a New One for my use. Three hours classes became halved then halved again to just 40 minute slots allowing just enough time to drop one class register into the Faculty Office and pick up another before the next class begins. To teach from the mid afternoon 15 minute break until 9pm that evening no break was time tabled however come the 6 - 9pm class of mature Students they would insist that I take a break after servicing their computer needs. Time and time again – I have no PC in my Staff room – Management response - its on Order. Come Christmas a panic attack forces me into the College Medical Centre to which the Head of Faculty arrives and immediately announces that a new PC for my Staff room is in hand and that he sort out my timetable!. That ended my teaching to begin another life dosed up daily on seroxat for the years to come. At a subsequent Court hearing held at a Manchester Court over the matter a reference was made to “Silver Book” conditions at which point my appointed Barrister asked for a recess as an opportunity to admit to me that he knew nothing about the Teaching Profession or indeed what “Silver Book” conditions were!. On return the Defence Council then advised everyone in the Court that I had assaulted my Mother when I was a School Child and that the stress I suffered while employed by the College was directly apportioned to the Child Support Agency whom were making claims against my Income!. The Court dismissed the case because the Barrister was grossly incompetent!. As regards my Mother nothing was said of 40 years ago that my mother was a frail alcoholic whom fell backwards and needed medical attention. The attending constable at the time blamed me since to blame her would have involved Social Services and him doing his JOB in completing more paperwork in reporting the truth of matters!.Since that time my CHARACTER has been tarnished over some 45 years but things are about to change since what goes around comes around!.
 
In weaning myself off Seroxat – a mind bending and hypnotic drug I soon began to discover that my situation was not entirely of my making – that my death was intended. I had become a problem to the system in my search for the truth!. Corrupt and negligent Solicitors were encountered along the way as well as greedy money grabbing psychiatric professionals wearing two hats in the treatment of me. For example: I attended many 15 minute monthly NHS psychiatric appointments while on Seroxat to be asked how I felt before being told to make another appointment for the following month. In my World of Worlds mentally I couldn’t justify why the appointments were necessary and so an appointment was made for me to go Private. At the private Hospital I was invited into the room only to sit facing the same psychiatric profession as seen under the NHS!. First words - My rate is £80 per hour greeted me and in filling in the forms he asked me my name!. I was then to describe the circumstances surrounding my illness!. On leaving he drove past me in his sports car. The next day I telephoned to cancel all further appointments and was told he was he was unavailable through teaching at the local University.
 
The weaning off Seroxat gave to me a new head – Having bought a flight ticket I basically walked out of my house leaving a Mary Celeste behind!.
 
What have you today through New Labour whom came to Power in 1997 and in association to a side-tracking Government on which MP’s now report failure. Lies, cheating, corruption, “Spin” and privatisation and a host of everything else now exists whereby YOU as taxpayers will never ever see “value for money”. It all basically about none STANDARDS – about continuity as to changing NAMES of Bodies as quickly as they FAIL to gain fresh Gov Support!. About independent Organisation funded by the Gov that enter into Partnerships for profit ignoring the needs of the people whom it should support as their paymasters. About Regulators and Trusts whom distance the Gov from their responsibilities and Accountability as to Public Services while giving them target practice at your expense to shame failure on its behalf. Its about the redeployment of multi_resigned MP’s whom become Lords, Cash for peerages and repayable Loans to a useless Political Party while the opposition await their term of pending Office for the cycle to repeat again. Its about none leadership – No communication – Leaking information to the press – employing IT to monitor your every move while listening and documenting evidence to be used against you should Authority be threatened by exposure as to its real character – about you always having much less to toil harder while they enjoy the Wealth that you provide for them!. The MP’s expenses row demonstrated their need to protect their “double standard” lifestyle AND at your expense too in doing so. The BIG PROBLEM facing UK TAXPAYERS is that the corruption and negligence towards then is not confined to Government circles since immunity also exists in Legal circles right down to the General Public / authority interface – General Public / Service provider interface too. Of the latter I talk of people like the part–time Psychiatric NHS professional whom, although not representative of all certainly provides a yard stick as how TAXPAYERS and NHS is being ripped-off. Regarding Authority one can talk of an unprofessional legal Authority like the Law Society whom serves to protect its members in the face of the Public whom must accept their incompetence as to outcomes. Strangely the Government dictates accountability in the Public Domain while Authority itself be none accountable – If its not changing seats in a Cabinet Reshuffle its about changing the Names of Departments or introducing new quangos in dealing with failure. For example News 16 06 2008 One in four trusts fails on hygiene. Although the Health Potection Agency (HPA) exists at the Publics expense the Government created a New Regulator – The CARE QUALITY COMMISSION – warning NHS Trusts that they have 10 months to improve BEFORE A NEW REGULATOR COMES INTO FORCE.

An INDEPENDENT ORGANISATION accountable to the Secretary of State for Health having income from the Gov and the NHS as well as commercial activities through Partnerships. It PROVIDES ADVICE to the public, Health Professionals and Gov. IT USES ITS RESEARCH TO DEVELOP NEW VACCINES and treatments that directly help patients. PANDEMIC EXERCISES STARTED IN SPRING 2006, WAS LED BY THE AGENCY.Exercise Winter Willow was the largest civil contingency exercise of its kind to be held since the end of the Cold War. The exercise evaluated the response of the NHS, local authorities and government departments to pandemic flu and provided an excellent opportunity to evaluate the planning assumptions. The findings of Exercise Winter Willow will be fed into the Government’s overall pandemic flu preparedness plan.

THE SERVICE FOR ENGLAND was launched on Thursday but a House of Lords report is to attack ministers for not following their own timetable for pandemics.
NOTE THAT THE SERVICE IS FOR ENGLAND ONLY. Obviously a more serious biological threat would know that a barrier exists between Scotland, England and Wales!. This is a the mentality of a STUPID GOVERNMENT!.
 
If the British Public wish to measure their Governments ineptitude they only have to look towards history in the catalogue of events surrounding Mad Cow (BSE) / Foot & Mouth .  
1984 First animal to fall ill with BSE in Britain and LAB TESTS the following year indicated the presence of BSE.
1986 The UK Ministry of Agriculture accepted it had a new disease on its hands
1987 Prior to this year meal & bone left-overs from the slaughtering process as well as sick and injured animals such as cattle and sheep etc were a protein supplement in cattle feed. In modern industrialised cattle-farming commercial feeds are used containing ingredients such as ANTIBIOTICS, hormones, pesticides, fertilizers and protein supplements.
1989 Controls on high-risk offal introduced after some 450,000 BSE-Infected animals had entered the food chain.
1980’s A British inquiry into BSE concluded that the epidemic was caused by cattle being fed the remains of other cattle in the form of meat and bone meal (MBM). A high temperature “rendering process” is used to sterilise such protein meal but in the 1980’s the British Government relaxed the temperature requirement for some reason known to it.
