Maryland Lawmaker, DC Lawbreaker?
[Update: the Driver/Delegate is District 15's Craig L. Rice of neighboring Montgomery County. According to his biography, Delegate Rice was born in Washington, DC. Washington, DC – Saturday, a Honda Element with Maryland license plate “House of Delegates 46 A” parked at a sign, “No Standing or Parking Anytime” on congested Wisconsin Avenue in Friendship Heights, DC. The driver even had his “Confession Flashers” on acknowledging he should not be there. Who is the shaded man in the driver's seat waiting for?
[Updated: The numbering of the license plate appeared to reference one of District 46 Delegates: Brian K. McHale, Peter A. Hammen or Carolyn J. Krysiak. 46A is actually the plate for District 15 Craig L. Rice. The District 46 Delegates were not involved in this incident.]
Who is the mysterious Delegate A and why the need to illegally park in DC on a Saturday?
Maryland Delegates have a history of making/breaking laws within their own state lines. District 14 Delegate Herman Taylor once pushed for “DUI” plates for convicted drunk drivers. Then last month Delegate Taylor was found guilty of driving while impaired. Police officers reported they even caught him pretending to blow into the Breathalyzer.

David Nitkin at The Baltimore Sun solved the mystery. "46A" is the license plate of Delegate Craig Rice of District 15 in Montgomery County which borders this section of DC. The man in the driver's seat was the Delegate who was waiting for his wife. The 2 closest store fronts at that location are: FedEx Kinkos and Elizabeth Arden Red Door Spas. I guess they popped across the border to make some photocopies.

Well, I could have done better. Here in DC, Ward Councilmembers actually have their Ward numbers on their license plates preceded by the word "Ward". I guess Maryland Delegates don't have the same affinity to their districts for their vanity/government plates. Well, I learned something.
