Russia has woken up, it needs a new modern manufacturing base as all those countries of whom where importing more than they were exporting.
Russian President Dmitry Medvedev has called for profound reform of the economy in his annual state of the nation address.
The Soviet model no longer worked, he said, and Russia's survival depended on rapid modernisation based on democratic institutions.
An oil and gas-based economy had to be reworked with hi-tech investments.
Inefficient state giants should be overhauled and issues of accountability and transparency addressed, he said.
But Russia will have to cause unemployment till it can re-employ "Ineficient state giants" hmmmn.

Actually....Countries in the world need to think only about how their infrastructure stabilizes their needs. They should consider given the number of people in their respective borders..on how and what jobs they can do...that contributes to the benefit of not only themselves but to the good values and worth of their country.. This does not mean people are money crazed and hyper anxietied toward modernization... Modernization is a limited concept.... The idea we export so much leaves a country quite vulnerable to its own economic stablilty.. Countires in the world need to realize that limited exports and limited imports are good trade practices...Of course some things need to be exported regularly such as oil, such as some goods that can not be grown in or raised in certain geographical regions...but that should be viewed as a normal business relationship....standing on healthy grounds....
Democratic principals are as screw ball as the Soviet Model...They have not recognized that both models failed because of the heavy development of their militaries. America is not a successful model to follow...and I don't know one democratic model that is successful. I do know that China's Communists model has been very successful... They have not spent a lot on it's military...yet I do believe they have much room to spend more..without jepoardizing their economy.
And the reality is this....most people don't know if they are a Communist or a Capitalist.. The reality check is to ask yourself these questions:
1. Are you rich or poor? If poor it is because you were not born in the Rich class..So you are a have not person.. This makes you a worker.... If not you spend and borrow thousands of dollars for education that indoctinates you with a degree to join the Rich Class, but this does not guarantee you will be an Elite.
2. Are you a worker? If yes it means you must work for the Elite Class...and it is why they are rich!
3. Do you like them controlling your life, with everything? This means they tell you what to do, how much you get paid, how much you have to pay for things..and inevitably keeps you poor as a worker for them for your entire life..
4. Why do you support Capitalism when you are poor? You will never get ahead. Even if you get loans you still have to pay them interest...as a means to control you. They decide if you are allowed in the Richmans club....that is if you do them favors to make them richer. You see Rich people use rich people to get even richer as well...so even in their elite class..they are hypocrites to each other.
5. Do you prefer a Rich boss, and support their militaries to keep your job, or do you like your own business...and having the option to not support the military.
As you can see..the Elite or Rich are Capitalist, and they keep you poor.. You don't need to be poor, but join and work for the common goals for all mankind....that is when you know really Communism is more concerned with people, than the rich who hoard their money...
I have never liked the Economic system in the US...and although things have greatly improved for me in China...I just don't like how people hoard money, or use credit wrongly.
Oh they say people work hard for what they get...but my question is why aren't the billionares in the world doing things with their money that helps people who are not rich earn money..without making us slaves and workers to the billionares who get richer in using us?
Simple....the current economic system does not work, never has worked...and won't work until we eliminate the divide between Rich and poor.......
Russia needs to think along these lines...if it is about winning the hearts of the people.
