Medvedev’s “bandits” changes characterization of terrorists

Bandit

“An outlaw or bandit is a person living the lifestyle of outlawry; the word literally means "outside the law"

Terrorist

“a radical who employs terror as a political weapon; usually organizes with other terrorists in small cells; often uses religion as a cover for terrorist activities”

Medvedev using the word bandit instead of terrorist does something to change the tenor doesn’t it?

“Medvedev met with top officials of the FSB on Tuesday morning and sounded a tough line - but not toward the agency. "You cannot be too soft with bandits. It was another and very cruel challenge to our society and the state in general," he said. "We have to do everything toward finding, exposing and prosecuting the bandits who committed this crime, and the dens of these bandits, no matter how well they are hidden, should be eliminated.”

In Russian usage, "bandit" refers to any kind of violent criminal. And blowing up an airport is a violent criminal act.

I did not like what you wrote about Obama, pal. blah, blah, blah...sometimes you ought to shut up.   bandit is a person who fights against authority, the connotation is, that he or she doesn not have much of moral values. bandits steal , rape, murder, torture and spit people. wild west cowboys who went berserk is a good example.
