SkyTrain service in the Vancouver area was disrupted after a pipe bomb was discovered near the Metrotown mall parking lot.

Burnbay RCMP deactivated the explosive device, which was discovered at the parking lot at MacKay Avenue and Bonsor Street. The RCMP explosives team safely detonated the bomb after placing it in a 30-centimetre hole that they dug in a nearby green area.

The police incident forced thousands of Skytrain passengers to be rerouted.

There are no indications at this point that the incident was an act of terrorism.

Planting a bomb anywhere is terrorism.  Duh.

Terrorism is the systematic use of terror especially as a means of coercion.[1] At present, there is no internationally agreed definition of terrorism. Common definitions of terrorism refer only to those acts which are intended to create fear (terror), are perpetrated for an ideological goal (as opposed to a lone attack), and deliberately target or disregard the safety of non-combatants.

Yet that could be terrorism it isnt. The bomb was set at 10:45 which no body would be in the building. Causing the building to fall. Its not terrorism. Nobody would of died.
