"A multi-agency U.S. shadow government is guilty of crimes against humanity directed at its own citizens, thousands of whom have been silently tortured, relentlessly stalked and terrorized, and financially harmed as a result of programs of extrajudicial targeting and persecution that emanate from 72 multi-agency 'fusion centers' under the jurisdiction of the U.S. Department of Homeland Security," Livingston said.
"For years, victims of this American Gestapo have pleaded with local and federal authorities, and with members of Congress, to investigate thousands of credible reports of silent electromagnetic assault and impairment, financial sabotage, police-protected, community-based stalking and other acts of domestic terrorism directed against citizens falsely targeted as 'dissidents' or slandered as suspected criminals or 'undesirables.'

"Those pleas have fallen on deaf ears. Even a longtime mainstream journalist with many contacts among government officials can't get a fair hearing in today's United States," Livingston said.
"So now, we, the victims of an ongoing American Gestapo that uses the war on terror and crime as a pretext to commit a social genocide, are appealing to the United Nations and the World Court to investigate and to condemn the atrocities being committed against U.S. citizens by a multi-agency, fusion center- based shadow government."
These "programs of personal destruction" pre-date the Obama administration, Livingston said. But he said the Obama administration has failed to launch an investigation of fusion center- based programs that engage in extrajudicial targeting, silent electromagnetic torture and impairment, financial sabotage, and 'round-the-clock community-based, GPS-assisted vigilante "stalking," home intrusions, vandalism and harassment.
"As a matter of fact, the rule of law has broken down in the United States," said Livingston. "Unjustly targeted victims cannot get any authorities to even investigate what's being done to them. My personal attempts to seek legal help have been thwarted due to the interception of my telephone calls and emails by this fusion center Gestapo, and by police-protected community 'gang stalking' and home intrusions that literally hold me hostage in my own home.
"As I continue to search for legal counsel in hopes of filing an emergency restraining order against the U.S. fusion center network to halt its secret programs of personal destruction, I am calling upon officials of the United Nations and the World Court to initiate an investigation of our plight. Our hope is that the nations of the world will use international laws and treaties to force the U.S. government to stop abusing the human and civil rights of American citizens.
"I am appealing to concerned citizens the world over to write and email international authorities and officials of the U.S. government in a global campaign to end electromagnetic assault and persecution of extra-legally targeted citizens in the United States of America, and anywhere in the world."

Okay so let's say I represent the FBI. The United Nations, that's it, I'm wearing a robin's egg blue helmet stamped "UN". You wish me to raid this "fusion center", and arrest and put people to death for crimes you allege have been committed. What do you have for evidence that I can show a judge for a warrant? The jury at the trial? What can you show me right now that indicates some harm has come to your person? Nothing, it appears. You would have me go into this "MAGLOCEN" and throw people into a hole and intimidate them until they admit what you say they are doing. There's no other possible option for investigation. You must be the stupidest man in the world, or possibly a nazi. That's how they operated. Can we see why the police don't respond- oh they probably DO have a file on YOU. Where were you employed as an "investigative reporter"? Did you compile evidence for these investigations, or did you simply print a bunch of stuff that sounded good and hoped people believed it?

CAPITAL CRIME. One for the punishment of which death is inflicted, which punishment is called capital punishment. Per the free legal dictionary. This "journalist" would rather argue semantics- and be WRONG- than reply to the relevant points? He insults the intelligence of all who made the unfortunate choice to click on his story. This is a serious matter, Mr. Livingston, you're alleging top gov't officials should be immediately apprehended and put on trial for crimes YOU DESCRIBED WITH YOUR WORDS AS: "Crimes that can result in a death penalty are known as capital crimes or capital offences. The term capital originates from the Latin capitalis, literally "regarding the head" (Latin caput). Hence, a capital crime was originally one punished by the severing of the head." The meaning should be clear to an undergraduate, let alone an individual claiming postgraduate work at an Ivy League institution such as Columbia. You are a disgrace to every young mind that ever passed through the hallowed corridors of the Morningside Heights campus founded in 1912 on Joseph Pulitzer's bequest, and a slap in the face to those needlessly suffering from these real crimes which can only be trivialized by your attempt at personal amusement. NOTICE TO ALL AMERICANS WHO VALUE THEIR FIRST AMENDMENT RIGHTS:
I am being blocked (by government operatives, I believe) from posting in this space a recent compendium of microwave attack reports. Yet I was able to post the compendium to my Facebook "Notes" tab pages at "Facebook -- Vic Livingston."
Go figure. For some reason, rogue elements think they can impose their arbitrary and capricious, ideological-driven censorship here, and yet the posting goes through on Facebook (but not without malicious interference -- the posting did not incorporate the paragraph breaks I had indicated in the copy, and I was blocked from fixing the formatting problem, despite a couple of attempts).
I hope this is not an indication that the new ownership of NowPublic.com lets U.S. government agencies, in effect, "edit" NowPublic. If this keeps happening, I will find a new home base upon which to publish my articles. I hope that is not necessary.

Once again this Monday, I am being ELECTROMAGNETICALLY INCAPACITATED BY FEDERAL AND LOCAL WAR CRIMINAL OFFICIALS AND THEIR 'INFORMATION SYSTEMS' DEFENSE CONTRACTOR IN NEWTOWN, PA AND BETHESDA, MD.
From about 10 a.m. until about 12:30 p.m., just a few moments ago, I have been irradiated with microwave-delivered radio frequencies that induced a heavy fatigue, extreme weakness. pounding headache and ringing in the ears. The induced weakness caused me to literally collapse at my seat. When I moved to a chair, fighting to stay awake, I fell into a deep but restless sleep.
This torture and impairment incapacitated me all weekend, and was punctuated by sharp, piercing periodic attacks to my right front forehead -- the target of choice for these slow-kill war criminal murderers, who appear to be trying to induce a brain attack (stroke) or permanent impairment.
THIS ELECTROMAGNETIC ASSAULT, TORTURE AND ENSLAVEMENT HAS KEPT ME FROM WORKING OR LEADING A HEALTHY, PRODUCTIVE LIFE FOR MORE THAN SIX YEARS.
Local officials KNOW this is happening. They do nothing to stop it. Federal officials know this is happening. They also do nothing to stop it.

Wow, I could understand why no one would take these claims seriously. One has to admit that it sounds pretty crazy, ...but just in case you're telling the truth and aren't out of your mind; Try building a safe box using the same principles as a Faraday cage as a place of refuge from these alleged microwave attacks. The only important thing is that the holes in the meshing must be smaller than the wavelength being aimed at you. You'll have to do some research as I don't remember the wavelength right off the top of my head. (Look at the screen on the window of your microwave oven. That is used to keep the microwaves in and that's about the size the holes in the meshing should be). I would start with the finest cage mesh material you can find from home depot or some other construction or farm supply. Basically build a large chicken cage in whatever shape you wish, covered on all sides. Because you would likely be dealing with microwaves, it may be necessary to build your safe box from some sort of thin sheet metal, like aluminum siding or flashing material. Actually, now that I think of it, heavy aluminum foil on a large cardboard box should even do the trick. Microwaves bounce off of metal and are very easy to block. I'm guessing its safe to say that if when you enter your safebox and your cellphone gets no signal or a very weak intermittent signal, then you've successfully created a place of refuge from pretty much any RF. There are various cheap devices you can buy or build that can indicate the frequency and power level of RF signals around you. If what you're claiming is true,you won't win this through litigation, I can pretty much guarantee. The best you can hope for is to educate yourself about the weapons being used against you and learn how to protect yourself from them. One way or another, my heart goes out to you and I hope that you are able to resolve whatever it is that's going on very soon.

these Stasi and i know for a fact... use the directed energy weapons on elderly widows and children. Answer: It is a GENOCIDE. A SOCIAL CLEANSING. A continuation of the Third Reich. It is GLOBAL. Militaries, intelligence agencies and secret services worldwide are following the same protocol. Some of the U.S. fusion centers actually "cover" Europe, Canada, Australia in their "data-sharing." If you dare to think independently, you are considered a "threat," a target to be "neutralized."
In the U.S., the Secret Service, FEMA, the NSA and the military intelligence agencies appear to be the lead horses, with the FBI and the "new" CIA (minus Kappes) as reluctant partners, in my opinion.
The FBI may be the only hope left to restore the rule of law and due process under the law. I truly believe that. I only hope FBI decision-makers believe in our laws and in our Constitution as much as I believe in their capacity to deliver us from this evil.
I also firmly believe that certain available physical evidence would show that Obama has been targeted for electromagnetic attack and entrainment, and that VP Biden's son Beau, the Attorney General of Delaware, may have suffered an induced stroke caused by silent assault with the cell tower microwave radio frequency weapon -- perhaps in retribution for what some zealots in his home state believe was mishandling of a highly controversial case involving a pedophile pediatrician.
Mr. Biden's "stroke" occurred on the very day that local newspapers were trumpeting a report critical of his office in the handling of that sexual abuse case. Coincidence? I think maybe not.
What lies have been told to the Vice President, and POTUS, about this weapon system? Or has the multi-agency fusion center cabal dared to deny its existence and/or its use against U.S. citizens?

To Jeff,I have been stalked and attacked since 2002. Without exception, all the people sent to harass me have been in their 20's. They are ambitious and look like they want to have money--they dress in latest fashions, they are in it for the money and the power they get from having someone to destroy. That has been my experience. I have much less info than Vic on what is going on. I don't doubt it is from the government as every mechanical and electronic lock system I have had has been hacked into without any evidence. This is disgusting. Besides having a Faraday cage, fight the hackers with other hackers--hire really good hackers to protect your system as defense.

Hello; The only reason I am responding is because I have had to listen to such talk my whole life. So why not you too. What I think is the problem is the scientific status of all the research concerned with the physical effects of non-ionizing radiation. Very large world wide disagreements about the biological effects. We are caught in the middle, people in Britan are caught in the middle, in South Africa caught, Australia Caught. Canada caught used and abused. Whether it's electrosensitivity, idiopathic environmental intolerance, microwave auditory effect that they say is, oh, just trivial nothing other than ordinary hearing. A cover-up I now think so. Even though they the governments and scientist know that the microwave auditory effect is real, because radar personnel told them so and because they have tested animals. The governments have not been true and open with the public. They have left us to be ridiculed, left us to be so desperate. Congressional study done into the HUM why and what was aggravating citizens. ICNIRP or IEEE did not step-up and inform the public. Yet they are fully aware of it's existance but are inconclusive on the (thier) scientific evaluation of whether it is a health hazard. They even have definitons as to what is considered a health hazard. Whether we can still live our lives or get use to it, they say some do, so I guess we all should and if we can't, well devil be damned. Oh yes, the World Health Organization, they have evaluated the situation too. They know of the hearing effect too, oh no problem small percentage of the population, it cost too much to do it right. Do research into the Bio-effects of microwaves. So their you brought the NJ out in me. This is torture.

2. Why again can't a 35 year veteran investigative reporter figure out how to operate a video camera to identify these persons "surreptitiously" entering your home?
3. Why again have you not bothered to hit ctrl+P and PRINT these "spoofed" web pages (displaying the URL at the bottom automatically) to document this censorship?
4. Why again do you cite a Raytheon patent whose sole invention is the elimination of any additional targeting apparatus in many stories where you claim the weapon uses GPS, cell phones, and "infrared laser grids"- all methods the invention specifically intended to eliminate- to validate those claims?
5. Why again do you cite any and every federal agency as possibly involved- yet seem to always defend and all but exclude the most likely through precedent- (COINTELPRO) the FBI?
6. Why have you described endless opportunities for you to have collected actual physical evidence of what you claim- like forged checks, bank statements, counterfeit utility bills, substances placed in your air, water, food, and this mysterious "unwanted" thing in your car that disables it at will- yet in all your whining that "police refuse to investigate" you have never offered them any of that to have any indication that any of your claims are more than an idiot looking for attention?
Make no mistake I believe the overall program described here is real. I don't know what technology is employed. This individual has self assumed a role of spokesperson for TI's, and he is quite simply full. of. poop. I didn't answer. The phone rang again. This time, the caller ID registered nothing on the screen. I picked up. "Hello?" "Can I talk to Victor?" "Who's this?" "Brian from Verizon," said the voice on the other end of the line.
(I had called Verzion's internet service number much earlier in the day to complain of malicious interception, interference, and censorship of my telecommunications -- which I do multiple times each day.)
My comeback to "Brian from Verizon:" "Yeah. 'PRECISION RESPONSE.' Message received."

Shouldn't this "Journalist" simply answer these questions? If it is "defamation" then shouldn't he just send this "battyvette" character packing with the explanations? "defamation" is pretty easily proven or not. Like if I were to say "TI" is a bone smuggler, I'd pretty much have to produce the evidence, or explain that I'd sold the pictures to bail his momma out of jail on prostitution charges. But I wouldn't do that now.
