The executive branch just needs to do a better job of managing and supervising the energy companies across the board. Bureaucratic reshuffling is just going through the motions.
What specific actions can be taken to ensure that drillers are performing to maximum levels of safety to protect the lives of worker and to protect the environment? If there are conflicts of interest, it comes from the types of people and their resumes who are appointed to office. The executive branch needs to perform performance reviews on individuals in charge with frequent reviews of the staff that are on critical path. Accountability is from transparency and aggressive management oversight.

WASHINGTON -- The Obama administration is proposing to split up an Interior Department agency that oversees offshore drilling, as part of its response to the Gulf Coast oil spill.
An administration official who asked not to be identified because the plan is not yet public said Interior Secretary Ken Salazar will urge that Congress approve splitting the Minerals Management Service in two. One agency would be charged with inspecting oil rigs, investigating oil companies and enforcing safety regulations, while the other would oversee leases for drilling and collection of billions of dollars in royalties.”

You folks didn't like this story, but, I am telling you, this is what is wrong with government. Every time it breaks, they break it into more pieces, staff it some more, and it multiplies.
