News 18 01 2010: Tory plan to raise teaching standards. Tory plan to raise teaching standards by denying funds to weak graduates. David Cameron will today unveil ­"brazenly elitist" plans to deter graduates with third-class degrees and those from some former polytechnics from entering the teaching profession. Students who achieve a 2:1 or above in maths or a "rigorous science subject from a good university" could apply to have their student loan written off. This definition would exclude mainly graduates from most former polytechnics, renamed universities in 1992.

It beggars belief how Politicians with brazen faces have the audacity in rolling-out vote-pulling remedial proposals to endemic failures to which they themselves have created through their own elitist illogical Party battling that constantly drives the total destruction of “standards” across the spectrum affecting moreso ordinary people as to their welfare and that of the Country. Purposefullness in “producing” (manufacturing) once provided “relevance” to Education and Skills however in the Government allowing it to be shipped off abroad the Nation has become primarily a “Financial dependant Nation” yielding fat profits/dividends to Bankers and Investors  while others now be in receipt of Education & Skills in providing for us - the Country effectively selling off the HORSE while still wanting to pull a CART!. Back feeding knowledge, Skills and experience to the generations which followed was about individuals entering the teaching profession having first gained specialisms from Industry, especially in the case of Lecturers in providing “relevance” as to knowledge application, but the less we come to do in now being a “risked based” financial economy the less there exists is to pass-back  while the change of focus makes most of us into either “sales people”, out-soursers, contractors or Business Managers having accountants to hand steering decisions in driving “more for less” cultures in raising profitability. In a prosperous manufacturing Britain Income tax provided funds to educate while also filling pension pots for retirement in serving both extremes yet given sell-offs and asset stripping fewer jobs meant less tax revenue to which Students must now pay in advance prior to finding employment – all while some Pensioners plead for help in keeping warm in winter.
As to Higher Education the Gov forced Colleges into becoming “Incorporated” thus making them financially accountable/responsible for their own welfare while offering Students “choice” as to where they spend their student loans. Colleges became gears somewhat freely rotating in having fewer other cogs to mesh with however the Gov eventually recognised its own failure in affording such Institutions “self pace” when it announced restrictions on Student intake numbers. In becoming both Financially driven institutions as well as Educational Institutions “Incorporation” forced the majority of full-time lecturers into becoming “contractors” employed through Agencies whom then re-directed them back into what were their Establishments representative of their status at to their professionalism. Knowledge then became a “canned” commodity principally paid only on class contact times after the completion of time-sheets, all while the Financial Administrators be awarded longer term positions in being an interface between supply (Lecturers) and demand (Students).
General Education is always in a state of constant flux and so easily targeted by Politicians from a reducing list from which more and more of its responsibilities become either privatised or made Independent. Although Initially Centralised on Standards, compounded by New Laws creating rippling waves as to ever tides of change, league tables served to measure such compliance in keeping pace identifying those for remedial actions. Running parallel one has Labour Branded Academy Schools offering prizes to induce pupil motivation and answerable directly to Mr E-Balls whom seemingly represents two differing Standards. After the fiascos of wasted tax-payer money in the out-sourcing of School assessments cut-backs in spending were announced by Mr E-Balls in providing a financial reason why Centralised Standards then be abolished in forcing State Schools to be self-standardising – the catch being a Gov new Law which enables Parents themselves to be Standards Assessors in bringing Litigation against schools whom they deem to be failing.
It’s all very well that Politicians voice “new changes” at each New Election with promises about putting right symptoms but do not such symptoms stem from their past promises, policies and their domain?. The most important and damaging aspect to recognise towards a Nation that has become “disjointed on Standards” through financial exploitation is how the responsibilities of a Government are being slowly transferred directly into the laps of the very people whom pay taxes in support of a Government and one whose role include that of maintaining Standards – both Economically and Socially. What is the right balance between Nationalised Services based upon “more for less” while privatised Services provide “less for more”?.
 
INCORPORATION: - Some history
PRIOR: New employment contracts issued to Lecturers with management threats that by not signing them one would not be eligible anymore towards incremental pay rises. Such new contracts ABOLISHED “Silver Book” conditions which served to protect the welfare of Lecturers. For example: To teach until 9pm one would not be timetabled for the first class the following day etc. 
PRIOR: All teaching staff, including those nearing retirement, enforced to compile portfolios of teaching evidence in being awarded a D32/33 teaching status certificates.
PRIOR: Faculty meeting became about the dire financial status of the College voicing urgent needs for staffing reductions - continual bad news at frequent Faculty meetings.
PRIOR: To offset “risk” as to the College Management as moral flattened business cards were issued to Lecturers as a point of contact for psychological Councelling.
PRIOR: Although financially troubled the College purchased IT equipment as a matter of urgency parallel to Lecturers being instructed that they must translate their teaching notes into formal teaching booklets inclusive of assignments/questions/solutions etc for subsequent storage in the Faculty Office.

It was customary that the College Principal address the teaching Staff at the beginning of the Summer Recess and thank them for their efforts throughout the year. At the summer of Incorporation in 1998 the Principal broke that long standing tradition.

AFTER: Many Lecturers returned on-site after the summer recess as contractors being employed through agencies on lower wages and paid as to time standing in front of a class – to which time-sheets need completing and authorising by College management staff.
AFTER: Timetabling became an issue by which contract staff desired classes end-to-end in not being paid to be on College premises if not teaching.
AFTER: Faculty meeting were about the few permanent staff remaining since others were only paid if teaching.
AFTER: Teaching timetable periods reduced representing more timed slots in a day for costings/appropriations.
AFTER: The College had little regard towards Lecturer resources in doing their jobs!.

Old News: 23 12 2009 Universities facing multi-million pound funding cuts Universities are facing further multi-million pound funding cuts, as well as fines for over-recruiting students. Business Secretary Lord Mandelson said the cutbacks were needed to pay for the "higher than expected cost" of funding grants and loans for the record number of students going to university during the recession. In his annual grant letter he announced cuts of some £135,000,000 to universities` budgets for next year while also demanding that they start looking at creating "fast-track" two year degrees degrees. Additionally fines of around £3,700 will be levied against every Student whom exceeds the Student numbers as set by the Government. In the Pre-Budget Report by the Chancellor earlier this month Universities from 2012 will be expected to make £600,000,000 efficiency savings. It is thought that universities recruited several thousand students too many, so the bill is likely to run into millions.

31 12 2009 School system 'shameful'- says CBI boss. The education system is failing pupils from poorer homes and producing exam results which "we ought to be ashamed of", according to Richard Lambert, the director-general of the CBI who represents a powerful group representing business leaders. His belief is that Labour has spent too much time "messing around" with the education system and its high spending strategy has been inefficient, he claims. His intervention comes amid growing concerns about school standards after prominent business leaders have publicly decried the education system. Earlier this year the Tesco chief executive, Sir Terry Leahy, attacked "woefully low" standards in <?xml:namespace prefix = st1 />Britain's education system and blamed the government for a surplus of quangos and guidelines. Schools secretary Ed Balls on the other hand said Lambert had failed to recognise the vast improvements in schools and that English schools were now performing very well compared with schools in other developed countries, in maths and sciences. Mr E-Balls admits - Yes, this has cost money inclusive of teachers needing fair pay rises following years of low salaries and teacher shortages while also saying that he knows from the business leaders he talks to across the country that most are very happy with the education system, especially the extra numbers of young people we are getting to stay on and further their education and our focus on the basics of English and maths."   Older News1964 Industrial Training Act. ITBs became distanced from employers and Mrs. Thatcher scrapped them in the early 1980's replacing them with non-statutory, employer supported ITO's (industry training organisations) to carry on ITB work at reduced cost. ITOs were ineffective. The Thatcher government had to respond politically to new technologies, global competition, recession and company closures that led to staffing cuts and unemployment. Training became an anti-unemployment tactic and, through the Manpower Services Commission MSC, training programmes were introduced for the young and longer term unemployed (YOPs and TOPS). Private training firms - newly emergent, non-traditional trainer providers - to service a new "training for the unemployed" industry.

1994 Modern Apprenticeships piloted.  Accelerated Modern Apprenticeships announced. 1996Dearing Report Review - recommended introduction of National Traineeships - work-based option for school leavers and employers. White Paper “Learning to Compete” - new Learning Credits - entitlement to NVQ Level to age 21 but no entitlement to financial support was proposed. Education Act – now Consolidated all Education Acts concerning schools since 1944. National Curriculum - children entitled to a broad and balanced education preparing them for FE and training or the job market. 1997 (January)Report from the Commission on Public Policy and British Business (CPBB) published. Argued for a flexible, skilled labour force and identified poor education and training as responsible for unemployment. 

1997 National Traineeships introduced - progression to Modern Apprenticeships and the work-based route - offer a broad and flexible learning programme for young people delivered in partnership with FE colleges. Qualifications and Curriculum Authority (QCA) established -  to combine the work of the National Council for Vocational Qualifications (NCVQ) and the School Curriculum and Assessment Authority (SCAA). Learning Card introduced to final school year in raising their awareness of entitlement to further learning. Dearing Report - recommended that students pay for tuition fees and grants maintained. DfEE guidance to FEFCs to achieve a fairer balance between state and employer contributions to employer-led provision for those aged 19 or over. ‘Investing in Young People’ announced by DfEE - long term aim is to get as many young people as possible to NVQ Level 2 standard. New Start (part of Investors in Young People) introduced aims to bring back into learning all those young people aged 14-17 who have dropped out where effots begin at 14 years. Partnerships in England all had to include the Careers Service, schools, FE colleges, TECs, local authorities, the Youth Service and voluntary organizations. Millennium Volunteers programme announced by DfEE, for organisations to bid for funding to expand volunteering by young people. 

1998Tackling Social Exclusion/Disaffection/Disengagement: 18 Policy Action Teams (PATs) set up within the Cabinet Office to fast track policy development on problems in deprived neighbourhoods. Education (National Curriculum (NC)) (Exceptions at Key Stage 4) Regulations SI 1998 No. 2021. Introduced regulations to permit some schools to set aside aspects of the NC at KS4 to provide opportunities for the wider use of work-related learning programmes for 14-16 year-olds. Teaching and Higher Education Act -. Introduced new system of HE student loans and fees, largely abolishing student grants. Introduction of the Time off Work for Study concerning fees - During the passage of the legislation, Ministers proposed more support for vulnerable groups to head off a revolt on tuition fees. Peers' opposition to different fees in Scotland led to an independent review group being created. School Standards and Framework Act. Amends Education Act 1996 maintaining that LEAs can continue to make payments to new FE and HE students from September 1999. Further Education into the New Millennium published by DfEE, endorsing previous calls for widening participation in FE. Secretary of State, David Blunkett, announces - people under 55 years of age entitled to support and help in the same way as younger students. From September 1998 - a statutory duty on schools to provide a programme of careers education for pupils aged 16-18. Government requires schools to run careers education programmes for year 9-11. Children in year 7 will be introduced to careers education in the hope of raising awareness, enthusiasm and expectations. 2000PM Blair askes G Brown to chair a new high-level Cabinet Committee on Children and Young People's Services and created the post of Minister for Young People. Committee task supported by a Children and Young People's Unit (CYPU) to co-ordinate policies to prevent poverty and underachievement among children and young people up to the age of 19 years. The CYPU to implement/manage a Children's Fund. Sure Start set up to service younger children and families based upon the belief that investment in early childhood can help later performance at school, prevent truancy and reduce the risk of unemployment, drug abuse and crime - The goal for children UNDER FOUR is to ensure that they are ready to learn when they arrive at school. £452 million in England set aside over the next three years to deliver Sure Start. 250 local Sure Start programmes expected to be up and running by end of 2002 and a further 15 in England to help teenage parents return to education/employment. 2001Queen’s Speech - To extend the focus on literacy and numeracy in schools to 11-14 year-olds, expand the Excellence in Cities programme. Schools: Achieving Success White Paper published. Enhanced practical guidelines on safety during school trips announced, to be incorporated in DfES guidance on the Heath and Safety of Pupils on Educational Visits. A NewCommitment to Neighbourhood Renewal: National Strategy Action Plan, was launched by the PM. Summer Activities for 16 Year-olds Programme introduced - £50m from The National Lottery New Opportunities Fund for disengaged young people on the brink of leaving school with few qualifications or have little sense of direction. Special Educational Needs (SEN) and Disability Bill - Two pronged pieces of legislation for SEN children giving them anti-discrimination rights. Piloting new Pupil Learning Credits to target young people from disadvantaged backgrounds and offering up to £75,000 to the most challenged schools to improve in-school support and out-of-school activities. Beattie Committee Report, Implementing Inclusiveness, Realising Potential, sets out recommendations for Scottish Executive.First wave of ConneXions partnerships begin - taking account of the views of young people, inclusion, partnership, community involvement and neighbourhood renewal, extending opportunity and equality of opportunity, evidence based practice. Youth Service Standards Fund - Funding to boost the capacity of the Youth Service to provide young people with a wide range of personal development opportunities. DfES issued draft guidance on Sex and Relationship Education in schools. The Teenage Pregnancy Unit located in the DoH was set up to implement the strategy set out in the SEU report. New Minister for Youth ( see Minister for Young People 2000 ). In November launches national consultation to find out what young people think about voting - enabling children and young people to help shape government policy. Tomorrow's Future: Building a Strategy for Children and Young People (CYPU) details the new measures that will ensure young people have a voice in government and improved services to meet their need. Plans announced for a new Young People's Advisory Forum made up of young people aged 10-17 to advise the Minister for Young people direct. Listen-Up. The first Government report in which young people have spelt out the issues which matter to them. Education Secretary to introduce graduate tax ('graduate repayment') and to re-introduce student maintenance grants, from autumn 2003. Future graduates will be required to pay extra income tax for 20-25 years after leaving university once they begin to pay income tax at 22p. As a result the government may abolish student tuition fees -  The Labour government is concerned that it may not reach their target of 50% of under-30s experiencing higher education by 2010. RESHUFFLE: Responsibility for adult work-based learning passed from TECs to the Employment Service and The Learning and Skills Council assumed its responsibilities.

21 05 2008 NEW EDUCATIONAL DIPLOMAS。The diplomas, which combine theory with work experience, will mean that teenagers will have to travel for different classes between colleges, schools and employers. Schools Secretary Ed Balls has said he believes diplomas could replace A-levels and GCSEs as "the qualification of choice" for 14 to 19-year-olds in England. He has promised to review secondary school qualifications in 2013, leaving the diplomas to compete.

2009 : To save on Public Expenditure the UK Gov now accepts that Schools should regulate themselves

GENERAL:

National Curriculum and Ofsted Inspections of Schools- training insitutions such as MSCs and TECs could not address the problem of inconsistent curriculum standards in schools and many young people leaving schools with poor basic education.
