No return on investment: WH Chief Technology Officer

I had high hopes for Chief Information Officer (CIO), Chief Technology Officer (CTO), and Chief Performance Officer (CPO). One out of three worked out and got promoted to OMB and that is the CPO. I wrote about them in my book, Smart Data, Enterprise Performance Optimization Strategy. One of the troubles with the first term Obama administration is staffing with people who have no idea about what to do and have no hands-on supervision. Good ideas run amuck.

Obama staff have been leaving him on a regular basis and Obama runs back to the same "Chicago" source to replenish. Perhaps you could write about how Obama should be "motivated to capabilities that can be applied to gathering superior staff from outside his partisan ideological sphere and by extension produce superior products [policy] generation."
