A mixed-income development erected on what used to be a vacant land. As with all mixed-housing developments in Cabrini Green, it's split between market-rate condos, affordable rental apartments ("affordable" is defined as no more than a third of the neighborhood's average income) and public housing units. The development has fairly strict rules of conduct - for example, large gatherings of people aren't allowed, and residents are expressly forbidden from grilling on their balconies. Both behaviors were par course in public housing developments. I suppose the point is to somehow "normalize" relationships between public housing residents and all other tenants, but I'm dubious.

In Cabrini-Green, the boundaries between the old and the new are thin and fickle. Looking at this photo, you see the newer buildings, the new landscaped streets and the the streetlights. But turn around and you'll see the White Walls, the sixties-era public housing high-rises. It's once-spotless walls are covered with dirt, burns and wires. The aging cars stand in a worn-down parking lot. Men and women in worn-down, second-hand clothes walk in and out. Kids hand near the playground, but they don't play in it.
This is Cabrini-Green of the past.
The streets of the North Town Village are empty. If anybody lives there, you wouldn't be able to tell from walking around. As I leave the North Town Village, a car pulls into a garage. The woman inside wouldn't look out of place in Cabrini-Green of the past - she is probably one of the few public housing residents lucky enough to get in. She drives into the parking lot and the garage closes behind her.
