Jonathan Powell was chief of Staff for the former British Prime Minister Tony Blair. His recent book Great Hatred Little Room, is an attempt by British Labour politicians to draw a line under the Ulster conflict. But as much as Blair and Powell try to consolidate their legacy there is still a nagging doubt.
