A not-so-funny thing happened to me Friday afternoon in the lobby of the University of Pennsylvania's administration building as I tried to leave a message for university President Amy Gutmann Ph.D., who is also the chairperson of a presidential commission investigating whether Americans are being harmed by programs of human biomedical experimentation.
I assumed I was being gumshoed; that's been the standard M.O. for the past seven years, since I realized that I was being extrajudicially persecuted, professionally and personally deconstructed by a multi-agency covert federal program that targets U.S. citizens who have been slandered by witch hunting ideologues and hate-mongers at all levels of government as "dissidents," undesirables or potential security threats.
But what I did not expect was that the 21st century McCarthyites running this American Gestapo would be so brazen as to infer to a noted American scholar that a 60-year-old journalist trying to leave her a written note somehow put her personal safety in jeopardy.
Once again, it appears, I have been slandered and defamed to an important person by government operatives who believe they've been granted an open license to commit politically-motivated character assassination under the false flags of national security and public safety.
But by their actions, these operatives also have drawn even more attention to my journalism -- articles which appear to have a direct bearing on the work of the Presidential Commission for the Study of Bioethical Issues, chaired by Dr. Gutmann.
So I suppose I can thank the American Gestapo for that unintended consequence.
So what exactly happened as I entered the lobby of the UPenn administration building's stately Gothic lobby -- with fusion center or federal agent operatives apparently surveilling my every move?
I approached the desk, introduced myself by name to the security guard, and asked if I could leave a short written note with Dr. Gutmann's secretary. I explained that I was a journalist and wanted to call her attention to an article I had written that has a direct bearing on her work.
The security guard said I could leave the note with him and that he would make sure she got it. So far, so good. I took out a notepad and began to jot down a short message, along with the internet address of my website, NowPublic.com/scrivener. Specifically, I suggested that she read two articles, the links to which appear just above my biography on that web page:

As I was writing out the note, Dr. Gutmann suddenly came walking down the lobby's staircase, accompanied by a man dressed in civilian clothes, who, from his demeanor and appearance, looked very much like a police detective or a security agent.
As I saw her descending the stairs into the lobby, I extended my hand in greeting and said, "Just who I wanted to see! I'm Vic Livingston, the former business reporter for Fox 29 Ten o' Clock News."
Dr. Gutmann smiled, shook my hand, and courteously stopped for a moment as I said words to this effect:
"I've written some articles that have a direct bearing on your work on the bioethics commission..."
Before I could finish my thought, the man accompanying her said sternly, "We've got to go," as he gestured to Dr. Gutmann, pointing toward a side door.
"This will take just a second," I said. At that point, what was a courteous, unexpected encounter turned cold.
"I've got to go," Dr. Gutmann said with a poker face, walking away briskly and out the side door.
The man who had been accompanying her stayed behind.
"I'll take your note," he said. "Make sure you write down your phone number."
So I did. But as I was appending the note, the security guard, who had been so professional just moments before, suddenly rose from his chair and approached me and Dr. Gutmann's handler. He came very close, literally pinning me between his chest and other man. I felt physically intimidated.
I finished writing out my phone number and handed the note to Dr. Gutmann's handler, suggesting that he might be interested in my articles as well. The man assured me that he would give the note to Dr. Gutmann, and he also exited through the side door from which the university president had left in a huff just moments before.
The security guard walked back to his desk and returned to his seat. I walked over and said words to this effect "Wow. It sure seems like somebody doesn't want me talking to Dr. Gutmann."
And then the security guard admonished me: "If you are going to be persistent, we are going to have to involve the campus police."
I was taken aback by the remark. "You don't have to threaten me," I said, before I turned to make leave. "Have a nice day."
As I exited the administration building and walked down the steps to the UPenn's Locust Walk, I spotted a young man in casual dress carrying a plastic bag emblazoned with the logo of the United States Treasury and the words "U.S. Mint." The Mint is directly adjacent to the federal building in Philadelphia, which houses the field offices of the Secret Service, FBI, IRS and other federal agencies. The young man's countenance screamed out "federal agent." So I approached him and said something like this, with a smile:
"I suppose you're waiting for me."
"Are we THAT obvious?" he replied, also smiling.
"Don't answer that -- you may incriminate yourself!" I muttered. We both laughed.
"Here," I said, "let me give you the address to my web site. When you go back to the office, tell your guys to read my articles -- we're all playing for the same team, you know."
I began to walk away, and the guy fell in next to me. So I continued:
"If this is a case of mistaken identity, I apologize; but I don't think so!"
I took a sharp right turn, and lost my "tail."
From the way this incident came down, it is apparent that the fusion center Gestapo's pervasive 24-hour surveillance of my telecommunications and supposedly private premises led my witch-hunters to surmise that I came to the UPenn campus to leave a message for Dr. Gutmann. I had tried to email her a short note with the links to my articles; it was addressed to the email address listed on the Bioethics.gov web site. I also attempted to email her at the address listed on the UPenn administration web site.
As seen over my (military contractor Lockheed Martin intercepted and censored) internet connection, that address appears as follows: "presweb@pobox.upenn.edu." To my eye, something about that address, as displayed over my intercepted and (military contractor Lockheed Martin- censored) connection just does not look right. So I decided to deliver the message in person.
Over the past seven years, I have learned from experience that my emails and telephone calls to important people almost never reach the intended recipients, and hardly ever get returned. In several instances, it appears that my calls are answered by impostors; in a recent call to The editorial offices of The Washington Post, the person who answered said he was not at liberty to give me the office phone number of journalist Bob Woodward, who has said in interviews that even his home phone number appears in the phone book. When I asked the person on the other end for the name of the executive editor of The Post, he was flummoxed, and I was switched to "music on hold" -- the same tune that I often hear when I suspect my calls have been diverted to what we "targets" call "the program."
I've been around the block in these parts for many years -- decades, in fact. I know many important people -- including some people with access to Dr. Amy Gutmann. I will find out -- as I suspect -- if agents or operatives falsely advised this important person that my presence on campus posed a security threat.
If my suspicions are correct, I intend to take all prudent and appropriate measures to restore my good name -- and to hold accountable those persons and entities behind this apparent campaign of politically-motivated character and career assassination.

At about 11:12 a.m., I suddenly was able to again access Facebook. No citizen should have to go through such hoops to exercise his/her constitutional rights. This is nothing less than TERRORISTIC HARASSMENT AND INTIMIDATION BY A WAR CRIMINAL DEFENSE CONTRACTOR WHO HAS BEEN CAUGHT WITH ITS MICROWAVE WEAPON SHOWING.

My response to a member of the "Freedom from Covert Surveillance and Harassment" group for its petition to "ban electronic warfare on civilians" as an obfuscation ploy that misses the point. The poster asked me, "What are we supposed to do?"
Don't buy into the psyops, or stop working for the psyops units. Of course, everyone is against "electronic warfare on civilians." That's like being against murderers and criminals. This is a camouflaged social and physical GENOCIDE against extrajudicially persecuted Americans, a "social cleansing." What the hell good is accomplished by a petition against "electronic warfare on civilians?" That's an obfuscation ploy by the false-front honeypot organization known as FFCHS. This is a Lockheed Martin black operation, paid for by taxpayer dollars, that is targeting Americans for their politics, backgrounds, lifestyles, whistle-blowing, etc. Condemning "electronic warfare against civilians" is a SMOKESCREEN, just like most of what the honeypot FFCHS does. When FFCHS goes after Lockheed Martin -- the military contractor that runs "gang stalking" black ops and handles its communications and coordinates its operations with the federal and local police and security agencies and commands -- then I will no longer believe, as I do, that the FFCHS is just a psyops front for the persecutors.

Your belief in Obama is touching -- and hopelessly naive. You don't get it -- the military is totally in charge. Obama is part of their "street theater." Real elections have not been allowed in the US for years and years. How can anyone think that the Rats in Charge would let you and me interfere with their profit-taking, their rate of taxation or with their manipulation of our so-called laws. WWIII is inevitable. What I can't understand is why people, even the illiterate cybernazis, don't realize the implications of this 'total lid' surveillance, this total invasion of privacy, this tracking and stalking for EVERY citizen of the US. I was not aware of the blatant surveillance and censorship for some time. Then I noticed that documents were altered, emails did not elicit responses, old items kept showing up on web pages despite refreshing of the page, video editing was disallowed, media playback chronically erratic, etc. It was almost as if the mil contractors wanted me to know that I had no privacy, no right to freely communicate or to use my computers to perform tasks necessary to my trade. The arrogance of these American Nazis still astounds me. Just now, I was unable to file an attack report due to malicious interference. Just like the German Nazis, these American fascists think they are untouchable, above the law. For more than a decade, they have been.

The people are in place -- the contractors, the civilian brownshirts. If they are down to my level, it's already a done deal. I have been blacklisted by a government-initiated smear campaign from working in mainstream news media. Was doing SPORTS for TEN YEARS until 2004, when daily electromagnetic attack rendered me unable to work, impaired. Only after repeated visits to the FBI did the no-touch torture ebb to a point where I could recover my full cognitive abilities. BUT THE ATTACKS CONTINUE TO THIS VERY MOMENT. Pounding headache, constant ear-ringing, difficulty concentrating. And I won't go into the serious physical damage that's been done.
Re-read that Washington Post series on "Top Secret America." The witch hunting has been going on for years, along with the neutralizations and the slow-kill genocide. I am a prime example. Every day I struggle to overcome daily electromagnetic attack and pervasive censorship. I can't use the telephone for reporting, or to seek help, because my calls are diverted, usually unanswered, sometimes repsonded to by imposters or special "white glove" teams that take customer service calls from "targeted individuals."
The financial sabotage is pervasive as well. My bills and bank statements all look like counterfeits. I believe they emanate from a Lockheed Martin backroom operation of financial sabotage directed at targeted Americans. The agency that I believe is primarily responsible for my targeting is also the agency in charge of policing identity theft in America. All part of a genocidal campaign, I have concluding from some convincing empirical evidence.

While heading out of my immediate neighborhood, a civilian vehicle aggressively tailgated me, so close that I had to apply my brakelights to get the vehicle stalker to back off to a safe following distance.
As I headed up U.S. 1 toward Princeton, I noticed a Lawrenceville, N.J. police cruiser parked on the side of the road, lights flashing. Granted, this is not an unusual occurrence -- but on my return trip, I would notice what appeared to be the same police car, parked on the side of Route 1 in the same vicinity, again with its lights flashing.
As I drove down Nassau St., I noticed a Princeton police officer behind the wheel of a cruiser parked at a meter. Again, nothing unusual about that -- but I was about to see this same law enforcement officer two more times during my short visit.
I walked down the street and entered the Nassau Inn to use a rest room off the lobby. As I was finishing up, the same Princeton police officer I had seen behind the wheel entered the men's room. He said nothing, and I proceeded back out into the lobby. As I walked down the street, I noticed the police officer return to his cruiser, which was parked across the street from the hotel.
I proceeded to a Nassau Street pizza shop to get a bite to eat. Shortly after 12 noon, just as I was exiting the restaurant, I heard the wail of sirens and saw flashing lights headed north, toward my location. I looked up and saw it was the same police car, same officer, traveling at an extremely high rate of speed in the center of town. I remember thinking to myself, "That better be an important call, because he's going so fast that he could kill somebody." The officer made a right turn at the next intersection, his siren still blaring.
After a short visit to the Princeton Record Exchange, I returned to my car to head home. Along the way, as mentioned previously, I again saw that Lawrenceville Township police cruiser with lights flashing.
As I headed across the Delaware River back into Pennsylvania, I noticed another parked police cruiser along my route, again with an officer behind the wheel. It was a Lower Makefield Township police car, but it was parked along a canal in the borough of Morrisville -- outside of the Lower Makefield PD's jurisdiction. I thought this was unusual; and I also wondered whether the vehicle's presence just outside my home township had something to do with a purposeful mission of police stalking coordinated by Lockheed Martin/MAGLOCLEN RISS.
Investigators from the Civil Rights Division of the U.S. Department of Justice easily could confirm whether officers of three police departments were dispatched with the express purpose of harassing me -- a systematic abuse of power that violates my civil rights. All investigators would have to do is to question under oath the officers involved, and their local dispatchers, to determine whether this multiple police force deployment along my route was justified -- and whether the presence of this unjustly "targeted individual" is what triggered this apparent show of force, using taxpayer-funded manpower and equipment.
I'd also like to know whether fusion center operatives work through official local police dispatch units, or whether the officers involved are fusion center stormtrooper freelancers. I can't imagine that my local police chief would approve of one of his officers staking out a location in an adjacent jurisdiction, which is why I raise the question. But perhaps I am being naive.
Whatever the case, and whatever cover stories these officers may come up with, I maintain that what happened today is yet another manifestation of the systematic persecution, not to mention the electromagnetic TORTURE, that I experience nearly every day, and virtually every time I hit the road.

"douchebag TI" sees what amounts to be normal police activity and assumes it is all a drama played out to harass and intimidate him.
How so? Why are you intimidated by the sight of a patrol car parked with its lights flashing? There are policies which dictate on certain calls or duty status they must display lights.
"douchebag TI" assumes that the public place he knows will obviously have public restroom facilities when almost no businesses does anymore, is not also going to be very well frequented by beat cops who know this and have similar needs.
"douchbag TI", by asserting "all investigators would have to do is question under oath the officers involved if this multiple police force... was justified...etc" shows his grasp of the justice system and rule of law is that of a small child.... gone mad... went huffing paint.... did a massive speedball... died... and the corpse is talking like "weekend at Bernie's".
He thinks people would be forced to testify - really intimidated- on the grounds of the complaints of a citizen of an event which in no way shape nor form could be construed to be a violation of law. He felt intimidated by the sight of police officers on the job and wants them frog marched by goose stepping stormtroopers into a courtroom and grilled until they admit their mere presence in his sight was a grand conspiracy to place normal people doing normal things around him and cause him to turn into a quivering mass of jello.
Any TI's wishing to extend the benefit of doubt can further ask this question:
What the hell is a self claimed TI who by his own admission has not had compensated work in his profession for 7 years, and claims financial ruin through a series of "forged bills and bank statements" (which must have been eaten by his dog) doing travelling on a substantial trip through three jurisdictions wasting gasoline @ close to $5 a gallon on a junket to PURCHASE RECORDED MUSIC?
Who the hell buys music anymore? Not broke TI's, that's for sure.
This is typical if you read this **** and keep track. One minute he's all "poor me, the program ruined my career and I haven't worked for years, this is a travesty of justice and I am broke and destitute yet no one will investigate" and a few hours later he's complaining his hour long sunday jaunt to a beachfront resort town to sip cappuchino and eat gourmet pastries was ruined because he spotted a car making a similar journey and the driver who he'd surely been gawking at the whole way glared back at him!
Like he's got money to burn! Hasn't worked in 7 years and when he did he was the best kept secret in journalism. It's obvious he is just making this **** up.
I ain't buying any of this BS. Anyone wish to attack me for revealing why this guy is full of **** can address why the above points are not obvious and true.

If you've been financially ruined, why are you out burning up gasoline on trips to "purchase recorded music"? It simply doesn't add up.
