A not-so-funny thing happened to me Friday afternoon in the lobby of the University of Pennsylvania's administration building as I tried to leave a message for university President Amy Gutmann Ph.D., who is also the chairperson of a presidential commission investigating whether Americans are being harmed by programs of human biomedical experimentation.
I assumed I was being gumshoed; that's been the standard M.O. for the past seven years, since I realized that I was being extrajudicially persecuted, professionally and personally deconstructed by a multi-agency covert federal program that targets U.S. citizens who have been slandered by witch hunting ideologues and hate-mongers at all levels of government as "dissidents," undesirables or potential security threats.
But what I did not expect was that the 21st century McCarthyites running this American Gestapo would be so brazen as to infer to a noted American scholar that a 60-year-old journalist trying to leave her a written note somehow put her personal safety in jeopardy.
Once again, it appears, I have been slandered and defamed to an important person by government operatives who believe they've been granted an open license to commit politically-motivated character assassination under the false flags of national security and public safety.
But by their actions, these operatives also have drawn even more attention to my journalism -- articles which appear to have a direct bearing on the work of the Presidential Commission for the Study of Bioethical Issues, chaired by Dr. Gutmann.
So I suppose I can thank the American Gestapo for that unintended consequence.
So what exactly happened as I entered the lobby of the UPenn administration building's stately Gothic lobby -- with fusion center or federal agent operatives apparently surveilling my every move?
I approached the desk, introduced myself by name to the security guard, and asked if I could leave a short written note with Dr. Gutmann's secretary. I explained that I was a journalist and wanted to call her attention to an article I had written that has a direct bearing on her work.
The security guard said I could leave the note with him and that he would make sure she got it. So far, so good. I took out a notepad and began to jot down a short message, along with the internet address of my website, NowPublic.com/scrivener. Specifically, I suggested that she read two articles, the links to which appear just above my biography on that web page:

As I was writing out the note, Dr. Gutmann suddenly came walking down the lobby's staircase, accompanied by a man dressed in civilian clothes, who, from his demeanor and appearance, looked very much like a police detective or a security agent.
As I saw her descending the stairs into the lobby, I extended my hand in greeting and said, "Just who I wanted to see! I'm Vic Livingston, the former business reporter for Fox 29 Ten o' Clock News."
Dr. Gutmann smiled, shook my hand, and courteously stopped for a moment as I said words to this effect:
"I've written some articles that have a direct bearing on your work on the bioethics commission..."
Before I could finish my thought, the man accompanying her said sternly, "We've got to go," as he gestured to Dr. Gutmann, pointing toward a side door.
"This will take just a second," I said. At that point, what was a courteous, unexpected encounter turned cold.
"I've got to go," Dr. Gutmann said with a poker face, walking away briskly and out the side door.
The man who had been accompanying her stayed behind.
"I'll take your note," he said. "Make sure you write down your phone number."
So I did. But as I was appending the note, the security guard, who had been so professional just moments before, suddenly rose from his chair and approached me and Dr. Gutmann's handler. He came very close, literally pinning me between his chest and other man. I felt physically intimidated.
I finished writing out my phone number and handed the note to Dr. Gutmann's handler, suggesting that he might be interested in my articles as well. The man assured me that he would give the note to Dr. Gutmann, and he also exited through the side door from which the university president had left in a huff just moments before.
The security guard walked back to his desk and returned to his seat. I walked over and said words to this effect "Wow. It sure seems like somebody doesn't want me talking to Dr. Gutmann."
And then the security guard admonished me: "If you are going to be persistent, we are going to have to involve the campus police."
I was taken aback by the remark. "You don't have to threaten me," I said, before I turned to make leave. "Have a nice day."
As I exited the administration building and walked down the steps to the UPenn's Locust Walk, I spotted a young man in casual dress carrying a plastic bag emblazoned with the logo of the United States Treasury and the words "U.S. Mint." The Mint is directly adjacent to the federal building in Philadelphia, which houses the field offices of the Secret Service, FBI, IRS and other federal agencies. The young man's countenance screamed out "federal agent." So I approached him and said something like this, with a smile:
"I suppose you're waiting for me."
"Are we THAT obvious?" he replied, also smiling.
"Don't answer that -- you may incriminate yourself!" I muttered. We both laughed.
"Here," I said, "let me give you the address to my web site. When you go back to the office, tell your guys to read my articles -- we're all playing for the same team, you know."
I began to walk away, and the guy fell in next to me. So I continued:
"If this is a case of mistaken identity, I apologize; but I don't think so!"
I took a sharp right turn, and lost my "tail."
From the way this incident came down, it is apparent that the fusion center Gestapo's pervasive 24-hour surveillance of my telecommunications and supposedly private premises led my witch-hunters to surmise that I came to the UPenn campus to leave a message for Dr. Gutmann. I had tried to email her a short note with the links to my articles; it was addressed to the email address listed on the Bioethics.gov web site. I also attempted to email her at the address listed on the UPenn administration web site.
As seen over my (military contractor Lockheed Martin intercepted and censored) internet connection, that address appears as follows: "presweb@pobox.upenn.edu." To my eye, something about that address, as displayed over my intercepted and (military contractor Lockheed Martin- censored) connection just does not look right. So I decided to deliver the message in person.
Over the past seven years, I have learned from experience that my emails and telephone calls to important people almost never reach the intended recipients, and hardly ever get returned. In several instances, it appears that my calls are answered by impostors; in a recent call to The editorial offices of The Washington Post, the person who answered said he was not at liberty to give me the office phone number of journalist Bob Woodward, who has said in interviews that even his home phone number appears in the phone book. When I asked the person on the other end for the name of the executive editor of The Post, he was flummoxed, and I was switched to "music on hold" -- the same tune that I often hear when I suspect my calls have been diverted to what we "targets" call "the program."
I've been around the block in these parts for many years -- decades, in fact. I know many important people -- including some people with access to Dr. Amy Gutmann. I will find out -- as I suspect -- if agents or operatives falsely advised this important person that my presence on campus posed a security threat.
If my suspicions are correct, I intend to take all prudent and appropriate measures to restore my good name -- and to hold accountable those persons and entities behind this apparent campaign of politically-motivated character and career assassination.

If it weren't for good people inside the FBI (and some old-school civilian spooks who are well aware of what's happening here), this Secret Service-mil intel directed torture matrix and the Lockheed Martin censorship regime would not be about to tumble.

Big deal. So they throw a contractor under the bus -- why? To save the whole program (Cointelpro) and the Shadow Government's ability to continue the "murder Americans at will." Corruption in the mil-intel institutions survives intact. The evil survives; the beat goes on.

SHORT SHOPPING TRIP YIELDS MORE OFFICIALLY-ENGINEERED 'GASLIGHTING' – A FUSION CENTER/LOCKHEED MARTIN/POLICE CONSPIRACY TO INFRINGE UPON MY CIVIL RIGHTS
On the way to a nearby grocery store in New Jersey last evening, I’m again tailgated by aggressive drivers who apparently are receiving a GPS readout (or a smartphone delivered message from fusion center operatives) telling them to menace me by motor vehicle. When I get to the shopping center, a Trenton police SUV is parked diagonally near where I am entering the lot. As I approach the store, I see two uniformed officers, one at the store’s entrance, as if he’s my personal greeter, and another, wearing a black sports pullover, was observing from a perch in front of a nearby liquor store. I walk into the liquor store to buy a bottle of wine. The officer in the Nike sweatshirt follows me in. As I am looking for a certain brand of wine, the officer approaches the register clerk, whispering furtively. I look over and notice the clerk glaring at me as if I were some sort of shady character. This store, by the way, is equipped with video surveillance. There is no legitimate reason for me to be tailed, gumshoed, by a uniformed officer, expect for the express purpose of police harassment and intimidation. I leave the liquor store and proceed into the grocery, where I select a dairy item and head to the cash registers. As I am waiting at a checkout line, a young Hispanic male with crosses tattooed on his face and neck comes up behind me, carrying two boxes of a cereal that’s my wife’s favorite brand. This has happened several times before – a visual cue that the person standing behind me has been briefed and instructed to place that specific item within my view. So I turn to him and say, “Did your team leader tell you to buy that brand?” “Jesus is my team leader,” he deadpans. “That’s good. Give your team leader this message, six words: Civil Rights Division, Department of Justice.” He repeats the words, and I say, “You won’t forget to give him that message, right?” He just smiles. As I pay for my order and turn to leave, I notice that the police officer who had been standing outside at the front of the store when I was parking my car is now standing before me. He knows me, because he was the officer to whom I appealed for help when a tailgating vehicle gang stalker waved a gun outside his driver’s side window after I had pulled over to let him pass. (I don’t know if police pursued the gun wielding man after I gave the officer the plate number of his car.) On the drive home back into PA, shortly before 9 p.m., I notice a New Jersey PSE&G utility van approach from a side road and cut in front of me. Again, this same scenario has played out before – a PSE&G truck apparently engaged in vehicle-stalking me across state lines, in my neighborhood. I retrieve the plate number: NJ XR 624 A. Then I decide to pull up alongside the van to ask the driver what he’s doing at night, driving around my neighborhood.First he says, “I live around here.” Then he says something like, “We have customers all over the area and we provide service 24/7.”
I’m thinking, this guy can’t settle on his story.
So I say, “Well, I’ve got your plate number. Maybe we’ll check out your story.”Again, taken together, these incidents paint a picture -- a pattern of systematic , coordinated police and stalker routines intended to harass, intimidate and infringe upon my civil right to be left alone in peace as I go out for a quart of half-and-half.
There is no doubt that this systematic pattern of harassment and abuse of power is engineered by operatives working under the direction of the mid-Atlantic states MAGLOCLEN-RISS fusion center, including its prime contractor, Lockheed Martin. It’s also worth noting that this fusion center- spawned harassment utilizes vehicle stalkers from New Jersey who cross state lines on their mission of intimidation. I have complained numerous times to the Philadelphia field office of the FBI, requesting a civil rights investigation.
To my knowledge, no such probe has been initiated.
But then again, maybe the good guys on the inside are working undercover. This victim of the fusion center/Lockheed Martin coordinated mid-Atlantic states American Gestapo can only hope.

And that's not all...
Early this morning, about 1:30 a.m., I again was electromagnetically assaulted as I tried to go to sleep. The ear-ringing attack caused rapid heartbeat, making it feel as though I was having a heart attack. I took proactive steps to alert good people on the inside, by electronic means, as to what was happening. The attack soon ebbed.
But I awoke about 7 a.m. to severe ear-ringing, extreme fatigue, and a heavy line seemingly "etched" across my chin -- all signs of overnight electromagnetic attack.
And when I looked for the new watch I had taken off in the bedroom and placed on a nightstand, it was missing.
I looked around the house and found the watch laying on a downstairs couch, where I had been watching TV the night before. I know I did not take my watch off downstairs.
Apparently, once again, electromagnetic attack is the means by which fusion center/Lockheed Martin war criminals induce a deep sleep state in their targets, ensuring they do not wake up as neighborhood vigilante domestic terrorists enter their homes, their bedrooms, to perform gaslighting stunts, and Lord knows what else. Identity theft, perhaps?
AND THIS DOMESTIC TERRORISM IS SPAWNED BY THE VERY FUSION CENTER APPARATUS SUPPOSEDLY CREATED TO PROTECT AMERICANS FROM TERRORISM.
Perhaps the new slogan of the MAGLOLEN-RISS mid-Atlantic states fusion and center and its war criminal military contractor Lockheed Martin should be this:
WE HAVE MET THE TERRORISTS AND THEY ARE US.

Seems to me we have a case of a liquored up senior citizen who runs out of wine and weaves around with people tailgaiting his drunk ass, then wanders around town trying to start **** with every gang member and police officer who crosses his path. And he lives in the "tri-state metropolitan area" and finds significance to constantly seeing out of state plates.
Can we ask when "compaining numerous times to the FBI" did you ever present them with any documentation that:
An actual criminal offense had even ocurred
The identity of a suspect they could question, let alone arrest in connection with same.
I think the answer is no.
So TI's when you hear others say "don't go to the police, they'll just say you are a crazy fool" don't necessarily blame the police for that. You just might be living in Vic's jurisdiction and trying to cross a bridge on the same trail he's blazed for you.

All the political and economic tactics (atrocities) that the Evildoing "defense" institutions have been committing abroad -- such as murdering union officials or leaders who don't carry out their bidding -- are coming home to roost now in the domestic US. The malicious fascists of Lockheed Martin, under contractor to U.S. fusion center agencies and commands, persist in running "view criminal records online" advertisements on my NowPublic.com pages -- their way to conduct a "psywar" against this journalist, who was assaulted by Falls Township, Bucks County police on June 22, 2009, falsely arrested and imprisoned and later charged with misdemeanor "stalking" -- the very crime that was being committed against me in the hour before the false arrest.
The charge was summarily dismissed at a hearing when police failed to produce a complainant -- but the fusion center fascists accomplished their mission: to give a man who had never been charged with a crime an arrest record.
THIS IS HOW IDEOLOGUES AND HATE-MONGERS NEUTRALIZE THOSE THEY TARGET.
I resisted the urge to sue the Falls Township Police Department for brutality and false arrest. But now that the fusion center apparatus and its war criminal contractor persist in their psywar and libel campaign, I just may revisit the issue before the statute of limitations runs out.

One of these goons, wearing a cap with military insignia, stood near me, using his finger to scroll through what looked like a list of instant messages displayed on his smartphone. “Is that how you get your marching orders from the team leader?” I inquired. “Sure,” he said, keeping his head down to stare at the screen. “Well,” I said, “give him this message from me. Six words: ‘Civil Rights Division, Department of Justice.'” I walked away. On Sunday afternoon, standing in front of a convenience store in the borough of Yardley, Bucks County, PA, a young woman driving a car pulls up and asks, “Do you know how to get to Interstate 95?” An innocuous inquiry, right? Well, not when I am asked the same question EVERY TIME I’m on the streets of Yardley. It’s always a woman behind the wheel, and it happens too frequently to be happenstance. Forget for a moment that most people these days have a GPS unit, or a GPS-equipped smartphone, obviating the need to ask for directions. This morning, a comment posted here from "Goo" responded to a threat against my wife with the words "Do you're (sic) stuff. Scriv (referring to my handle, scrivener) sucks."
The "goo" apparently refers to the brown acidic goo that I have found rotting out my appliances, coating my pipes, and smeared on Brillo pads left on the edge of the sink -- so the perpetrators can "plausibly deny" by claiming it's naturally occurring rust, and not malicious vandalism and a sign of criminal unlawful entry/home invasion.
