Obama shows wisdom in right sizing government

This story emphasizes “smaller government,” when it truly is about much more.
What do you think is the highest order purpose of government enterprise and its CEO, the President of the United States?
I submit that it is to optimize return on national resources. Doing this produces the best opportunity for a sustainable economy while ensuring the highest degree of national security.
The purpose of government under our Constitution and American Political System is to provide the best environment for economic performance with diverse contributions from its citizens as entrepreneurs and workers.
There are two large components of the American Enterprise: 1) Private Sector and 2) Public Sector. The Public Sector aka Government Enterprise performs as a function of Private Enterprise. That is, private enterprise produces Gross Domestic Product from which capital is generated. Government obligations to providing national security through economic and military security are funded as a percentage of GDP or as percentage of available capital.
The priority is to ensure that there is sufficient capital to support private sector economic development, and subsequently that there is sufficient resources for operating the government enterprise.
The American Economy is a product of private and public collaboration that I prefer to call economic engineering. In the private sector I call this business engineering, a term invented by my former colleague Daniel S. Appleton. I invented the term New Business Engineering to describe the process for new product and new business unit development.
Business Engineering is a process as is New Business Engineering.
The American Economy today comprise different types of corporations: 1) Commercial enterprises of various sizes and forms that produce products and services for global consumers, 2) Private enterprises that include public and private corporations that serve government customers and commercial customers, 3) Private enterprises that include public and private corporations that serve government customers (nearly exclusively).
Many very large corporations fall into the third category and therefore the economy becomes skewed with regard to dependence on government enterprise. That is a huge problem that creates the “too big government” experience.
Greater clarity is needed with regard to the purpose of government and the goals for America’s economic mix.
Furthermore, there are issues regarding the capitalist system that focus on ever expanding growth, based on ever expanding population and markets that exceed the planets capacity for sustainment. The economic model needs adjustment as do the systems and their management toward optimizing return on national resources.

Washington (CNN) -- President Barack Obama plans to ask Congress for more power to shrink the federal government, a White House official said Friday.
Obama plans to speak at 11:20 a.m. about his plans to make the federal government "leaner, smarter and more consumer-friendly," the official said.
The president's proposal includes plans to combine several agencies that focus on commerce and trade.”
