Tamils children are now the prime target for forced disappearances in Sri Lanka.

From the detention camps children are taken away without any explanation or records. Tamils parents are left to grieve in silence in these detention camps without anybody to report to or get help from.

LONDON (AFP) – Children are being abducted, with tacit government approval, from camps housing those displaced by Sri Lanka's ethnic conflict, human rights groups charged.

The Coalition to Stop the Use of Child Soldiers said it had received verified reports of child abductions from camps in the main resettlement area of Vavuniya, often by paramilitary Tamil groups.

Children as young as 12 have been among those taken, the coalition said, suggesting that the paramilitaries -- who allied with the military in the fight against the Liberation Tigers of Tamil Eelam (LTTE) -- are being used to identify and weed out former Tiger child soldiers.

The Sri Lankan Army has an infamous track record for torture, rape and killings in custody. The Sri Lankan Army has records for raping Tamils children as young as 10 years old. 

These camps are heavily guarded by the Sri Lankan Army and the Tamils IDPs are not allowed to leave the camps for any reason. 

The paramilitary group, known as Karuna group, is allowed into these detention camps to recruit, kidnap and harass Tamil children; Karuna is an MP in the Sri Lankan current government, a quota pool seat awared by the "honourable" Mahinda to Karuna as a gift to deploy violence on Tamils.

The fate of these young children in these detention camps needs to be monitored by International community not to mention the countless other human rights violations faced by these Tamil IDPs.

The Coalition claims to have received verified reports of abductions of under-18s from camps in Vavuniya, as well as recruitment and re-recruitment of children by paramilitary groups in the eastern districts of Batticaloa and Trincomalee.

Tens of thousands of unaccompanied children have fled the conflict zone in the north. Without adequate protection, these traumatised and under-nourished children are vulnerable to abduction and other human rights abuses, the Coalition said.

The government has made little progress in establishing procedures for tracing and reunifying unaccompanied and separated children with their families.

Human Rights Watch urged UN Secretary Ban Ki Moon to focus on Tamil IDPs.


Human Rights Watch said that vital issues for the Sri Lankan government include:   

  • Providing full access for UN and humanitarian agencies to the detention camps for internally displaced persons and to the battle zone to treat the wounded;
  • Stopping all forms of harassment, intimidation and threats against human rights defenders and journalists exposing past or present abuses;
  • Ensuring protections against new violations of human rights against the Tamil population and persons the government may suspect of being LTTE members; and
  • Addressing longstanding concerns in the Tamil community about discrimination and the government's commitment to treat Tamils as full and equal citizens under the law.

It suspects that anti- Tiger paramilitary groups such as the Eelam People’s Democratic Party and the People’s Liberation Organisation of Tamil Eelam are being allowed into the camps by the Government.

Verification of the claims is all but impossible as the Government is denying media access to the camps.

The reported abductions have added to fears over the fate of the refugees after the Government barred the International Committee of the Red Cross and the United Nations from the camps.

The Coalition to Stop the Use of Child Soldiers is an umbrella group of global organisations which includes Amnesty International and Human Rights Watch.

"Some are being taken away for ransom, they've been kidnapped for ransom, and there've been certain negotiated releases where mothers had some jewellery and they could negotiate a release right within the camp," Hogg told the BBC.

Target for what ? You think Sri Lankan Government make suicide Bombers like LTTE does for these children. Please atleast give a support to these Tamils rather telling all lies and disgraced to them.

I know nothing of what is really going on there nor do I fully know what is or is not true about the Sri Lanka armies actions against civilians if any. Can  some of you living in the country please enlighten us about the "truth" of the situation. I do believe that in order to eliminate terror organizations a coordinated effort is need with the will of the people to in fact destroy the organization. But there needs to be a political will in order for it to succeed.

What is really happenning in your country? Thanks

In summary tikun,

  • War is over
  • Prabhakaran and rest of the leaders dead
  • Many cadres and mid level leaders surrendered before all was over
  • Many cadres were identified among the IDPs as being LTTE and they have been separated and sent to rehab centers.
  • Civilians have given tips on those they knew to be LTTE and on some occasions Army had spotted the young girls with very short hair (rare thing among Tamil girls) and after questioning the have revealed they were LTTE.
  • over 300,000 civilians are on IDP camps and safe now.
  • UN and other responsible bodies have said they are satisfied by the standards of the camps.
  • Government plans to resettle the IDPs as soon as possible. Things to consider are clearing of land mines, screening of IDPs so that nobody can be a threat to the safety of others.

On the war front

  • There are allegations that Army shelling had killed 7000 civilians. This figure comes from LTTE propaganda and a "leaked" UN document which the UN did not want to make as a official figure.
  • The only reports of civilian deaths by shelling came from a doctor on the "Safety Zone" where Prabhakaran was holding civilian hostages, and his claims are doubtful for the simple reason he was under LTTE's control and that he would have needed to use an LTTE satellite phone to make the several calls he made to inform foreign media about the casualties. UN leaked document is not made official because it took figures from this doubtful source.
  • Escaped civilians have given statements to local and foreign media both that they were shot at by LTTE when fleeing and many died and got injured. But the doctor from the "Safety zone" did not mention this in his calls.
  • There was widespread circulation of photos of dead bodies claiming they were shelled by Army - but none of the photos showed even 10 bodies together. LTTE was good in propaganda till the last moment and they photographed and even videoed dead bodies and injured people. But no footage to show their claims of the high numbers.

I have not mentioned here the various allegations by LTTE propaganda regarding Rape, Torture, Genocide, Chemical weapons, "Sinhala only land", etc, etc that nobody takes any notice of.

Hi There Tamiya,

I really have read your sources. I also understand that you are very sincere in your concerns. But I also know that just because it is written or that someone from the UN says it so or even an NGO with an agenda cries out for retribution doesn't mean it took place.

That is my concern. Not knowing all the facts I am very cautious in making claims. What I do know is that at this moment the country is free of terrorism. That is no easy feat. Sometimes people die in the process of ending a war. Many more lives are saved in the process. A hard choice but one that a responsible government must take.

Why I doubt very much Tamiya's sincerity about civilian lives. Knowing full well that LTTE had killed more Tamils than it had ever killed any Sinhalese or Muslims,

I can definitely understand your frustration, but I am, I believe like many Tamils, are not ready or willing to give up on LTTE.

There are however sincere persons like Tiana on this forum who write because of their sincere concern for the civilians.

Here is the latest from the Human Rights Watch, if you ever so inclined to find truth of Tamils in Sri Lanka. However, if you want to live in your fantasy world of "Sinhalese only Sri Lanka" and pretend to "care" about Tamils in NP, I can only say Good Luck.


Unfortunately, the government of President Mahinda Rajapaksa treated the Tigers’ atrocities as a license for its own abuses. Instead of taking the high ground — morally, politically, and militarily — Rajapaksa used the war to solidify his support among ultra-nationalist Sinhalese. The government appears to view all Tamils as presumptive Tiger supporters and has locked up in camps all who have fled the fighting but the elderly — now some 300,000 people. Sri Lankan army forces indiscriminately shelled and starved the Tamil civilians trapped by the Tigers, causing several thousand civilian deaths and massive suffering. And in its plans for the future, the administration has favored Tamil leaders with poor rights records and given short shrift to the Tamil population’s legitimate political concerns.

There are immediate concerns: caring for the wounded on the battlefield, ending unlawful restrictions on civilians who fled the fighting, and respecting the rights of captured combatants. For the longer term, the government needs to adopt a broad agenda designed to unite the war-torn nation in peace. This means an impartial investigation into abuses by all parties to the conflict. It entails revoking laws and state policies that have discriminated against the Tamil population. And it obliges the government undertake serious and broad consultations with Tamils and other minority groups on the country’s political future.

President Rajapaksa needs to realize that winning the war, no matter how important, is not the same as achieving peace. Alienating Tamil society will merely push the country’s problems down the road for the future. If that’s the case, the peace and justice that Neelan Tiruchelvam sought — and died for — will continue to elude the Sri Lankan people.
