As reported by the Delaware County Times, one see a video of Barack Obama talking in Chester, PA on October 28, 2008 at: http://www.delcotimes.com

(He later traveled on to Harrisonburg, VA.)  The weather was terrible, but the people were inspired. As mentioned in the comments on the Delco Times web page, it was the first visit of a major presidential candidate to Chester, PA since John F. Kennedy visited in 1960.
