In Ohio, Gov. Strickland must negotiate with Republicans

Ohio Gov. Ted Strickland has been both applauded and pilloried for his decision to suspend the final year of an income tax reduction of 21 percent.

His supporters said it was a bold move, while his detractors said it was just a matter of time until he would do what Democrats do best, raise taxes.
