Old age and sufferings in India

It was raining and I was on the way to meet a patient admitted in KC pant hospital. The woman in this picture is handicapped roughly 80-85 years old. I waited to see what she was intending to do. She filled water from roadside and as she was not able to walk she began crawling to cross the road until I and another man came for help. Is the old age meaning and the future? Social and health security is must of old aged people.
