Open letter for action to all Targeted Individuals

To whom it may concern: This is a copy of a testimonial I have posted in a number of  forums popular with Targeted Individuals, where for several years I have become known by relating accounts of my experiences.

I just wanted to, as many of us do from time to time. vent a little and relate my account for sake of posterity as the escalation of electronic harassment is reaching absurd levels.
Just for background, I live in a one floor duplex at the beach with very close proximity to four other residences- 3 in fact are about 7 feet away, one unit is almost certainly perps, operative types that look and act military and the harrassment by likely more than one technologies began a short time after they moved in from out of state almost 2 1/2 years ago- which was also just 2 days after the weekend in which my faithful 110lb shepherd mix male "bear" became suddenly, painfully ill and had to be put down.  Possible coincidence but he would have hampered their activities greatly.
The overall effect has been to turn my apartment into an ever escalating "house of horrors" which include the often described possible microwave weapons, (distinct feeling of unbearable heat on skin only, one side of body only, ringing in ears, dimming vision- or that may be the lights- wild visual distortions especially in dark when trying to fall aleep, which seem to cause nightmares when dozing off)
Plus something I have also seen dboots describe as well- disturbances which give the appearance of walls and even floors bending or flexing, as if the house is on quicksand, at the same time your body is being pushed and pulled, vertical blinds lean sideways or open by themselves, curtains on closed windows expand in then a minute later suck up to the window and wall. Outside the house you can see it as well, and it looks like my house and the two next to it are on a boat on a slightly rough sea.
Note that this may be an observation that is mentally induced, I do realize the improbability of all these objects actually doing what they appear to do.
Tests have determined this effect on me ends when you depart a perimeter of 70 paces from my backyard, less from the front as I'm the back unit. I observe this nowhere else ever, even at a neighbor's house across the street. As this goes on the motors in fans and airconditioners (computers too!) "load up" changing in pitch and volume constantly, and my old CRT television would "pincushion" and go to extremes in tint and brightness, suggesting a possible ELF/VLF electromagnetic force is being applied which affects a brain section controlling both equilibrium and some visual perceptions.  However there is unmistakable noise like creaking wood when this occurs so there is some force being applied, how much of this is actual and how much is an augmentation I can't say. The technology is just a wild guess, I hesitate to make claims I cannot support with evidence as known facts.

Additionally there are the "vibrations" which seem to vary by human control depending on my behaviour, doing something they don't like causes instant shaking, as well going to the bathroom does the same. Cursing them increases it, as would making a loud noise of any kind late at night.
The vibrations, if occuring when the lights dim, create a spooky effect of lots of dark shadows with very fuzzy edges, and looking through a mirror through another mirror toward a darkened part of the room or object distinctly creates an illusion of something or someone being there, could be some holographic mind f*** but I  concede this could be my own imagination introducing this as my adreniline is usually pumping when they do all that together.

They see to use my own security measures against me to increase the terror, adding what apears to be a moving hologram suggesting the ghost of a person or persons on the concrete in the common sidewalk between us (as viewed on camera monitor) and a distinct holographic image appearing jimmy open  the front door security screen almost 7/24 (through the "big view" standoff door peephole viewer) it's not visible through the standard wide angle viewer below it, which I added two little angles mirrors on the sides to get a full view down to each end of the building. (anyone who likes their peephole you gotta try that, works GREAT I can shoot a pic to show what I mean)
Well anyway this stuff was all going on for a long time, but they tended to rotate all these disturbing tactics or just hit me for a few hours a day.
For a couple of months it's increased, they've combined multiple methods, to the point now where they are shaking me almost all day, the fans screaming up and down over and over, blasts of heat accompanied by that "acrid"  taste in my throat, they almost never let me sleep and constantly project sounds on the other side of the apartment (then when I go investigate I hear bumps from where I  just came from)and endless other things to drain me.

At all hours of the  day random patriotic and religeous music can be heard, possibly some form of entrainment.
Perhaps I've escalated it by constantly telling them they are pansy Nazi girl scouts who should have stayed in Vermont and taken over daddy's ice cream truck and borrowed mom's clown suit she used to turn tricks in. (a sample, I  really let them have it all day long with some real insulting yet mildly humorus outbursts, like "what comes first in perp boot camp, the castration....  the lobotomy.... or do you get a two-fer on the same day?")
It's my way of dealing with the stress. I have burned many DVDs from security camera feeds and put them in the hands of friends of friends, etc, backups of backups, what they depict is somewhat ambiguous but show some strange things nonetheless.
 All this has made earning a living difficult as so much time goes to paying attention to this circus of horrors and my health now has some serious, possibly life threatening issues including what appears to be advanced degenerative rotational scoliosis that I believe one of the perps weapons may have actually caused- the wall that appears to be under the force of electromagnetic attack is near where my computer is, I used to often fall asleep in my big leather executive task chair and wake up hours later with the chair and me sucked up toward that wall like a magnet, with me slipped down most of the way and unable to move without great difficulty. I still sit in this chair alot, sometimes 12 hours a day, and you constantly feel like you are being attracted then repelled by the same force that makes the wall appear to flex.
I haven't seen a doctor in 20 years but am near getting back into the VA system soon , perhaps I can get that diagnosed, but it's going to be behind having a probable kidney infection and GIRD investigated. I hesitate to speculate if these attacks have caused those as well but it is possible and I have heard other TI's relate scientific evidence that RF weapons can target the stomach and cause stomach acid to boil, eventually inducing cancer of the esophaguas, hopefully I am not in that stage yet as I hear that  is usually fatal.

ANYHOO happy freaking me! Please don't feel sorry for me as I consider every wakeup gravy at this point but I  wanted to  give a periodic account update for possible benefit for those who may follow our path in the future in this clearly illegal and unconstitutional program of social cleansing.

I will also offer the possible windfall bit of info the community could gain from my situation, because as I understand it the participation of any actual government entity has never been reliably confirmed, doing so could allow an avenue for legal action or at the very least a direction a multitude of TI's could focus a barrage of FOIA requests toward to put some heat on them and hamstring them a bit. I consider my word an irreplaceable asset and that's why I have used "batvette" as my only screen name for 14 years on the internet, I must have tens of thousands of posts on various forums like politics, custom cars, audio, bicycling, video gaming, you name it, and if I ever told even a fib in one it's news to me. Easier to remember the truth.

I've been defying them, in their face, pushing the limits maybe even. The escalation of tactics may be an attempt to finish me and put me behind a shopping cart- but I also believe the young perp operatives have stayed longer than their agreed voluntary term and are wanting to go back home- my situation could be going another direction.

So I can only simply offer that if I haven't been here in a month or two and you can't reach me by the same email address I've had since 2000, check the court dockets and custody rosters of the county and federal court system in San Diego for custody or charge sheets on John Arthur Lucier. DOB 06/26/62.  SSN 566-02-4863  If such a thing does happen, the charging agency is definately involved with having individuals stalked and harrassed as an alternative to efficiently discharging their duties- until they reach an impasse with the target's progress, at which point their egos preclude walking away and they will attempt to revert to official action on a feeble scale.

Any possible entanglement of mine will not  require assistance, any charges they press will only be successful if built upon lies.  I will not be cornered into any serious incarceration and don't seek assistance there but would be more than willing to cool my heels if the greater goal I seek is fulfilled- shut these idiots down, put them in the soup line or worse, and out their architects and handlers.

To that effect if it's a federal agency, every TI should send  an FOIA request in duplicate, one to their regional office and the other to Washington of that agency- even if they feel no connection in their targeting to that agency- would be a first (unlike the shotgun approach in the past) which if a hundred or more did this could turn up a lot of heat for them. Lots of questions up and down the command chain. People not involved taking heat and asking uncomfortable questions of their colleagues who are, often in different regional offices. TI's in the district of the agency's  congressional overseers should write an inquiry about that agency's possible involvement. All that heat could be created by just a hundred individuals because in the past it was always a stab in the dark. A focused barrage on an agency who'd previously assumed they were invisible would give them a good scare  and maybe cause insiders with conscience to turn on their guilty colleagues.

The hundred or so TI's would have to be sure that was not a stab in the dark to do this.

You have my word if this situation arises, those holding me are involved and act on it as I might not be able to initiate this if I'm down a hole.  I suspect I have been caught up in an evolved "operation weed and seed" program that saw its people clean up the bad element, and end up with  a few jaywalkers left to milk for an easy assignment. As of this writing I cannot identify them.

A charge sheet changes this and puts it in black and white for possibly the first time ever for an offensive in activism. I believe their egos are so big about their authority in San Diego, a redneck conservative cesspool enigma in California, that they feel little risk of reprisal and would do it anyway so we can capitalize on this.
