Saturday morning, after a meeting of the Cobra emergency committee, the tone changes. The Interior Minister, Theresa May, confirmed that the suspicious package was an explosive device.
As regards its manufacture, the police said that tests were continuing to determine the nature of the device. Barack Obama, who called David Cameron praised the "professionalism of the U.S. and UK in their joint effort to kill the plot in the bud".
