Paul Baldwin from Portsmouth is setting a new record for the number of times arrested; he has now been taken into police custody for the 153rd time in his police 'career'.

He punched a man in the face this time, but since 1984 he has been arrested 153 times, and he was only released from jail last week after serving a year for a felony theft charge.

Sgt. Darrin Sargent said Baldwin is a drain on public resources, but there is little police can do.Baldwin is being held in jail on bail pending his next court date later this month.

How about they use him for medical expirements,  maybe they can find the cure for swine flu?

153 divided by 25 years=  6 times per year.  Just paint him with "glow in the dark paint"  so you can track him during his few brief time away from jail.   It appears to me he  is, at the very least, "mentally challenged" and the money wasted on arresting, might be spent on determining his aggression, and applying positive steps.   Either that, or he is seeking a spot in the Guiness Book of World Records.  Or, just maybe, he really likes the jail and is  seeking a cell to call his own. (reality check:  free room and board, medical help, free movies, (no admission charge) free clothes,  and a clean, sanitary place to "rest")  Also,  he can't possibly earn enough, with his limited time "out"  to pay the IRS, local  and state taxes.  Seems like he REALLY knows how to "work the system"

Check the facts. Henry Earl of Lexington, Kentucky has been arrested 1,334 times as of April 1, 2008. There were over 1,000 arrests listed on the public online records of Fayette County Police Department which date back to 1992 and numerous prior arrests dating back to the 1970's. Almost all arrests have been alcohol-related and Earl has never been convicted of a violent crime.

Statistics are available under the name Henry Earl on Wikipedia and the Smoking Gun. Earl has been featured on MSNBC and Jimmy Kimmel Live as the world record holder for the person with most arrests.

The obvious is that this guy has no fear of jail at all and has nothing to lose, consequently He acts out every time without thinking or regard. The fact that he hasn't had a violent blot on his record, at least till now. I would say that he uses going to jail like the rest of us view going on holidays,, a getaway,,,and the fact that it's pretty much short time, I'd say he doesn't want to spend a lot of time in jail. So maybe if he gets a good stiff 5 years, that might change his ideas about acting out with no concern for the consequences. As an ex- cab driver I've known people who view going to jail as a way of getting clean from booze and drugs for a short term. A chance to get some weight on, get some needed Medical attention and a break from a Hectic life style of chasing the needle or bottle: Like I said maybe a good stiff 5-10 maybe the solution....RAZZ
