Penny parking: Sycamore's meters nation's cheapest

In April, the Sycamore City Council voted to quadruple the initial fine for failing to pay a parking meter. But even taking the 25-cent fine to a dollar means its the cheapest metered parking fine in the nation, police chief Don Thomas said.
