If you are one who has frequently traveled in the Philipines specially in the Metro Manila area, I'm quite sure that you have encountered the "kontrata" drivers (drivers who don't use the taxi meter). This is one problem in the Philippines besides the traffic. You will experience the pain of paying more than what was really due.

Well worry no more. At last all taxi cabs in Metro Manila will be obliged to give out meter receipts. The system is not new in other countries like the US but it's better late than never.
 

In a minute-resolution dated June 4, the Court en banc upheld a ruling of the Court of Appeals which said LTFRB’s Memorandum Circular Nos. 2003-10, 2003-020 and 2005-01 which impose standards and regulations for taxi and mega taxi units, including the issuance of taxi meter receipts, are legal and are actually intended to “ensure passengers’ welfare and safety."

In a meeting today with LTFRB Chairman Thompson Lantion they announced the rejection of the petition of cab owners which sought to stop them from implementing this rule. 

The receipt will contain information regarding the cab (drivers contact number, the plate number of the vehicle and also your pick-up and drop-off area ). You will be able to trace the cab if you left something behind, give out the exact due and be able to complain for poor service rendered but most of all it's quite safer.

The flag down rate or the fare will still be the same for the operator shoulders the expense of the gadgets to be installed.

I know as soon as possible. But warning to the public, all receipts issued to the passengers should be OFFICIAL. Receipts are official if the taximeter that issues receipts are accredited and registered to the BIR. Or else, you will still not be safe because the receipts are ILLEGAL and UNOFFICIAL. So reminder to the BIR, LTFRB and operators, for the passengers to be safe and secured, only BIR accredited and registered taximeters that issues receipts should be installed in the taxi
