Points system to deter unpatriotic immigrants

The government will tomorrow launch proposals for a new points system for immigrants seeking British citizenship, as it tries to deflect accusations that it has lost control of the country's borders.

Well this is nothing if not controversial. New measures are being proposed in the UK which will impose a points system on immigrants. Those with more points are likely to be allowed to stay.

Those seeking asylum could, for example:

... earn points for speaking English and doing community work, and lose points for anti-social behaviour, such as protesting against British troops.

This rang some warning bells in my head. I can't help but thing that there is something inherently anti-humanist imposing a point system on fellow human beings.

The rest of us don't get kicked out a country for expressing our negative views, so why should that disallow someone from entering? And who, exactly, makes up the Patriotism Questionnaire? The words 'arbitrary' and 'meaningless' are floating around my head...

Is this point system applied to get into the country?  or is it  a test for citizenship?

Citizenship. Sorry if my use of the word 'entry' confused matters - I tend to use the term 'entry to Britain' to mean more than just paying a visit.
