Just like what you've seen..
Those two little girls were playing around in the middle of the rain.. They live not far from a big storage building of a snack company.. I've been presuming that they were seeking for some wasted peanut snack on that junkyard.. Because i've found her eating something from an aluminium package while squatting beside the garbage..
While those little girls were eating and chewing that thing, "Opie", the dog (their father gave that name, those girls said) also was eating something from that junkyard..
When i asked, "Where's your father?", they answered "Working, maybe"..
I thought, there was nobody there to take a watch on them, so they could play at that dirty place.. Or maybe both of their parent must go for work (work with low salary, i guess)..
After more than 15 minutes chatting, the girl was smiling at me.. And discreetly (i've almost had to lipreading her) said "Uncle, give me money" while smiling..
Just a bad mentality..!! Where's the reponsibility of their parent..!!

What is the big deal? Just some kids playing in garbage. I used to look through garbage when I was a kid. Kids like to explore. In the concrete jungle, garbage is like a little treasure trove. It's a privilege for kids today to have this sort of freedom.

That's not in the picture. It is, rather, what the poster "has been presuming." In any case, even if they were eating something from the garbage, it wouldn't necessarily indicate that they were starving or anything. I'm not saying these kids aren't starving, horribly deprived, whatever--but if they are, that picture doesn't show it...

i rather took it as a presume, because on that occasion, i was on my motorcycle..
from several meters from the spot, i saw them chewing something and keep chewing until i approached..
and i think you should consider another word than "starve"..
in country like Indonesia, unwatched kids (in such a young age and under-wealth family), can play dirt and eat any kind of snack (i emphasize, snack, not garbage) wherever they found it..
and upon that picture, i saw the girl handed a package of well-knowned peanut snack brand while chewing..
let me give some example, when a bunch of kids found a package of mini candy (e.g. M&M) dumped on the street, they just can pick and eat it..
