 "OTTAWA - Bob Rae has effectively declared his candidacy for the federal Liberal leadership, dismissing rumours that he won't run. Rae hadn't intended to formally enter the race until after Nov. 8, when the party national executive is scheduled to set the date, location and rules for the convention that will choose a successor to Stephane Dion. But Rae says he's been forced to tip his hand by persistent rumours suggesting he's having second thoughts about taking another stab at the top job. He calls the rumours complete nonsense. Some of Rae's strategists believe the rumours are being spread by supporters of potential rivals Michael Ignatieff and John Manley, both of whom would stand a better chance if the former Ontario NDP premier was out of the way. In a bid to quash the gossip, Rae says he's asked Dion to relieve him of his duties as foreign affairs critic, allowing him to devote his time to the leadership quest. "
