Reasons of the Insurgency in FATA Pakistan
Following are the most important reasons of the recent uprising of Militancy in the tribal areas. This preliminary research was conducted by a team of local persons belong to FATA.
-Political System (Worst form of Dictatorship)
-Religious revolution (strengthening of organized religion)
-Afghan Conflict (Impacts of global Politics)
Political system is the most important reason of the insurgency. Since creation of FATA is a buffer zone between Pakistan and Afghanistan. The British Indian Government and later on Pakistan continued the tribal belt as a buffer Zone. To keep a region as buffer zone it is necessary to keep the society under a dictatorial political order. For every district a dictator under the title of Political Agent was appointed (these districts are called Agency because it is headed by an Agent). This system was further strengthened by the so called tribal chieftains called Maliks. Tragic part of the story is that people were brutally victimized by the black law called Frontier Crimes Regulation (FCR 1901). Due this prospective people were obliged to find solution of their problems in religious practices. Stooped rulers of the country also willing and provided state cooperation in the promotion and strengthening of religious practices. These efforts lead to the current situation of the establishment of a Taliban state in northern Pakistan.
Political Agent (The abuse of power)
For the last 60 years the political Agents not only destroyed their social infrastructure but also deprived them from basic Human Rights. This colonial system badly damaged the good sense of the people. Political Agent embezzled the funds and deprived the people from all sorts of economic development this is the reason that political Agents are called Sucker of the Blood.
Law for the Tribal areas (FCR 1901)
Frontier crimes Regulation is the most heinous law which created a sense of fear and deprivation. Under this human were treated as animals. All the section of this black law is against the Universal Declaration of Human Rights and even the Constitution of the country also contradict this law. Under this law thousands of innocent people has been prosecuted, abducted and tortured under this law.
Malik System
A local person who is cruel by nature was empowered and appointed as Malik. The Maliks was assigned a Job Description for the control and humiliation of the village. In order to surprised the people Malik tried the best a get revered from the political Agents. Another opinion about Maliks is that they were good people and was a part of traditions but later on corrupted by the government of Pakistan.
Through Maliks and Mullahs (Prayer leader) Government of Pakistan badly smashed all the democratic voices raised for Civil Liberty, human rights and Democracy.
a) Tableghi Jamaat (Group for Perching of Islam) or Phase I of Talibanization.
When all the voices banned and people reached to the peak of suppression they took another way for the satisfaction of sub conscious. They welcomed the religious movement called Tableghi Jamaat (TJ) of Raywand. In Bajaur Agency more than 90 percent people were become members of that Group. According to the basic teaching of TJ for every member it is obligatory to:
• To obey the order of the Amir (Local, Provincial and National)
• Radio, TV, and Newspapers are unIslmaic and prohibited in the religious order.
• All type of sports is also unIslamic.
• Preaching methodology will be non violence.
• Member of the group must have a long beard
• Spent 4 months once in life, 40 days in year, and 3 days in a month.
• At lest one child should be enrolled in Madrassa (Religious School)
• In daily activities the member must arranged a devotional gathering inside the house and a chapter or excerpt from Tablegi course book will be recited.
• List of those who are not regularly coming to mosque will be prepared on village and street level. Local team is responsible to bring them to mosque.
The Tablegi group propagated that when a large number of people entered in the group most of their problem will be solved by the grace of God. They considered Tablegi way of life is panacea to all the problems of both the worlds. But despite their active participation in the activities of the Tablegi group their problems were worsened and suppression was continued. Actually efforts of the Tableghi group paved way to radical Taliban movement.
b) Jammaat Islami (JI)
Jamaat Islami worked with the youth groups specially the students and provided training in Islamic Militancy according to the Guide lines of the Egyptian Militant thinkers like Hasanul Bana and Said Qutab of Akhwanul Musclemen.
The Afghan Conflict
• During the afghan conflict a lot of Islamic literature was distributed.
• Madrssa (religious schools for the brain washing of youths) were opened. These Madrassas produced thousands of religious Zealots. Graduates of these Madrassa promoted sectarianism and narrow religiosity. They are also kept away from the social and political system and ignorant about the contemporary world.
• Most of the Afghan warriors (soldiers of the Cold war) were not rehabilitated after the end of the war. While sharing their experiences and jubilation of the holy war in the tribal society youth groups especially the jobless were attracted. The afghan warriors helped the youths in bomb making and tactics of gorilla warfare.
