Russia and Venezuela agree oil and gas cooperation deal

Today, Venezuela and Russia gave a more tangible meaning to their strategic partnership during the visit of President Hugo Chavez. Four new deals on oil and gas were signed to further energy security plans. Both Caracas and Moscow promote the creation of a gas exporting countries organization or "Gas Opec".  In addition, President Chavez thanked Russian Head of State Dmitry Medvedev for helping his country increase its defencive capacity.Venezuelan local opposition has criticised the approach between the two countries on the grounds of the military arms purchases Venezuela would intend to arrange at Russia and Belorussia. President Chavez explained his intention to counteract US agressive plans against Venezuela. This is the sixth visit of Chavez to the Russian Federation. According to PressTv, the US administration has reuked the recent Venezuelan - Russian accords. It opposed the sell of  Russian military sophisticated arms to Venezuela. On the other hand, ChavezĀ“s government has been blocked by Bush administration from buying new or spare parts of US military arms. However, the Bush administration has provided neighbouring Colombian - under Plan Colombia -with new and sophisticated weapons igniting both an arm race in the region and Venezuelan approach to Russia and Belorussia.

Russia and Venezuela seal oil deals

Russia and Venezuela have signed four new oil deals as Hugo Chavez called for a strategic alliance between the two nations. The Venezuelan leader landed in Moscow on Tuesday and met Dmitry Medvedev, Russia's new president for the first time.

The two oversaw the deals between Russian oil companies and Venezuela's state energy firm, among the world's leading producers of oil and gas. "Russia and Venezuela are two very important oil and gas powers and ensuring energy security depends on our concerted actions," Medvedev said after meeting Chavez at a state residence outside Moscow.

The new agreements allow the Russians to develop new oil deposits in the South American country and pave the way for big infrastructure and engineering projects. "Venezuela is now the most important partner of the Russian Federation," Medvedev said.

US 'threat'

Chavez is also hoping to sign weapons and security deals on the visit, saying an alliance with Russia is necessary to protect his country from the US. Reports have said Venezuela is planning to buy 20 Tor-M1 air defence systems and three submarines for a total value of $1bn. Chavez said he would pursue fresh purchases of Russian arms, "because the North American empire ... has plans to invade Venezuela, to disarm Venezuela". The Venezuelan president has accused Washington of planning a 2002 coup against him, while the US accuses him of seeking out its enemies - such as Iran and Cuba - as allies. Chavez also declared, albeit hypothetically, that Russia would be welcome to deploy a military base in his country, if it asked for such. "If Russia's armed forces want to be present in Venezuela, they will be given a warm welcome," Chavez told a news conference in response to a question.  Chavez, who also met Vladimir Putin, the Russian prime minister and former president, said he had felt "strong human warmth" while meeting Medvedev and "personal chemistry immediately appeared between us". "We are considering issues linked to our strategic partnership, be it in the energy sector, industry, finance, science and technology, or military issues," Chavez said. 

Medvedev, a former chairman of Russian gas giant Gazprom, added that a proposal to create a group of leading gas producers that would mirror the Organisation of the Petroleum Exporting Countries (Opec) was "not closed".

Iran and Venezuela, members along with Russia of the Gas Exporting Countries Forum, have both supported the idea of creating a "gas Opec". Russia is by far the world's largest gas producer, controlling a quarter of global reserves.

Correction: I saw the press conference on Venezuelan TV, Chavez never said that he would allow a Russian military base in Venezuelan territory, this has been intentionally mis-interpreted by the anti-Chavez media. The question was what he thought of Russian planes or ships patrolling capabilities around the globe and what if they were in the Caribeean and South American waters? he answered: that the Russian military was capable of patrolling around the world and that if they happen to be around the Caribean he would lifts both flags, play both national anthems and play the drums to welcome a friend, this does not mean he is allowing Russia to set a base in venezuela.
