Senator Maziarz calls meetings with NYS OCFS "very disappointing"
While friends plan a vigil for 24 year old youth counselor Renee Greco who was brutally murdered last week at Avenue House, a city group home for teenagers in Lockport, NY, state senator George Maziarz (R-Newfane) is calling meetings held with New York State Office Children and Family Services (NYS OCFS) related to Renee's murder "very disappointing."
Maziarz and state Assemblywoman Jane Corwin, R-Clarence, have met with OCFS administrators in Albany to review staffing and youth placement requirements for OCFS and New Directions.
Maziarz said the meetings have so far been “very disappointing.”
“The representatives of OCFS have not answered any questions specifically about the Lockport home,” he said. “They, I think, hide behind the fact that there’s a criminal investigation ongoing and they can’t comment on the specifics.”
Maziarz said he would like to know how Allen and Thousand ended up placed in “an unsecure facility” with one worker on staff. He said he’s received several calls from community members and others about the two suspects, including some information about their criminal pasts.
“I’m told these two, and in particular one of them, had an extremely violent past,” Maziarz said. “I’ve contacted some staff people at other secure facilities where these individuals were, to see if I can’t find out from some staff people what their history is. ... If OCFS knew of their history and put them in an unsecure facility, I think that somebody’s going to have to answer for that.”
Corwin and Maziarz have expressed concerns that recent closures of several secure youth facilities upstate, called for in the 2009-10 state budget, forced placement of violence-prone youth offenders in non-secure surroundings, though Borges denies that was the case.
Borges said several homes in the Southern Tier were closed due to a lack of youth residents.
Maziarz said he believes the homes were empty because OCFS officials “refused” to put youth offenders in them.
“I think they wanted these individuals to be put in (group homes) like Avenue House, which are totally inappropriate for these types,” he said.
Corwin issued a statement Tuesday regarding her meeting with OCFS officials, during which she said OCFS disclosed they are launching an internal investigation into the murder.
“(We) questioned the office in regard to staffing requirements and the policy and procedures in place that would relegate the two juveniles into this type of group home,” Corwin said. ”As we anxiously await the results of the investigation, our work will continue. We anticipate future meetings to verify the progress of the ongoing inquiry, as well as to determine the direction that should be followed to prevent these types of tragedies from occurring in the future.”
Maziarz said he has received many calls from residents concerned about group homes in the wake of Greco’s death.
“The homes are in the community,” he said. “What’s the training level of the staff people assigned to the homes? And I think more importantly, what’s the background of some of these individuals? ... I’m very concerned, and I’m not ready to draw a conclusion yet, but I’m very concerned in the direction that (OCFS Commissioner Gladys Carrion) has been going in.”
The vigil for Renee is planned for 7:30 pm Monday outside the Avenue House, located at 437 East Avenue, Lockport, NY. The public is invited to attend.

Carrion is a coward and will not speak to the media or other officials. She has alot to hide.She has destroyed ocfs since walking in the door. She is letting residents in the boy's SECURE Facilities have a "social nite" ,A dance , With female friends. She is out of her mind!! She even closed the special housing units , in the secure facilities. So the most violent residents continue their violence in population . The violence is spreading like a cancer , in all the facilities.Over half a dozen residents are columbia county jail,for there parts in staff and resident assualts.. . pull a list of all the facilities in the state. See what County they are in and find out .Call the county jail and see home many Ocfs youths have been there in the last yr or so.. Everyone will be shocked!! On how bad things really are!! Never mind the staffin g levels. Workers comp cases are sky high ,due to restraints and assualts.. The numbers Carrion allows out will be low, But that is cause she has change what is considered a restraint. And she is Doctoring the books ..Trust me!This is all true.. There is just so much more ........

You are absolutely correct, let me make it clear, the facility you're talking about is Brookwood, I work there! We all are aware of Carrion's slick tactics- the doctoring of number of restraints, and residents refusing to lockdown or move when directed. I no longer say please to these criminals. Why, because I don't have to, that's left to Administration to appease these criminals. I initially was reluctant to give my name, however, I owe it to the staff that were murdered at the hands of scumbag criminals, who are now pacificied by Carrion and her lackeys. They would rather go after a staff for restraining a youth, under one of the reasons Carrion supposedly authorized us in policy to do. Child abuse allegations are all called in to the child abuse hotline, even if the restraint was a "good one." Tonight was a typical night at Brookwood, 2 seperate wings were responded to for youth failing to secure, it was a melee. I guarantee nothing substancial will be done to these troublemakers, they don't care about "maxing out". The lunacy continues, I can't wait to speak to a state senator, and I will definitely tell them if ANYONE attempts to "shut me down," for speaking out on the obsurd direction all the ocfs facilities are going. We need a impartial/bi-partisan fact-finding panel, to go through all the policies, subpoena all the files with impunity, and demand punishment/termination. Carrion is a lawyer, she's hip to all the legalities, so it won't be easy. Many under her will take the fall, trust me!

I'm sorry to say that this tragedy is a direct result of the new commissioner, Gladys Carrion, and her policy's. I'm a YDA at what used to be one of the best facilities in the state. The place is now an understaffed zoo. And now we are going to have a "social" for these criminals?! I wonder how the victims family's and loved ones feel knowing the person or persons responsible for their loss are going to be partying this summer, with THEIR loved ones. The secure centers need to be placed under the corrections rules and regulations NOW! And then those youth responsible for Ms. Greco's death need to be transferred to us! Rest in Peace Renee.

The real issue here is that Governor Patterson is not getting involved and telling Gladys Carrion to go back to helping people she was good at helping.The united way was a great job for her, they were people who did not commit crimes.Gladys has a warped since of reality when it comes to real life and NYC life.The things that happen in NYC are not normal.Just because people get robbed almost every minute in NYC does not mean you should act like that is normal. Just because someone gets killed almost every minute in NYC does not mean that is normal. A person in any where else in the country would get a big sentence for either one of those crimes but in NYC its nothing. Two "Kids" who murdered another person received life and were released in 5 years since Gladys Carrion became the commisioner. Is that normal in NYC ?It is.Come on David Patterson when is enough a enough.

Unable to show name concerned about getting fired, I would like to think that Governor Paterson will get involved in some way (he clearly has his hands full right now with the "adolescents in Albany"). He did dismiss Kumiki Gibson, (former) Commissioner NYS Division of Human Rights for reasons not explicitly written about to my knowledge (Gibson was appointed by former Governor Eliot Spitzer, as were 4 other commissioners, including Commissioner Carrion.)

Once again - What about the fact that these two wastes of humanity were set to be released into our community? Surely there are at least a few people from 'New Directions' who evaluate them. They should all be held accountable. Wyndham Lawn released two rehabilitated residents about 7 years ago who brutally murdered Jennifer Bolender in Niagara Falls.

For the reason that you mention Jennifer Bolender: according to the Niagara Falls Reporter, Mother of Jennifer Bolender Blasts DelMonte's Inaction on Crime Bill [A1628 - Penny's Law], evidently for the reason that DelMonte did not want to go against Assemblyman Sheldon Silver. DelMonte did however later author a law to rename the Pedestrian Overpass where Jennifer was killed to "Jennifer's Crossing".
Then Assemblywoman Catharine Young (now Olean State Senator) and the late State Senator Patricia McGee, helped draft NYS Assembly Bill A1628, known as Penny's Law. Penny's Law will allow juveniles convicted of murder as adults to be sentenced as adults (for it's reason and history, please click on the link Penny's Law).

I must agree with Bob counselor, the violence is spreading like wild fire. All the way down state we are feeling the wrath of these young people. And this is all being covered up so nicely by OCFS administration. Since October of 08 we have had to call in the police department so many times they (the county) contacted Carrion's office. The last was when (as I mentioned in one of my post's) a resident threw a chair in the classroom and knocked out one of the YDA's. That week 4 staff went out on Comp. The responding police detective stated after reviewing the tape that it was a malee (residents fighting). And how did they (the state) respond... with the director telling us we (the YDA's) need to be put in check. Threatened with being fired for so much as being in a wrinkled uniform. Supposedly we are the ones that are not in compliance. We are severely understaffed, when you come to work you dont even know if you are going home to see about your own children before bedtime, wake up, or getting in from school. There are days where you are mandated as much as 2 - 3 days in a row, because so many staff are out from work related injuries. I am deeply saddened by the loss of this workers life, and agree something needs to be done. We must keep this in the out there. Everybody keep posting, blogging, and contacting our government officials to act on our behalf before someone else dies.

Juviworker - you're so right about the uniform thing. While the residents were their pants WAY below the waist, red tees tied around their necks, and pretty much their uniforms are worn just about any way possible we better be sharp as a knife to roll around in the floor. Or you're right, here comes the Memo!! We really need sweats and tees! You never know if your going home, when you're going home or if you will go home by way of the hospital Emergency Dept. Has anyone heard Carrion release a statement publicly to Ms. Greco's family? I see we have a new policy on the two-way radios! GREAT! We'll all need to carry PDA's to store all the new policies we have to sign for each week! Turn around doubles wreak havic on the body. Many of us are missing our medications, and neglect to take meds because we can't even get relieved to use the bathroom. My lunches (minimum 2 days worth packed) are all divided into finger foods, something I can pick up and hold & walk with or run with. No water to be drunk cause you never know when you can use the bathroom. We should have gone Corrections when Commissioner Johnson left!!!! Yes, police have stopped responding to our facility calls as well. And guess what we get for norishment, a soda machine and a chip/cookie machine. We are forbidden to order out for food.

Sneez I could not have said it better myself. Something really has to be done to repreave us. My co-worker cant even get answers about the charges she filed against the resident that threw the chair and knocked her out because ocfs has this kids case wrapped up so tight. It is on the verge of being thrown out of court, and this kid is still in the facility wreaking havoc. 2 more words .....CLASS ACTION!

Also, New York State law does afford "whistle-blower" protection to State employees.
