Forget the open display of firepower, the Sinaloan police are utterly ineffectual in fighting the drug cartel. Corruption, incompetency and fear within law enforcement allows the cartel to operate with impunity.
Even the federal agencies have been infiltrated by the Sinaloans. Officials from the "A.F.I."(Mexican FBI) have been doing the cartel's dirty work, even going so far as to kidnap rival Gulf cartel members using official A.F.I. vehicles.
