two city councilmen threatened to sue any online social-media network that may have been used to plan a teen rampage in Center City on Tuesday.
...if that's the case why not sue the ISP provider that provided them the means to even access any of these social networks

No way. As I commented in a related article posted on NP, this center city mall in Phila. has always drawn unruly teenagers to it (in other words, not the fault of social media in my humble opinion)!
