Human right violation is applicable for every body. Doesn't matter whether they belong to militant group or Government or India.
If any body or government or even India supports to kill civilian its a war crime.
Even thousands of people from India blamed Indian government for supporting Srilanka to kill Tamil Civilian

"Even thousands of people from India blamed Indian government for supporting Srilanka to kill Tamil Civilian"
Just for the heck of it, a binary question.
Q. Is it ok to you guys if India or any other government supports killing of Sinhala civilians?
Answer should be either yes/no. No other choices.

I condemn killing any civilians no matter that person is a Tamil or Sinhalse. BTW LTTE never killed Sinhalese civilians BUT the Sri Lankan government always blames on LTTE for any civilians death.

War in Sri Lanka heightens tensions with India
However, the war continues to pose dilemmas for New Delhi. To head off discontent in Tamil Nadu, India has limited its military assistance to Sri Lanka to "non-lethal equipment". As a result, Sri Lanka has turned elsewhere, including to India's regional rivals—Pakistan and China—for arms, provoking concerns in New Delhi, which regards the island as part of its sphere of influence.
Esoteric aspect in India’s war by proxi against Sri Lankan Tamils
India and India alone could bring about a halt to the daily ritualistic slaughter of Tamil civilians in the Vanni. India has to revise its policy with respect to the Sri Lankan Tamils on the basis of reality, if not on humanitarian grounds. It is also a fact that even the U.S. Government, hopefully choosing to take up the cause of the Sri Lankan Tamils, in support of self determination, has to move through India in view of its status in the region. The perceived imaginary threat, the malicious brief of the Indian Government Bureaucrats is the sole reason for the plight of innocent Tamils being killed and maimed daily in the Vanni. The Indian Bureaucrats are a party to genocide of the Sri Lankan Tamils, if only to give sadistic expression to their traditional anti-Dravidian stance. The actions of these sadists can be illustrated with an analogy of one downing a passenger jet just to be rid of an individual on the plane.

Tamil Nadu and Sri Lanka
Stoking the flamesThe recent suicides will not save Sri Lanka’s rebels, the Liberation Tigers of Tamil Eelam (LTTE), who for 25 years have fought for an Eelam, or homeland, for Sri Lanka’s Tamils. Their embattled scrap of northern Sri Lanka is shrinking fast. Nor will the fiery protests in India do much for thousands of civilians held hostage by the LTTE. India’s government, a coalition led by the Congress party, has quietly backed Sri Lanka’s president, Mahinda Rajapaksa, in his two-year effort to wipe out the Tigers. One reason is personal: Congress’s leader, Sonia Gandhi, lost her husband, Rajiv, a former prime minister, to an LTTE suicide-bomber in Tamil Nadu in 1991.
Protest Over Lankan Tamil Issue Echoes in Delhi
"Instead of asking the Sri Lankan government to stop the war, India has made itself part of the war by providing military aid to the (President Mahinda) Rajapaksa administration," Vaiko said. The MDMK leader said he would soon submit to the Centre a memorandum signed by various leaders who took part in today's fast demanding India's intervention for a ceasefire in Sri Lanka.

No matter what the Government is elected by the public they have the Responsibility to Protect the Civilians but the Sri Lankan Genocidal government and Congress party's clever advise they systematically do bogus propaganda to the out side world and breaking all the international laws to do the GENOCIDE on Tamils. As per Geneva convention this is a serious crime Indian Congress and Sri lankan Rajapakse Regime are going to be in the International Criminal Court and will be punished.
