1. Each nation on Earth has certain resources that shape a profile of unique value-adding capability as does every governmental unit or territory therein.
2. Resources include natural resources such as productive land, water and raw materials; they include people with certain levels of skill, knowledge, and experience; and they include capital and infrastructure.
3. Each governmental unit possesses form and process that is the basis for unique ability and capacity to serve the needs of people such as 1) insuring national safety, 2) enabling a productive economy, and 3) providing back up assistance to those in need.
4. Optimizing return on national resources is the primary purpose of government ensuring a good life for all people.
5. To that end, Foreign Policy contributes to national security, both military and economic by defining and describing relationships with allies and determining how best to protect the nation from enemies existing and emerging threats.
Resources for Optimization
A NowPublic reader remarked that technology be become so pervasive that it lessens the world’s dependence on natural resources for survival. I responded that this may be true, but that issue is a distraction from the need for clean air and water, and land on which to grow crops, for instance. Technology will make it easier, but its effect pales in comparison to the burgeoning needs of a global population that is largely out of control and driven by an unsustainable economic model, I argue.
Another NowPublic reader, DrMarty offered this: “Administrators of the 17th century understood the principle of an economic multiplier effect when goods consumed at home are made locally. 400 years later we have numbskulls running for president who would have you believe the US was founded on principles of Adam Smith; morons, but understandably they only parrot back what they are taught. What happens when manufacturing of essentials is shipped overseas...de-multiplier effect. I know that is a startling discovery. What is needed is a commitment my our political representatives to manufacture and produce the essential products of our existence at home, if for no other reason, the multiplier effect, where a dollar given to a cab driver is spent on fuel, that is then spent on groceries at wholesale for the party store/gas station, that is then spent on rent, etc. All books promoting other ideas or discounts what I just said should be burnt, but let's recover the heat therefrom.

Of course, I am an advocate of renewing manufacturing industry and offered my recommendations as a participant with the President’s Council on Science Technology and Innovation the past couple of years. My concern about current initiatives is that they are surrounded by familiar faces who have approached the need with repetitive failure. They have vested interest in the status quo by funding current programs that just don’t work.
A better way is to address needs on a District-by-District basis. Audit and inventory Districts to produce a Resources and Capabilities Profile. Some Districts will appear stronger and more able to provide for their constituents than others. Some will have essential assets in surplus that other Districts need.
Today, there are all sorts of arrangements between governments for resource sharing and cooperation. I like the District-focus because it can be aggregated with some consistency to State and Federal levels. One result is to provide State Governors with a much more accurate picture of their resources and capabilities that will enable more effective planning and strategizing for economic development. Linking Congressional Representatives more closely with State Government can lead to improved collaboration and greater cooperation on a national scale.
Government Aggregation, Collaboration, and Cooperation
So, you see how the story migrates to addressing how to improve attention to economic engineering with more effective government participation. I have said nothing about corporations and small businesses who are also constituents and equal partners with government in engineering economic prosperity.
Government taxation and regulation policies and collaboration with entrepreneurs and corporations is a critical path activity for ensuring a good life for all citizens.
Optimizing Return of National Resources
The main purpose of Federal Government is to Optimize Return on National Resources. That activity is measured as an aggregation of performance by States and their Districts and communities. Government provides the environment and support for optimization, and the CEOs in government optimize government enterprise performance.
Foreign Policy
Foreign Policy was the topic that initiated this consideration from the bottom up. Foreign Policy addresses protecting the nation with attention to international relationships, and seeks to optimize international trade and commerce in collaboration with Congress and at the direction of the President, and will full participation from the nations businesses and industry.
