Could government "targeting" of American citizens outside the bounds of the judicial system be one of the root causes of the Wall Street financial meltdown that threatens to devastate the global economy?

Victims of so-called "organized gang stalking" claim that federal and local government agencies involved in intelligence, law enforcement, and revenue collection have established a network of secret programs aimed at destroying the financial well-being of "targeted" individuals -- who are denied due process of law as their financial resources are systematically expropriated.

These programs allegedly involve the interception of mail; surveillance, interception and alteration of telecommunications, including telephone and internet communications; fabrication of bank, credit card, mortgage and billing statements; surreptitious manipulation of personal and business bank and mortgage accounts.

Victims of this alleged "extrajudicial targeting" report being inundated with offers of "easy credit" from banks, mortgage companies and credit card issuers -- even if their financial situation does not warrant the extension of generous lines of credit.  Typically, consumers are lured in by offers of low interest rates -- only to see those rates raised to usurious levels months later.

In effect, victims say, a secret parallel system of transaction processing has been established for persons targeted by government agencies.  They allege that the goal is to destroy their capacity to earn a living and to support themselves and their families.

Victims theorize that these "programs of personal destruction" are a derivative of past controversial government programs such as Cointelpro and Total Information Awareness.  They maintain that the enactment of  sweeping laws such as the USA Patriot Act,  passed by Congress in the wake of the terrorist attacks of Sept. 11, 2001, has emboldened those who would use the powers of the state to restrict civil liberties as a tool of social control.

The "mechanics" of these covert programs, victims say, closely resemble the tactics employed by pre-war Nazi Germany in its campaign against the Jews and other targeted groups, such as those deemed to be political "dissenters."

Victims charge that some of these programs also are designed to degrade their physical health, with health care professionals sometimes pressured to cooperate. Citizen vigilantes affiliated with government-funded community policing and "watch" groups are employed to relentlessly stalk, harass and intimidate those targeted by these government programs, victims charge.

These civilian vigilantes, with retired military and public safety officers among their ranks, are said to have access to surveillance imposed upon their targets, who are tracked and followed like prey, whether in vehicles or on foot.

The vigilante stalkers are believed to be equipped with high-tech instruments such as radiation-emitting "directed energy" weapons capable of causing serious adverse health effects -- what some describe as a "slow genocide."

Officials in the private sector are believed to have knowledge of some of these programs, since their cooperation is key to the functioning of the system. Victims charge that the government is using national security and the "war on terror" as a pretext to secure the cooperation of local law enforcement, corporations and businesses. But they say it's also possible that the civilian overseers of these agencies, as well as civilian operatives, have been kept in the dark about the most nefarious aspects of these programs.

It's feared that the government takeover of more than half of the nation's mortgage market, and government bailouts and supervision of failed and financially troubled banks, investment houses and insurers, could facilitate this extrajudicial targeting of citizens and their personal and business assets.

Those who say they have been victimized by these programs are calling upon Congress to immediately convene hearings on unconstitutional, extra-legal abuses of power carried out under the direction of government agencies -- what they see as an unraveling of the American constitutional democracy and a descent into a corporate-fascist police state.

After actually reading this latest post, I do see how being targeted could cause the victim to lose their home, business, health and anything else that could be lost. But I don't know how many victims there are, so I don't know if this problem could have as much of an influence as you imply.

If there were as many victims as some say, I guess to some degree the stated influences would be possible, although I have never seen any evidence that would prove those claims.

I have asked many times of people claiming vast numbers of victims, if there are that many, where are they?

I would think the internet would be "on fire" if there were the numbers of victims claimed by some.

The internet IS on fire with reports of organized gang stalking, electronic harassment (I prefer to call it for what it is, torture), directed energy weapons attacks, and extra-judicial "vigilante justice." Just Google "gang stalking" for starters. There are litterally hundreds of web sites, in the U.S., in Canada, and abroad, about the subject.

The reason this phenomenon is not well known is because the activity is being countenanced, if not covered up by certain authorities who should be preventing such extra-legal behavior, and because we were all raised to believe that this sort of thing "can't happen" in America. Guess what? It can.

As for numbers of victims, I don't recall any of my stories mentioning precise numbers or even estimates. But let's use the U.S. government's "terrorist watch list" as a yardstick. We all have heard reports of innocent people being put on the watch list, and having lots of trouble trying to get off the list. There have been news reports that the list has reached one MILLION. The government itself has acknowledged a number that's a couple hundred thousand less than that, due to duplication of names. So if more than a half-million people are on that list, is it reasonable to assume that some proportion of them have been "targeted" for this extra-judicial "vigilante justice" at the hands of community gang-stalkers? And is it reasonable to assume that a lot of people on that list should not be?

You can come to you own conclusion.

One more point: There's something called "plausible deniability." The most nefarious of these activities -- the directed energy weapons attacks, the surreptitious entries into homes, the vandalism of property -- are believed to be the work of elite squads. The people who do the "store mobbing" and run of the mill harassment, such as following targeted people in cars or looming over them in public places, mimicking their movements, etc., may not know of the acts of violence and vandalism. Or if they do, they are sworn to secrecy, anf fear retribution if they talk. It's like organized crime; wait -- it IS organized crime.

I fear we are at a stage in America like pre-war Germany under the Weinmar Republic. The persecution starts out quietly, covertly, and even people in victimized groups refuse to believe such a thing can happen in a civilized society.

And you know who are among the victims? The good people of law enforcement, who really believe that if someone is targeted, that person must be guilty of something. They refuse to believe that law enforcement can be duped into becoming a tool of social and political control. Or they themselves have been threatened and intimidated, and so they remain silent. It's like the bad cop who takes bribes from the mob. Is he going to expose their criminality? Not when they've got something on him. And that's another way this cancer festers and grows.

Of course, there are some within law enforcement who know exactly what's going on, and are violating their sworn oaths of office by participating in or condoning this extra-legal vigilante "justice". I call on the good people in law enforcement to expose these crimes for what they are -- anti-American acts of violence that betray the laws of man and God. One thing is for certain: knowledge of this criminality has reached critical mass. Too many innocent people have been targeted and harmed, some of them permanently. And the feds are going to be forced to act, even if it means having agencies at war with each other. And among the first to be hauled before the bar of justice will be the local authorities who knew about these activities but stood by and did nothing. Those among them who help expose these crimes against humanity and the rule of law can save themselves. But the day of reckoning is near.

As I have said before, it is ironic that I have been targeted because I've known and worked with police and law enforcement officials throughout my career. They've been friends as well as professional colleagues. And it pains me that some of these folks have bought into this big lie. As Bob Dylan said in the song, "They're just a pawn in their game."

I've been on a "watch list" for over ten years, and you won't see me whining. You won't see me putting up a tacky, whiny, whimpering, jew baiting website about "vigilante justice". I take my extra-judicial punishment like a real man. I don't whine about it like some mamby pamby liberal intelleckshual. I am doing my civic duty to help protect this economic sector, and provide a sense of pride and achievement to all these fine people. How are you doing your civic duty, jew baiter? Thanks, Rev.  "Red Alert" only confirms the thesis presented here.  The skeptics should take note of his post.  The day of reckoning is nigh, and the evil-doers are starting to panic, as well they should.  The "good people on the inside" -- the true Americans --  are coming to the rescue of our constitutional democracy and Judeo-Christian values:  "As ye do unto the least of my brethern, ye do unto me."


One other note:  I have mentioned in my articles that my site has been hacked, with persistent attempts to alter content and to disable live links. I often post to The Washington Post's "The Fix" political blog.  The following would not post tonight.  After three attempts, I received a full-screen message that my post was "being held for approval by the blog owner."  I believe this was a "spoofed" page -- which, not so coincidentally, was the topic of my post.  Here it is (unless this post is censored, too):

The posts that are delayed -- sometimes, up to a couple of minutes or more -- are usually ones that are critical of the status quo ante and prevailing political dogma.

Also, these posts sometimes have generated a white page with black and blue fonts, entitled "Comment Submission Error," with the message that "there was a problem" with your post, because "too many comments have been submitted from (sic) you in too little time," with the suggestion to "try again later."

Yet when I access the site by the general "The Fix" link after receiving this odd-looking page replete with bad grammar, I usually find the posts were indeed published and are posted to the site.

I believe it is likely that the Washington Post web sites are being "spoofed" -- that is, false, counterfeit pages are being inserted in the data stream, but apparently only for certain "targeted" users. 

This "spoofing," which is a well-known phenomenon among the geek set, provides a mechanism for what constitutional rights adherents call "prior restraint," a form of censorship.

Some of my internet postings apparently have been sabotaged.  I have found content altered, with words charged and typos inserted.  And "live" internet links in my postings often have been broken by the addition of superfluous html code.  This has happened to me frequently on the "Politico" web site.

There really does seem to be more than one "internet."  So don't scoff when it's referred to as "the internets," plural.  The joke could be on US.

While I cannot prove it, my theory is that certain articles and postings I have made are being pre-screened and cataloged by elements within the government which seek to silence critics and those who dare to express "contrary" views.

Those of you who have read my articles at http://members.nowpublic.com also know that I have worked as a mainstream media journalist for decades -- and that for the last several years, I have become a victim of an unremitting campaign of harassment, intimidation, and physical assault that is commonly known as organized or community gang-stalking. 

This activity, apparently conducted nationwide by local civilian vigilantes affiliated with government-funded community "watch" and policing groups as well as private fraternal and public safety organizations,  is alleged to involve the use so-called "directed energy weapons" to physically degrade their targets.

This high-tech weaponry emits silent and potentially harmful bursts of radiation instead of bullets or pellets.  It already is widely deployed among the military as well as the intelligence and law enforcement "communities" -- but the mainstream media has been led to believe that portable "D.E.W." is not yet operational.  My reporting and personal experience indicate otherwise.

I have gone public because I believe that untold thousands of Americans -- and possibly,  some of our elected political leaders -- are being subject to these assaults and affronts to humanity.  Many victims of this "domestic terrorism" may not have a clue what is causing their physical symptoms, or the vandalism and sabotage of their property and means of telecommunications. 

My email is erratic, my computers and internet connection are unreliable, and I am finding it difficult to get through to people who have the power to order an investigation of these civil liberties abuses and alleged crimes against humanity.

Army in the US to help with civil unrest and crowd control

This was posted in the headlines section of Democracy Now! on 9/22:

Army Unit to Deploy in October for Domestic Operations

Beginning in October, the Army plans to station an active unit inside the United States for the first time to serve as an on-call federal response in times of emergency. The 3rd Infantry Division’s 1st Brigade Combat Team has spent thirty-five of the last sixty months in Iraq, but now the unit is training for domestic operations. The unit will soon be under the day-to-day control of US Army North, the Army service component of Northern Command. The Army Times reports this new mission marks the first time an active unit has been given a dedicated assignment to Northern Command. The paper says the Army unit may be called upon to help with civil unrest and crowd control. The soldiers are learning to use so-called nonlethal weapons designed to subdue unruly or dangerous individuals and crowds.

IS THIS THE "OCTOBER SURPRISE"? Please note the last sentence, an obvious (to me, anyway) reference to "directed energy weapons" of the sort that I have discussed in this and other posts. What happened to the concept of posse comitatus, that used to prevent using the Army for domestic policing?  I guess the Patriot Act did away with that nicety.

Put this item together with the financial crisis; extra-legal targeting of Americans; telecom immunity; electronic voting and the lack of a paper trail to allow recounts; the Sarah Palin pick... are we headed toward a "silent coup," martial law, suspension of civil liberties, and a crackdown on "dissidents" (defined as anyone who who doesn't buy into the new world order)?

Note that we haven't seen the above item in the mainstream media.

I've seen and read the "DTStocton" site long ago.

There is too much superfluous carp (shit) included in his claims.

I don't take him seriously, even though there is other information on his site that is true, but that is part of disinformation 101.

A burst bug is a device that records and usually compresses audio, video, one or both and transmits that information as a high bandwidth *burst*, usually on the edge of a prevailing. constantly broadcasting frequency, to hide it's presence as a spike. These transmissions are on demand or at a selected time.

"Burst bugs" are well known among surveillance experts.

I would not put past the making of a 'cyborg" by certain entities, but in reality common communications can do all that the "stalkers" are doing.

I HAVE SOME VERY INTERESTING QUESTION AND A PROOF THAT ALL THIS STALKING AND DIRECTED ENERGY STUFF IS NOT IMAGINED  The intersesting question is why the two things "organized stalking" and " Directed Energy weapons, go together.  Nomatter why this is , the DO belong together and are a part of one and the same thing. How we can proof this ? And at the same time proof that it is happening? Statistics is the tool .

This is essential to see, THIS IS OUR PROOF and 100 percent  unambiguous, who knows statistics? A closer analysis of the answers on organized stalking the answers hardly can be coincidental.
More specifically, when respondents experienced organized stalking in relation to experiencing electronic harassment could unambiguously exclude that the complaints are unrelated.. In case the pattern 60.76% (before) in relation to 10.13% (after) would repeat in other independent samples, and  unique characteristic in the totality of all complains could show the problem is a global one, with an  unidentified  commen cause.   (both phenomenons are related as continuation of the "program")

I came across a post similar to this on a web site based in "be" which I think is belgium.  It was much longer than this, much more cogent, and contained some interesting information.  I believe the post above may be an edited extract edited with the intent to cast doubt on its autheticity. The original post on the belgium site has a more genuine feel to it.  Readers, please be advised that I believe that comment posts are being filtered and perhaps altered before they reach me in the U.S.  This is part of the ongoing harassment and psychological torture.  But it's the physical torture and the continued use of radiation weaponry and devices against civilian targets that that concerns me most...  For those who don't believe this is plausible, please read by story entitled, "Zap. Have you been targeted by a directed energy weapon," which can be reached via the "stories" menu at members.nowpublic.com/scrivener or via a search on the main page of nowpublic.com, or via a Google search of the term "directed energy weapon."  The April 2008 edition of the FBI Law Enforcement Bulletin contains an authoritative article on the subject.  I published a link in my DEW story, but the link was disabled with the edition of superfluous html code.  A web search should be able to locate the correct link.

I agree. When the "stalking group" were trying to recruit me in the United States, I got benefit like capable of renting a SUV at the price of small sedan. The car was for "gold member" and it just happened at Herz in San Francisco airport. I rejected to join. Then I was stalked by some of the Department of Defense personels and officers from out of states. In my San Jose apartment, the room supposed to be vacant are occupied by the stalkers and people from out of state. Half of the cars in the vasement was of out of state. The Comcast, PG&E, and other stalker infilterated companies help the stalking activities. The stalkers are able to use electoricity or other things free. The shop clerks can steal stuffs from the shelves to put claim on the targeted individual who visited the store. Remember what happened to Enron? They had too much from the FBI and the CIA to surpress the whistleblowers and they ended as nothing. The evidences were destroyed before the company report the bankrepcy. The CIA officers were able to get paid till the end while the employees and the stockholders lost everything for their royalty.

By the way, I heard them got secret recruiting place which is usually used as a storage in San Carlos, CA.

I just re-read this post, which I had seen months ago but had forgotten.  Now it's making much more sense to me.   The references to deep-discount SUVs... framing "TIs" who visit stores, saying they stole what the stalkers really stole.. the references to utility companies like Comcast and PG&E being stalker havens...


These programs have truly created a climate where the stealth-protected vigilantes, the true menaces to society,  are victimizing many good and honest people who dare to seek to protect their constitutionally protected rights. 

I also am beginning to wonder whether the many typos that show up in posts like this aren't inserted into these forums by way of third party hacking, spoofed pages, etc. as a means of disrediting the poster.  I know that I proof-read carefully, and yet when I look at my posts online, I see typos, spelling errors that weren't there after the software spell-checked the document and after I proofed it.

Dear Scrivener, in my Professional experience, working in a Bankruptcy Law Firm, I've learned tha,t  it's not "extra-judicial targeting". It's more like Consumer Mis-education and inaction. Consumers don't know their Rights (which they have many :) and more dramatic, is they don't use their Rights which are protected.

I've been a Consumer Advocate for the last two years. I've got many Battle Scars from Middle-Class Americans calling me a "Dead-Beat" for suggesting that American Consumers fight back. It's not the Government.

The Government is neutral
. So that leaves the challenge to us as Consumers. It takes two people in every Credit Contract. Unsolicited credit offers should be considered in intelligent and responsible ways.  

As far as health concerns, it's media programming. We've been led to believe that all these meds adverised are miricle cures - just like during the Great Depression (79 years ago this week). Back then, "snake-oil salesmen" took people for their last dimes, looking for a cure to the latest illness. .

I stopped taking one of those popular meds because it cost me $250 per month (with solid health coverage)! Millions of people have died from taking it. So I was blessed to be able to see what no one was educated enough to tell me.

Educate yourself on your rights as a Debtor and inform yourself of alternative cures for your ailments. May God bless everyone reading this. ~ J.

J Ford, I don't doubt that 100%of what you are saying is true from your perspective, and I'm sure that all the dummies who signed adjustable rate mortgages without thinking deeper into what would happen when the payments ballooned and they couldn't re-fi were indeed the greater cause of the meltdown.

However we shouldn't mistake that to discount that gangstalking is a real problem and that there is not a system where unseen steering groups select individuals to be ruined, financially, physically, and mentally. Directed energy weapons exist, and it is NO strange coincidence that the Joint Non Lethal Weapons Program, the government unit who proudly announces the development of innocuous sounding things like the "active denial system", and has been R&Ding for the DOD and DOJ, has its headquarters at the same Quantico, VA marine base that the FBI and DEA trains it agents at. Some theorize that they are "sheep dipping" people right out of the military with credentials from various DOJ agencies to deploy DEW since the military technically cannot operate against the US populace. That's just speculation but given the JNLWP's cozy location I wouldn't doubt it.

I know that "snake oil" or what you theorize could cause physical maladies, doesn't "crank up the power" or "turn the screws" when you curse it or call it nazi fascist scum, and doesn't subside when you wrap your head with a wet towel. It certainly doesn't make my face get hot on the side where my neighbors I suspect are perps live, either.

Perhaps from your point of view, Vic's theory is at best a minimal contributer to the overall meltdown. I can verify from his point of view that these people can so dominate your existence it's all you can think about most of your waking hours.

As a side note to those who angrily called this a waste of your  time, but for the grace of god go I, as they say. For if you must, the path that is beaten by the Vic Livingstons of the world may be your only salvation.

batvette:  It's Christmastime.  When my wife and I get all misty-eyed when we watch "It's a Wonderful Life."  Some scenes have stark parallels to what the victims of extrajudicial targeting go through -- the official slander, the shunning, even some stalking.  But you know, the good Lord somehow provides a "Clarence" to lead us to that angel who gets his/her wings.  May I call you Clarence?
