Tennessee Paper Tries to Embarrass African Americans Into Voting

Many residents in Nashville area are claiming fowl after an African American Tennessee Paper (The Nashville Tribune) decided to list  the names and addresses of those who were registered to vote in 2004 but did not vote.

The list included names from several districts that are predominately African American.

Is this an invasion of privacy or a legitimate tactic to encorage voting?
