The last words spoken by Steve Kroft of 60 Minutes in his Jan. 10th report about the status of the so-called "electronic fence" along the Southern border with Mexico may have sounded the death knell for a covert nationwide cell tower-based microwave/laser "directed energy" weapon system that has been used to physically torture and impair many thousands of unjustly "targeted" Americans -- including this reporter.

Kroft said that Janet Napolitano, secretary of the U.S. Department of Homeland Security, has ordered a "department-wide reassessment of the entire program." Kroft specifically was referring to the Mexican border electronic fence -- the so-called "Southern Border Initiative," which uses cellular towers equipped with high-tech microwave, laser and video gear.

But to this reporter's ears, it sounds very much like Ms. Napolitano is now reassessing not only technological practicality, but the legality and morality of the government's secret nationwide cell tower- based domestic microwave/laser electromagnetic radiation attack system -- commissioned by the federal government apparently in response to the 9/11 terrorist attacks.

No government agency or official has stepped forward to refute or question this reporter's several articles exposing the domestic deployment of that weapon system, or its use against American citizens.

The 60 Minutes report focused on the alleged flaws of the electronic fence -- which utilizes cell towers whose microwave antenna arrays that closely resemble those that have been installed on cell towers in virtually every neighborhood and every county in America.

Kroft's report stated that the electronics on the towers are used for surveillance systems capable of pinpointing the location of would-be refugees attempting to cross the border.   The report stated that the system uses "radar" and "video" to detect potential border-crossers.

What the report did not state is the apparent certainty that the "electronic fence" is a euphemism for a microwave/laser "directed energy" weapons system capable of delivering painful, debilitating, even fatal pulsed electromagnetic radiation blasts to human targets.

The "Southern Border Initiative" appears to be an extension of the same cell tower- based laser-guided microwave torture and impairment system being used to silently torture, impair and neurologically "entrain" thousands of Americans who are deemed "dissidents," "enemies of the state," or undesirables by a secret multi-agency "coordinated action program" directed by Homeland Security -- with the participation of military, security, law enforcement and intelligence agencies across the entire federal bureaucracy and the fifty states.

This apparent fact totally eluded the 60 Minutes producers and correspondent Kroft, who accepted the explanation that implementation of the Southern Border Initiative has been delayed by technical problems that now require the system to be redesigned.   The report featured an extended interview with a Homeland Security official who used the broadcast to deliver a surprisingly candid admission that officials in charge of the electronic fence initiative had "over-promised."

The official also maintained that the original design used "off-the-shelf" electronics, and that now, the government realizes that the system requires more specialized equipment.

To this reporter, those statements sounded like the big lie.

So this reporter asks the question:   Could it be that the system works EXACTLY as intended -- as potentially lethal, physiologically degrading microwave "ray gun" directed at human beings?

And another question, just as important: Did the architects of this heinous torture matrix hide from high officials of the Obama administration the true capabilities and intent of the system -- to deliver potentially lethal force to human targets?

Why would the Homeland Security official so openly and repeatedly state that the system has failed to live up to expectations? Why would he state that "off-the-shelf" equipment was used to built a highly sophisticated and classified weapons system that apparently is intended to do much more than surveillance?

Was the official actually delivering a carefully constructed cover story -- using 60 Minutes as an unknowing but willing foil?

It is this reporter's contention that 60 Minutes has been fooled before about the intended purpose of electromagnetic microwave and laser "directed energy systems." Last year's 60 Minutes report on a truck mounted "Active Denial System," a concentrated microwave beam supposedly designed to harmlessly repel rioters, downplayed the fact that such systems can deliver debilitating, dangerous and even fatal pulses of electromagnetic energy, depending on the so-called "amplitude" or strength of the microwave beam. That story was reported by Leslie Stahl, who, like Kroft, appears to have fallen for a government propaganda "psy op" (psychological operation).

The REAL story appears to be this:

msnbc.com for today (14 March) on the Internet has a videoclip narrated by Dara Brown in which she states that a Japanese study has concluded that a reduced flow of blood to the frontal lobes is indicative of depression and that depression is a key factor in Japan's suicides. So now, it seems, we know what the deliberate, US Gov-funded microwave attacks to the frontal lobes of its victims are about. The torture matrix is in the hands of a few anonymous bureaucrats who, in their godlike invulnerability, think they have the right to bypass Congress, the President, the will of the people . . . to do what they decide should be done.

But you are correct, of course. The frontal lobe -- that's their favorite target on me, aside from my most sensitive areas, not just what you're thinking, but my heart, my abdomen and intestines, etc. etc. I used to have a big, fat, blood-filled vein running down vertically in the middle of my forehead. It hasn't been visible for years, since the attacks began in 2004.

I believe this program and its cruel torture is breeding desperate people such as the Fort Hood shooter, the Virginia Tech shooter, the Austin IRS karakaze pilot, etc. etc. I have done everything in my power to expose it, and I'm not done yet.

But obviously, awareness is nil. I am censored still, each day, and I am being blocked from posting to many mainstream media web sites. And I am fully aware that the dark side could take me out any minute they choose. As I write this, the frontal lobe microwave hit is growing more intense. Bastards!

The mutli-agency cabal responsible for this program, which apparently is led by the U.S. Secret Service and FEMA with a strong military/intel component, poses a clear and immediate danger to all Americans and to our democracy.

So tonight's question: Is there some awareness strategy I am missing, something that is so obvious that it eludes me? I don't believe in demonstrations and protests and such; I firmly believe that key individuals must be made aware of the full extent of the danger and the perversion to our democracy and way of life that is posed by these "programs."

I still believe that only the good people on the inside can take down this extrajudicial targeting, torture and slow-kill murder matrix. But many are self-interested cowards and won't act it they think they will suffer retribution.

So how to motivate the insiders who need no "proof," who know the score, and who could drop the dime to Woodward or whomever and blow the lid off this thing once and for all?

My mother's torture and the circumstances of her death have left me somewhat in need of an energy and spirit infusion. Good people on the inside, I need you, America needs you, the people of the world living under an electromagnetic yoke need you.

If you need to lay it between the lines to protect yourselves, fine. But insiders, help light the way. And please, let's keep God, his various cyphers and such out of this. God knows what do do, but He's taking his sweet time. We need to do His work through our efforts and our concerted humanitarian action...

I looked down at my right hand and saw a reddish horizontal mark developing on my ring finger, and a red spot, an actual HOLE in my outer layer of skin, about one millimeter side, suddenly pop up on my middle finger, at the first knuckle joint. The hole got redder, and I felt a stinging pain. Upon closer inspection, the hole looked like a tiny "X", as if two points of energy had been triangulated on that spot.

My hands were stiff and I found it difficult to flex my fingers. Eventually, I regained full motion in the hand -- but the millimeter-sized red hole remains, some 15 hours later, visible evidence of this attack.

Vic, can you take a picture of this evidence and post it to this article?

Oh so I guess you'd rather go to law enforcement with no well documented file full of convincing evidence you've compiled and instead rant like a fool and then complain here that they did nothing to help you.

Forgive me for pointing out how your desire to engage in endless drama queening complaints of trivial nothings happening to you, and helpless victim stories full of delusional rants of vast government conspiracies do not sound to me like a man who is being tortured or is in fear for his life- but like an attention seeking masochist or someone being paid to appear that way to discredit every TI associated with him.

Every day your posts appear on the internet is a day we get further away from our accounts being taken seriously. I am not an investigative reporter but I still attempt to collect evidence to be used hopefully to end this someday. On my user page here anyone doubting my sincerity can see a video I posted on youtube to that effect. Ask yourself why the 35 year veteran with TV experience cannot be bothered to attempt a single similar effort.

Either he is a charletan, an agent provocateur, or he is one of us and likes it. Wants it to continue. I do not patronize any of you by asserting I know why he does this or who he is, but I find these actions reprehensible, whatever their motivation. Since this is invisible, "no touch" torture and impairment, it would be difficult if not impossible to provide "photographic evidence." That is the evil beauty of this technology. JOURNO BLOCKED FROM USING "ANTENNASEARCH.COM"

So interesting. Each time I entered a local address, the "antennasearch.com" gears began to turn -- and then I repeatedly get a message: "Oops. Your session has expired." And I am returned to the search form, and the same thing happens.

Why doesn't the government come right out and say, "We can't let journalist Vic Livingston search cell tower locations and power strength because he has exposed our covert microwave torture and impairment network."

Is this any way to run a security bureaucracy? What a bunch of dangerous fools running this very heinous apparatus. Just my opinion, and I am entitled to it.

Sir, I am well versed in scalar waves in military technology and also most patents of Tesla and his genius. I also know, just like Tesla, that the further you want to project a signal the more powerful the transmission has to be. In this respect there is no such thing as invisible technology when transmitting rf energy. You need a transmitter robust enough to produce the frequency and project it in a manner to focus it where you need it. This requires, at the minimum , a parabolic array if you want it directed onto a target, or, as you are probably familiar with, the circular tube like device displayed so frequently on the internet. The only problem is that you suggest the transmission is coming from a cell phone tower. The absolute minimum range would be directly underneath the tower and those little cardboard tube transmitters will not help you send a signal more than fifteen to twenty feet. I invite you to run the math.I, like you, can only present what I know and let the reader make up their own mind. Whether you choose to accept established laws of physics is not my choice. If you choose my offer of help and insight is not requested I guess I will join the ranks of everyone else you give the 'lame psy-ops' label. The truth is that without presenting hard evidence to support your claims, the 'lame psy-ops' have no need to act in the first place. Food for thought? You called it: Yours is the lamest of psy ops, the denial of a scalar wave directed energy technology that is operational throughout America. Yes, the range of the microwave "energy dump" that is transmitted after the target is engaged via a form of radar is limited -- that's why there are so many cell towers spaced so close together, in pairs, a phased array that allows the triangulation of the target virtually anywhere, anytime.

Is denying what THOUSANDS know to be true the best psy op you've got? Or are you not denying it, but demanding official "proof?" Proof of a stealth domestic weapon system that is operational, described in detail in patent documents, and is even known to local law enforcement?

If that is the strategy of this nation's security/intel/law enforcement cabal -- to DECEIVE the civilian leadership by denying that this technology is installed and operational nationwide -- then we will soon be convening American war crimes trials that far exceed the scope of the Nuremberg trials.

So why not surrender to the truth -- admit that this system exists and has been and is being used to silently attack, torture, impair, disable, and subjugate targeted persons, and dismantle these torture towers because their very existence guarantees that they will be used to torture and impair -- in violation of the Geneva Conventions and U.S. law prohibiting torture.

From my perspective ‘I gave you the ammunition, you used it’ would be more accurate. But psy-ops jokes aside you're still ignoring the simple truth that to triangulate a signal you need a directional antenna on the cell phone tower. If the technology exists you'll be able to see it, even if the dish/antenna is one foot in diameter or length. That’s black and white fact. I’ll continue to be wary of THOUSANDS of people’s opinion versus MILLIONS of people’s factual knowledge in regards to the physics of RF technology. Is asking for a photo of this or even the suspected towers really that taxing that it demands your fall back psy-ops dismissal? A photo of a cell phone tower you suspect is hardly official proof, it would just give people like me, you know; the ones who know what they are actually talking about, a chance to give you some real ammunition for your cause. It seems severely hard headed to reject such an offer of aid to me. Also I deny nothing. I'm asking for something more than someone's unsubstantiated theory is all. Doesn't the Patriot Act prescribe legal ramifications for a person who photographs military installations or national security components of the telecommunications (or telemetry, to be more precise) infrastructure?

I smell yet another harebrained "men in black" entrapment scheme here.

I can see it now: I approach a couple of those "Delta-T" phased array antenna sticks with my digital camera, and I'm immediately hustled into a big, black SUV manned by Jack Bauer frat boy Nazi wanna-bes.

If what you say is true you would have already been taken away for blogging away here on the subject publicly.To answer you question regarding the Patriot Act: Short answer: No. Longer answer: "The Patriot Act does not impose any restrictions on photography. Neither does the Homeland Security Act." It took me all of three minutes to verify this for you.It does not sit well with me that you counter a perfectly reasonable request with yet another excuse. If you really wanted to get to the bottom of this wouldn't you want to know if what you suspect is there really is? And as for your comment that if what I say is true, I already would have been "taken away" for my blogging, consider this: The bureaucrat war criminals and their agents and their automaton operatives, government and civilian, already have destroyed my career, my earning power, and, to a significant degree, my health, well-being, and my ability to enjoy all aspects of life. So I'd say that they've pretty much taken me "out," if not "away."

I find it delightfully intriguing that you still refuse my open offer of aid, knowledge and time all because I happily call myself a gray hat skeptic. I find it equally interesting that you managed to not only not answer my question but attack my logic at the same time. Bravo, I think. Is this some kind of test you give to everyone who offers you help? How much vitriol do they need to absorb before you start being polite to them and treat them like the very equal human beings they are? It's disappointing that character assassination is the only weapon you wield when, as a journalist, you could do so much more with your position and training. Will you be seeing me in the dock? No. Well, not an American one at any rate because I'm not American. That's the beauty of the internet; it's global. It's a shame that you have gleefully slammed the door of friendship in my face. You might want to re-check your Tesla. The first thing to research concerns the "antennas" for scalar wave use -- those which would not resemble the ones constructed via application of standard electro-magnetics sub-theories. The second thing to research is how well the power/distance equations work under Tesla rules (not terribly well, the way I read it) ...

This surveillance thing is huge. The Perps have sent their tentacles into every town in America. The torture program has gotten the participation of average Americans, who evidently think that torturing their fellow Americans, after receiving an alert on their cellphone, is compatible with the Constitution. The torture network includes people who work the desks at car dealerships, FedEx and UPS drivers, Kinko's clerks, US postal workers and trucks, local police and firemen, schoolbus drivers, defense contractors, public utilities (gas and electric), Verizon, hospital workers and administrators, individual doctors' offices, maid services. The Perps flash a badge? and receive the cooperation of the gullible, trusting American public. They especially expoit the immigration problems of the Hispanics. (As in "Do this for us and we'll solve your illegal status for you.") Since 2 December it seems that the computer-perps have diverted all reader comments to a special spoofed site, so that the TIs' comments on their tactics and corraboration of Vic's posts are not visible to the general public.
