A recent Popular Science article cites a quotation from Tyler published on the Department of Defense "Armed with Science" blog:

Because the microwave attack system can be precision-targeted to triangulate its multiple beams on unique individuals, this silent torture and impairment technology can and is being used by federal and local law enforcement to impose a regimen of extra-legal electromagnetic incarceration -- a "microwave ghetto" imposed upon citizens without benefit of due process under the law.

This cell tower attack network has been deployed under the cover of "national security," apparently as a means to instantly and covertly disable electronic devices that could be used as weapons by terrorists or hostile forces. The technology requires a continuous radar stream of microwave energy -- meaning that the entire population of the United States is being bathed in microwave emissions every minute of every hour of every day.

Because the system has been built out only in recent years, no entity has studied the long-term health effects of having a stealth cell tower weapon system clustered in populated areas.

Victims of this attack system maintain that silent assaults directed at a targeted individual can cause "induced dementia" -- symptoms that mimic Alzheimer's disease and other cognitive dysfunction, but which can dissipate when and if the attacks cease -- or if the "amplitude" of the microwave frequency is turned down by its clandestine government operatives.

"The idea is to make the 'target' look mentally ill or emotionally unstable, so that the person can be shunted into a mental hospital or otherwise marginalized and removed from society," says one alleged victim, who says that the silent attacks rendered him so weak, disoriented and fatigued that he was unable to work for a period of four years.

This victim says he slowly regained his full cognitive abilities only after repeated visits to a local FBI office, where he pleaded with agents to intervene on his behalf. But he reports that the attacks have continued, causing chronic fatigue, extreme weakness and sharp sudden pain that he says amounts to torture.

He also maintains that his local police chief appears to be aware of the covert attack system, but is powerless to stop the attacks.

"What kept me going when the attacks were most severe, from the summer of 2004 and into 2008, was when I went down to the FBI and literally begged a young FBI agent to help me, and she looked me directly in the eye and said, 'I believe you.'

"When she said that, it gave me the confidence to go public despite my fears that I'd be treated like some kind of a nut case. Now that the truth is getting out, I'm grateful to that young agent for giving me the faith to fight this."

By the pervasive deployment of these weapons systems as a tool of torture and enslavement, the U.S. government is denying thousands of its citizens the inalienable right to life, liberty and the pursuit of happiness.

The U.S. government has enabled the "slow kill," torture, or impairment of thousands of its own people while cruelly stripping them of free will -- the very essence of what it is to be human.

This classified weapons system functions in every community in America. Some local police officials know about it. Apparently, they have been sworn to secrecy on "national security" grounds. The mainstream media has its collective head in the sand, buying the government propaganda that a new generation of directed energy weapons is "less lethal" and thus "saves lives."

FOOTNOTE: TARGETING SYSTEMS

This cell tower- based microwave attack system apparently uses various advanced technologies to target human beings. According to information obtained from unclassified patents, defense industry trade journals, as well as an analysis of victim accounts, it appears that a three-dimensional, invisible infrared laser targeting sensor array secreted in or near the victim's home or place of business makes possible precision-triangulated electromagnetic frequency attacks, prolonged or sudden and momentary, to specific body parts -- internal or external.

The literature states that laser targeting systems can be trained on vehicles or moving targets, facilitating precision attacks even if the target is traveling at extremely high rates of speed.

If such a sophisticated targeting device is not available, it appears the microwave attack system is capable of acquiring targeting coordinates from the intended victim's cell phone or GPS unit. In that case, the targeting is believed to be less precise, but still able to produce disorienting and painful attacks, such as prolonged and unremitting headache and induced weakness and fatigue.

Some victims of this stealth technology now use their cell phones and GPS units only when absolutely necessary, and remove the cell phone's battery to prevent the broadcast of their location coordinates. (Just turning off the unit does not suffice, since a cell phone's power can be turned on by remote control.)

If neither a 3D infrared laser targeting device nor a "live" cell phone is available, the system still appears capable of delivering painful, disorienting or even disabling frequencies. It is believed that the government has equipped certain personnel -- either its own agents, or, some victims believe, local law enforcement or civilian vigilantes -- with portable laser-equipped devices that can "paint the target" from a distance. It is possible that some sworn officers may be under the impression that this technology is used merely for "through the wall surveillance," not to attack citizens they are sworn to protect.

The literature also indicates that the microwave weapon system can engage the target by way of tiny RFID tags covertly placed in or on the target's possessions or clothing. These film-thin RFID tags are ubiquitous in everyday commerce, used for inventory tracking of many consumer products. "GPS-linked" video surveillance systems, in public areas or inside commercial establishments, also could be used to transmit targeting coordinates to government command centers.

High-powered military satellites are believed to be capable of detecting ground-based tracking devices from low Earth orbit.

Why don't you go get a new computer and a video camera and see if you can actually document any of these claims. If you were really serious about whistle blowing, you would not give up so easily. Call your local newstation and explain the situation, show them some evidence (this is wear the actual proof would come in handy that you currently lack), and try to get a piece done on all of these accusations. You could try to get one of these "brave and courageous media outlets that apparently have resisted government entreaties" to do an expose.You say yourself that their are certain media outlets that are not bowing to governmental pressure, and just the fact that in this day and age there are hundreds of thousands of news organizations (tv, radio, paper, and online) leads one to think that even if this stuff is actually happening, and news organizations have been co-opted...."they" can't get to them all. All that to say, your argument that the media is keeping this quiet is really just a statement that you are being lazy when it comes to getting this out in the open.

Will Vic explain why:

1. He claims a successful 30 year career as an investigative journalist, yet not a trace of this work can be found on google except for his claims of this story and they start last summer?

2. He claims repeatedly to have been financially ruined, claims he received numerous forged/counterfeited utility bills, financial statements, even cancelled checks as written by his perps- yet doesn't know where these documents which would easily help to assist authorities in investigating crimes against him, now are?

3. Claims other physical evidence such as "dermatitis burns" and dark skin blotches on his forehead, and "tumors all over his body" caused by these weapons, yet will not see a doctor and can't be bothered to photograph them?

Since I do not have enough information from your posts to check your credibility as an insurance agent and political news junkie (found your site from a silly post you put up on a thread on politico), please state a fact you can back up and I can check. I also like how you sidestepped not only the initial request for a single fact, but also sidestepped the second question of whether you could admit that at least one of your encounters with "them" might have actually been just an ordinary person saying hello or making polite conversation. Okay so vic produces ancient history which appears to support he may have been a journalist around the time Moses walked the earth. As stated it doesn't say what he's been doing since, but while we can move on from question one it makes the other four now far more troubling!

I am aware that you are in a frame of mind that makes you skeptical of most people questioning your claims. I am not baiting you at all or interested in exacerbating (sp?) your supposed situation (really no sarcasm). I literally found your posts through one of your many comment posts where you just post your entire blog posts as comments on some other article on politico (which i read from head to tow daily). You have to admit that your claims (and the "thousands possibly million" others dealing with situations that you have claimed) are far fetched and out there as can be. I also agree that if any of this were true, it is the perfect scenario to paint all affected as "Loonies". What I am still wrestling with is that I have actually just in the last few days read a majority of your posts (and comments), and as much as you want to say your "articles" are full of facts, they really aren't. Yes, the American Military is/has develop(ing) microwave weapons. This is a proven fact that you point out in many of them. The problem I have with your claims is that past that initial fact you literally have nothing; no facts, no quotes, no sources, and essentially no proof that any of this is true. His work is based on his "eye-witness" (meant to include that information which has been gathered through *any* of his senses). The entire infrastructure is built to disallow any possibility of independent witness (outside of the perpetrators, and those silenced by fear). The scientific method Vic uses is valid ... the validity isn't impacted because there is not much in the way of third party vetting and approval. His findings are not published in any journal because, of course, the establishment owns all of them.

What Vic does is anything BUT the "scientific method".

What's happening with "avid reader" is exactly why I've been a bug up Vic's ass for a long time now. He dramatizes every account with over the top embellishments, posts speculation repeatedly until he;s convinced himself it's fact....

Perhaps you can explain to me how he's determining that when he experiences a "sharp pain in the temple" it is the result of a "laser/microwave/scalar" attack "administered by a multi-agency program" from "fusion centers" and delivered via "cell towers and satellite systems" when he's actually not seen said weapons, fusion centers, etc? What scientific method is he following?

As you seem to be ingesting what Vic claims without question, aren't you troubled that:

1. He claims a successful 30 year career as an investigative journalist, yet not a trace of this work can be found on google except for his claims of this story and they start last summer?

4. Claims his home is entered regularly by perps who poison his food, water, and air, yet an investigative journalist can't locate a video camera to catch them at it?

5. Claims repeatedly to be seeing "spoofed" web pages as part of a "torture matrix" yet despite 5 times now giving him a link to a program that captures ANY screen view, still won't do it?

I listed and numbered these discrepencies clearly and if Vic is actually a professional journalist he should respond to them factually. I will repeat them until he does.

Or if they appeared, but nobody comments after, that means he must be seeing a "spoofed" page. Incredible.

Well there you go, Vic, you have a "real" admirer...... one who thinks Capchta is a "middleman" (gov't fusion center") filter.

Let it be clear my criticism of Vic is not questioning the existence of this or similar "programs". It is questioning what his little circus act's role in it is.

I have my own conspiracy theories about the Vic Livingston character, Batvette. Didn't he at one time also claim to have served as an advisor to the president at the White House, having an ultra-high security clearance?Vic sounds like a persona put together by a team, as part of a team effort. Multiple people posting under that persona would explain the erratic replies in his responses. Note the use of "we" in his reply to Cccasional Reader: "The "resistance is futile" meme implicit in your post tells me that we're getting through. Thanks for your support.". The Livingston persona also improperly regurgitates certain words and phrases in an effort to "stay in character". Of course, the Livingston persona could now claim multiple personality disorder, brought on by the gang-stalking and microwave attacks, in a desperate attempt to validate himself. Whatever he does next, no doubt he will continue to confound and confuse.Of course, this is just a theory on my part, and needs to be tested and verified.

Vic, You can think whatever you want about what I do for a living (insurance agent, not a psyops tradecrafter, which if they get paid to comment on peoples blogs I am in the wrong business). The fact that I am an insurance agent and you believe me (and anyone who questions your claims) to be a pawn of this governement conspiracy should not affect your ability to provide some hard facts to back up these major claims.

Vic, Since you have continually sidestepped every single request I have made for a single truth based fact, I'll ask a different question: Out of all of these "encounters" you have had, could you see fit to admit that maybe, just maybe, some or even one of these was actually what it seemed to be. Let's take the scenario you mentioned above about a female security agent. Could she have "initiated contact" because she is a friendly person? She mentioned in passing that they "new all about" whatever journalist....I am pretty sure that is the definition of the job the Secret Service performs ie: knowing who is getting in close proximity of the president and their background so as to protect the President. And if not that situation, how about one of the many you have posted about in your blog postings and comments? If you can admit that some or even just one of these situations that seem to be normal people acting normally could possibly be just that, I'll give you a single point of credibility.

The question on everyone's mind is what's your game Vic? And character assassination seems to be your forte, not mine, I might add.

Your sense of investigative journalism seems to be an ability to weave an imaginative story to fit in with the facts. As such your stories are nothing but your own humble "opinions".

The facts are that little nobodies, not only journalists, are targeted by secret, powerful forces in this country, and the perpetrators follow a program to isolate their "prisoners" from the rest of society, discredit their ideas, and break them physically and mentally. Methods of physical torture are used, however nobody has revealed what they are. Your contention that "directed energy" weapons are being used is nothing but your own "opinion".

If you were an investigative journalist of any credibility, you would ask "what is their game?".

It is believed by many targets of organized stalking that certain weapons confirmed to be in development by DOJ/DOD and that actually do exist are being employed/experimented with upon people in cities across the US. I myself suspect that something of this nature has been used upon me, though since I've not seen it nor have I been able to procure a device to detect and document it, I concede I am not sure what is going on so make no factual claims as such. The biological effects and observations I have noted are consistent with a high powered microwave device as well as other events may suggest infra/ultrasonic devices.

Vic however makes claims that are not at all consistent with the known effects of the weapons he references for validation of his claims. The DOJ has claimed to possess "hand held prototypes" which utilize the same energy as the Active Denial Sytem. Such a version should be expected to have a range of 3 meters.

Vic references the DOJ claim and then says it comes from cell towers (miles away) or satellites (hundreds and thousands of miles away) and causes an instant piercing pain inside his temple. If the distance wasn't patently absurd enough then the effect is, that is not a known effect of 95 ghz "pain ray" weaponry.

It is quite possible lower power RF energy weaponry has been developed by certain entities which affect adverse biological conditions in humans (meaning other than dielectric heating) and these could in theory be applied to a larger number of people from quite a distance, even from space. The "woodpecker" signal observed from the Soviet Union is evidence of this. Some speculate HAARP does this. Some even speculate NSA satellites can affect "remote viewing" or cause the mind to fool the body into thinking they are being attacked or influenced. All technologically feasible if you looked hard enough but, especially the latter examples, so impractical and astronomically expensive it's not worth discussion IMO.

However except for ADS or improvised short range crude HPM devices, most of it is speculation and Vic's "reporting" is becoming more and more blurred with technical ignorance which seem to suggest intentional efforts to deceive unsuspecting targeted individuals with accounts they will use to make sense of their situation.

This will discredit them and prevent justice toward whatever is really going on, which I again concede I nor IMO anyone else really don't yet know the truth of.

You certainly won't get it from Vic. He's a fraud.
