A recent Popular Science article cites a quotation from Tyler published on the Department of Defense "Armed with Science" blog:

“...(M)y laboratory has engineered a novel technology which implements transcranial pulsed ultrasound to remotely and directly stimulate brain circuits without requiring surgery."

Tyler told Wired.com's "Danger Room:"

"The brain serves all the functions of your body, and if you know the neuroanatomy, then you can start to regulate each one of those functions.”

Because the microwave attack system can be precision-targeted to triangulate its multiple beams on unique individuals, this silent torture and impairment technology can and is being used by federal and local law enforcement to impose a regimen of extra-legal electromagnetic incarceration -- a "microwave ghetto" imposed upon citizens without benefit of due process under the law.

According to victim accounts, "innocent but targeted" persons may be subjected to heightened levels of silent torture or impairment if they dare to venture beyond their immediate neighborhoods -- to go "beyond the pale." It appears that a human target's own cell phone may serve as a covert targeting device for this attack system. Those who are marked for electromagnetic attack could be paying for a telecommunications service that enables their silent torture, impairment and potential injury.

This cell tower attack network has been deployed under the cover of "national security," apparently as a means to instantly and covertly disable electronic devices that could be used as weapons by terrorists or hostile forces. The technology requires a continuous radar stream of microwave energy -- meaning that the entire population of the United States is being bathed in microwave emissions every minute of every hour of every day.

Because the system has been built out only in recent years, no entity has studied the long-term health effects of having a stealth cell tower weapon system clustered in populated areas.

Victims of this attack system maintain that silent assaults directed at a targeted individual can cause "induced dementia" -- symptoms that mimic Alzheimer's disease and other cognitive dysfunction, but which can dissipate when and if the attacks cease -- or if the "amplitude" of the microwave frequency is turned down by its clandestine government operatives.

"The idea is to make the 'target' look mentally ill or emotionally unstable, so that the person can be shunted into a mental hospital or otherwise marginalized and removed from society," says one alleged victim, who says that the silent attacks rendered him so weak, disoriented and fatigued that he was unable to work for a period of four years.

This victim says he slowly regained his full cognitive abilities only after repeated visits to a local FBI office, where he pleaded with agents to intervene on his behalf. But he reports that the attacks have continued, causing chronic fatigue, extreme weakness and sharp sudden pain that he says amounts to torture.

He also maintains that his local police chief appears to be aware of the covert attack system, but is powerless to stop the attacks.

"What kept me going when the attacks were most severe, from the summer of 2004 and into 2008, was when I went down to the FBI and literally begged a young FBI agent to help me, and she looked me directly in the eye and said, 'I believe you.'

"When she said that, it gave me the confidence to go public despite my fears that I'd be treated like some kind of a nut case. Now that the truth is getting out, I'm grateful to that young agent for giving me the faith to fight this."

By the pervasive deployment of these weapons systems as a tool of torture and enslavement, the U.S. government is denying thousands of its citizens the inalienable right to life, liberty and the pursuit of happiness.

The U.S. government has enabled the "slow kill," torture, or impairment of thousands of its own people while cruelly stripping them of free will -- the very essence of what it is to be human.

This classified weapons system functions in every community in America. Some local police officials know about it. Apparently, they have been sworn to secrecy on "national security" grounds. The mainstream media has its collective head in the sand, buying the government propaganda that a new generation of directed energy weapons is "less lethal" and thus "saves lives."

That is another big lie.

This covert torture matrix is every bit as heinous as the death machine of Nazi Germany -- perhaps even more so, because it is silent and invisible.

Victims of these silent assaults also are subject to relentless "community stalking" harassment, vandalism and terroristic acts performed by government-enabled "community watch" and policing organizations that have been transmogrified by a secret multi-agency federal program into a vigilante American Gestapo.

Victims also say they are subject to financial and career sabotage enabled by government agencies that have deemed them to be "dissidents" or undesirables -- or have slandered them as suspected criminals or "enemies of the state."

FOOTNOTE: TARGETING SYSTEMS

This cell tower- based microwave attack system apparently uses various advanced technologies to target human beings. According to information obtained from unclassified patents, defense industry trade journals, as well as an analysis of victim accounts, it appears that a three-dimensional, invisible infrared laser targeting sensor array secreted in or near the victim's home or place of business makes possible precision-triangulated electromagnetic frequency attacks, prolonged or sudden and momentary, to specific body parts -- internal or external.

The literature states that laser targeting systems can be trained on vehicles or moving targets, facilitating precision attacks even if the target is traveling at extremely high rates of speed.

If such a sophisticated targeting device is not available, it appears the microwave attack system is capable of acquiring targeting coordinates from the intended victim's cell phone or GPS unit. In that case, the targeting is believed to be less precise, but still able to produce disorienting and painful attacks, such as prolonged and unremitting headache and induced weakness and fatigue.

Some victims of this stealth technology now use their cell phones and GPS units only when absolutely necessary, and remove the cell phone's battery to prevent the broadcast of their location coordinates. (Just turning off the unit does not suffice, since a cell phone's power can be turned on by remote control.)

If neither a 3D infrared laser targeting device nor a "live" cell phone is available, the system still appears capable of delivering painful, disorienting or even disabling frequencies. It is believed that the government has equipped certain personnel -- either its own agents, or, some victims believe, local law enforcement or civilian vigilantes -- with portable laser-equipped devices that can "paint the target" from a distance. It is possible that some sworn officers may be under the impression that this technology is used merely for "through the wall surveillance," not to attack citizens they are sworn to protect.

The literature also indicates that the microwave weapon system can engage the target by way of tiny RFID tags covertly placed in or on the target's possessions or clothing. These film-thin RFID tags are ubiquitous in everyday commerce, used for inventory tracking of many consumer products. "GPS-linked" video surveillance systems, in public areas or inside commercial establishments, also could be used to transmit targeting coordinates to government command centers.

High-powered military satellites are believed to be capable of detecting ground-based tracking devices from low Earth orbit.

What kind of "journalist", when questioned to provide reference sources for claims that were made bereft of them, declares it "character assasination"?

You've related that story before (when you also claimed DEW "snipers" hit you before you were allowed to shake Hillary Clinton's icy claws- err, hand) and frankly even if it were true REVEALS nothing. Some back biting gossip about a reporter, and (if you even are what you claim) did you think those whose very career is SPREADING GOSSIP on others should be immune to having it spread about them?

This is typical of the thin skinned whining and hyposcrisy you embellish your story with, let alone the blatantly false claims and lies. A security guard talked a little smack about a TV reporter and that is proof positive to be presented to others that Vic is being tortured and persecuted. He even describes it to his skeptical reader as "hard evidence".

The "hand-held prototypes" in all likelihood exist and are already in the field, fully operational...

...but my first-hand experiences and reporting indicate that such portable weaponry is being used by psy ops operatives as a cover story to hide the main source of microwave/laser/particle beam electromagnetic directed energy used to attack inanimate and human targets: electromagnetic radio waves -- telemetry -- delivered by a nationwide network that utilizes cell tower antenna arrays and satellites.

The precise targeting mechanisms appear to involve invisible 3D infrared laser technology capable of tracking targets even when traveling at extremely high speeds. I believe I provided a link to a recent defensereview.com article on this subject. Military-grade GPS technology as well as consumer GPS equipped tracking devices and cell phones also play a role in tracking human targets.

As I have stated before, I am no scientist and I do not pretend to understand the precise science behind the various technologies that comprise telemetry-delivered directed energy weapons. But my first-hand experience, my reporting, and a preponderance of evidence indicates that these technologies are operational and are being used to assault, torture, impair and neurologically entrain or condition the behavior and perhaps the decision-making of human beings when applied according to Pavlovian technology.

Existing literature describes these technologies, in some cases, quite precisely -- however, available articles almost always describe these technologies as "under development." (Google "directed energy weapon" and "wired.com"). One very descriptive article can be found on web site of the Heritage Foundation. I have provided the link elsewhere on this site. I believe it's in a section on anti-ballistic missile defense systems, even though it discusses offensive uses of the technology, including against "human targets."

Another very good overview of these weapons systems can be found on the U.S. Air Force Directed Energy Directorate web site, which provides a video that even a lame psy ops operative (like "batvette") should be able to comprehend.

Or am I giving my cyber-stalkers too much credit?

Most of the posters here have not really read my work over the past year and a half, or they are psy ops operatives posting here in a lame attempt to discredit me -- or both.

Vic Livingston does indeed seem to be a fictional character, no doubt created by someone with a hidden agenda.

The nowpublic.com profile photos of Vic, where he is holding a microphone in front of "Foxwoods Resort Casino" sign, and wearing a shirt emblazoned with the "Foxwoods" logo, are no proof his being a reporter.

In fact, the "Vic Livingston" profile photos only prove that he may have been calling bingo numbers at the Foxwoods resort. The Foxwoods website states that Foxwoods is the "original high-stakes bingo hall".

This puts a huge dent into Vic's credibility, whoever he/she/they are would have better off putting the anonymous "mystery man" photo in their profile.

I would like to see Vic post some proof of his identity, photos, whatever. Otherwise his motives and identity should remain highly suspect to everyone.

If I were "on the inside" I wouldn't have been physically weakened from the effects of silent microwave/laser attack this entire afternoon. Of course, you might say POTUS is an "insider," but I wouldn't rule out the possibility that he's "directed energy weapons- entrained." When you say "insider" I think of someone inside "the program." I continue to be a target of the program, physically, financially, and professionally. But you know that already, don't you?

If the articles you post to this website are the ONLY stories you ever have written, are writing, or will write, these articles are worth a Pulitzer prize for journalism all by themselves. If you can expose and bring down this illegal (if it weren't for the shameful so-called Patriot Act) nationwide, brownshirt, torture network, you will have singlehandedly saved the Republic and the US Bill of Rights. Not to repeat myself, but nearly eight months ago, I spent a considerable amount of time talking to a respected local law enforcement officer in my community. He was totally aware of what has been happening. He did not verbalize this, but I got the distinct impression that he is angered and somewhat embarrassed that he is powerless to stop it. I know when someone is playing me; it's hard to hide that little smirk, the upturned lip, the telling side glances. I saw none of that during our talk. I saw a man who's been usurped and forced by economics and political pressure to be a cog in an ugly and patently immoral regime.

You're lying. If you were a journalist writing this story you'd name him and quote his statements. You must think we're stupid and believe all news is written the way you write your fiction.

You keep claiming "it's been exposed" yet can't name a single person. You allude to "multi-agency" programs yet won't name an agency and stick to it. You claim of "rogue" personnel, or agents, or officials- then say it's "officially sanctioned"

The person calling himself Vic Livingston - journalist, and writing these articles at nowpublic could be a hoax. There is no evidence on the internet that Vic Livingston was ever a journalist.

In addition, look at these photos of "Vic Livingston" found on the internet:

There is a 35 year reuinion photo of the Mt. Pleasant Class of 1968 at this site:

Vic Livingston is on the floor in the front row. This should tell us that the real Vic Livingston is around 41 years old. The person in the reunion photo looks as though he could be the same person in the Vic Livingston profile photo at nowpublic.

I believe that the person writing as "Vic Livingston" at nowpublic has represented himself to be much older than 41. If he has been an investigative reporter for 30 years, as he says, then he started when his career at the age of 11.

Mt. Pleasant is located in Wilmington, Delaware - the same location as the Vic Livingston in the 1967 garage band photo here :

Sorry, due to haste my math was wrong - 2009 - 1968 = 41 years since Vic's HS graduation. Add 18 years to that and it would make Vic somewhere around 60 years old today - enabling his claims of a 30 year investigative career based on his age.

The Vic Livingston in the reuinion photo (taken in 2003) does not seem to match the Vic Livingston photo of the older Vic at nowpublic (to me at least). However the Vic Livingston in the 1967 band photo (same town, same name, about the same graduation year) does seem to match the facial features in the photo of the younger Vic.

Still absolutely no trace on the internet of his ever being a reporter. Very odd, and still a possible hoax about his ever being a journalist.

I think there is enough evidence that Vic Livingston actually does exist. I just think that he is clearly involved with the program that he is railing about to spew misinformation, otherwise he would tell us some of the sources/facts so we could check and research the validity of these scenarios or at the very least be able to show that he actually was a journalist at some point.

Vic could very easily disprove his naysayers buy changing his avatar photo with a new one with a recent date logged to it or just provide one in this thread. It's no like he's trying to hide his identity, he's already provided a photo supposedly of him, as well as his name. I don't believe this to be a true identity. Which is why I think everything else he claims to be a fraud. And as a real TI, someone who has seen the horrors these traitors perpatrate against innocent citizens, I find it disgusting that Vic ties to pass himeslf off as one of the victims. He propbably really gets his jollies off on hearing all the victims sufferage. While at the same time posting wildly all over the internet so it's assured that victims of gang stalking never be taken seriously. Scumbag!
