A recent Popular Science article cites a quotation from Tyler published on the Department of Defense "Armed with Science" blog:

“...(M)y laboratory has engineered a novel technology which implements transcranial pulsed ultrasound to remotely and directly stimulate brain circuits without requiring surgery."

Tyler told Wired.com's "Danger Room:"

"The brain serves all the functions of your body, and if you know the neuroanatomy, then you can start to regulate each one of those functions.”

Because the microwave attack system can be precision-targeted to triangulate its multiple beams on unique individuals, this silent torture and impairment technology can and is being used by federal and local law enforcement to impose a regimen of extra-legal electromagnetic incarceration -- a "microwave ghetto" imposed upon citizens without benefit of due process under the law.

According to victim accounts, "innocent but targeted" persons may be subjected to heightened levels of silent torture or impairment if they dare to venture beyond their immediate neighborhoods -- to go "beyond the pale." Yet the system is inextricably and ominously linked to consumer cellular communications.

It appears that a human target's own cell phone may serve as a covert targeting device for this attack system. Those who are marked for electromagnetic attack could be paying for a telecommunications service that enables their silent torture, impairment and potential injury.

This cell tower attack network has been deployed under the cover of "national security," apparently as a means to instantly and covertly disable electronic devices that could be used as weapons by terrorists or hostile forces. The technology requires a continuous radar stream of microwave energy -- meaning that the entire population of the United States is being bathed in microwave emissions every minute of every hour of every day.

Because the system has been built out only in recent years, no entity has studied the long-term health effects of having a stealth cell tower weapon system clustered in populated areas.

Victims of this attack system maintain that silent assaults directed at a targeted individual can cause "induced dementia" -- symptoms that mimic Alzheimer's disease and other cognitive dysfunction, but which can dissipate when and if the attacks cease -- or if the "amplitude" of the microwave frequency is turned down by its clandestine government operatives.

"The idea is to make the 'target' look mentally ill or emotionally unstable, so that the person can be shunted into a mental hospital or otherwise marginalized and removed from society," says one alleged victim, who says that the silent attacks rendered him so weak, disoriented and fatigued that he was unable to work for a period of four years.

This victim says he slowly regained his full cognitive abilities only after repeated visits to a local FBI office, where he pleaded with agents to intervene on his behalf. But he reports that the attacks have continued, causing chronic fatigue, extreme weakness and sharp sudden pain that he says amounts to torture.

He also maintains that his local police chief appears to be aware of the covert attack system, but is powerless to stop the attacks.

"What kept me going when the attacks were most severe, from the summer of 2004 and into 2008, was when I went down to the FBI and literally begged a young FBI agent to help me, and she looked me directly in the eye and said, 'I believe you.'

"When she said that, it gave me the confidence to go public despite my fears that I'd be treated like some kind of a nut case. Now that the truth is getting out, I'm grateful to that young agent for giving me the faith to fight this."

By the pervasive deployment of these weapons systems as a tool of torture and enslavement, the U.S. government is denying thousands of its citizens the inalienable right to life, liberty and the pursuit of happiness.

The U.S. government has enabled the "slow kill," torture, or impairment of thousands of its own people while cruelly stripping them of free will -- the very essence of what it is to be human.

This classified weapons system functions in every community in America. Some local police officials know about it. Apparently, they have been sworn to secrecy on "national security" grounds. The mainstream media has its collective head in the sand, buying the government propaganda that a new generation of directed energy weapons is "less lethal" and thus "saves lives."

That is another big lie.

This covert torture matrix is every bit as heinous as the death machine of Nazi Germany -- perhaps even more so, because it is silent and invisible.

Victims of these silent assaults also are subject to relentless "community stalking" harassment, vandalism and terroristic acts performed by government-enabled "community watch" and policing organizations that have been transmogrified by a secret multi-agency federal program into a vigilante American Gestapo.

Victims also say they are subject to financial and career sabotage enabled by government agencies that have deemed them to be "dissidents" or undesirables -- or have slandered them as suspected criminals or "enemies of the state."

FOOTNOTE: TARGETING SYSTEMS

This cell tower- based microwave attack system apparently uses various advanced technologies to target human beings. According to information obtained from unclassified patents, defense industry trade journals, as well as an analysis of victim accounts, it appears that a three-dimensional, invisible infrared laser targeting sensor array secreted in or near the victim's home or place of business makes possible precision-triangulated electromagnetic frequency attacks, prolonged or sudden and momentary, to specific body parts -- internal or external.

The literature states that laser targeting systems can be trained on vehicles or moving targets, facilitating precision attacks even if the target is traveling at extremely high rates of speed.

If such a sophisticated targeting device is not available, it appears the microwave attack system is capable of acquiring targeting coordinates from the intended victim's cell phone or GPS unit. In that case, the targeting is believed to be less precise, but still able to produce disorienting and painful attacks, such as prolonged and unremitting headache and induced weakness and fatigue.

Some victims of this stealth technology now use their cell phones and GPS units only when absolutely necessary, and remove the cell phone's battery to prevent the broadcast of their location coordinates. (Just turning off the unit does not suffice, since a cell phone's power can be turned on by remote control.)

If neither a 3D infrared laser targeting device nor a "live" cell phone is available, the system still appears capable of delivering painful, disorienting or even disabling frequencies. It is believed that the government has equipped certain personnel -- either its own agents, or, some victims believe, local law enforcement or civilian vigilantes -- with portable laser-equipped devices that can "paint the target" from a distance. It is possible that some sworn officers may be under the impression that this technology is used merely for "through the wall surveillance," not to attack citizens they are sworn to protect.

The literature also indicates that the microwave weapon system can engage the target by way of tiny RFID tags covertly placed in or on the target's possessions or clothing. These film-thin RFID tags are ubiquitous in everyday commerce, used for inventory tracking of many consumer products. "GPS-linked" video surveillance systems, in public areas or inside commercial establishments, also could be used to transmit targeting coordinates to government command centers.

High-powered military satellites are believed to be capable of detecting ground-based tracking devices from low Earth orbit.

Whichever it is, there is censorship and apparent pressure on media outlets, going on in America. More to write about, but I wish it weren't necessary.

I'm saying that EVERY DAY my output is subject to apparent attempts at censorship and prior restraint, some of which continue to be successful. The blatant censorship of posts to Politico.com has resumed in force. It appears to be that the posts are being taken down on the orders of government censors, or that the publication is under government pressure.

Every day I call out the apparent censors, harassers, microwave/laser directed energy weapons system operators and malicious tamperers who apparently work out of the fusion center located at the MAGLOCLEN RissNet facility in Newtown, PA. It appears this operation is engaged in whole civil, human and constitutional rights violations and its management and operatives must be called to account.

And then the blatant malicious tampering and censorship usually abates... for a little while until it starts up again. These people think they are above the law. They need to be reined in, or preferably, their facility shut down as a violation of the 10th amendment of the Constitution, which reserves local police powers to local authority that is not under federal command.

These types make a mockery of the rule of law and the Constitution. They have done serious damage to America. Wouldn't that make them the real enemies of the state?

The US domestic Gestapo network is using military men to participate in minor car accidents against TI's. These accidents usually happen in parking lots, where the car can go slowly, or when the TI is stopped at an intersection so that the perp can "bump" slowly into the TI. The drivers hardly ever appear in court. If they are military, they are sent on assignment somewhere; if they are foreigners, they suddenly disappear to their home countries. The naive soldiers, of course, are duped into thinking they are saving the country by participating in these fender benders against fellow Americans. Soldiers are always easily duped by the deceitful rhetoric of their elders. These elders gave us the stupid wars (Vietnam, Laos, etc) of the last forty years. Now they have embroiled us in the Mideast to maintain control of their oil assets there instead of drilling at home in the US. Or is this one just for appearances? I can only judge from past history, so I'm skeptical.

Since my post last night to a Politico.com blog (Laura Rozen) vanished, a recurring occurrence, I must assume that the censorship -- either from the fusion center operatives or pressure on media outlets to remove posts that displease Big Brother -- continues.

When I tried to make a comment to a TV industry blog -- apparently from one of my tormentors who made a typically lame "tin foil hat" reference -- even THAT was censored. These frat boy Nazis think they are above the law. Each day they test "the system." When they find they can get away with it, their mischief increases. I can't even make a personal backup copy of a CD; the "burn" functions on the iTunes program -- under the control of "their" network server, apparently -- is "grayed out." The burner appears to be disabled or not under my control. iTunes "sees" it in the "advanced" menu, but it does not show up on the (phantom?) desktop, which appears to be controlled by an external server that "mirrors" my computer in real time.

The poster who sarcastically and somewhat sadistically remarked that I am not suffering from "delusions of grandeur" but "delusions of freedom" (and that I can be "cured" with a punch from George W.) finally spoke something close to the truth.

But, perhaps his delusion is that there aren't enough good people on the inside to excise this multi-agency cancer, a secretive"multi-agency coordinated action program" apparently directed by a secretive agency whose competence (ethics?) the American public, and perhaps some in high authority, are starting to seriously question.

Am I being rash by making such suppositions? Well, seeing that I appear to be a marked man in personal danger and still being electromagnetically tortured each day (although the intensity and frequency has diminished somewhat the past couple of days), can you blame me for shouting from the rooftops?

I'm no hero. If they had just let me live a normal life and pursue my career, I probably would have never become a crusader so late in the game. There's no other way out but to resist -- because I refuse to submit to the tyranny of a secretive cabal of American fascists. I won't be their Hasan, their Cho, their Manchurian Candidate. (Is ANYONE really investigating the real story behind those cases? Or the etiology of Ted Kennedy's brain tumor?) How far does this cancer on the Republic extend, and how far back in time? To JFK? Even before? The OSS? The German Nazis who were recruited into the space program?

From where I sit, there's only one agency that's close enough to the ground to save the republic now. Will they? Or will they, too, be co-opted and cowled into cowardly inaction?

AMERICAN GESTAPO 'PROGRAM' PREVENTS POSTING OF PHOTOS TO MY PAGES

I used to be able to upload photos to accompany my articles posted on my blog site at http://www.nowpublic.com/scrivener. Then, early on in the late summer of 2008, those functions apparently were maliciously disabled. That remains the case today.

An attempt to upload a picture of a cell tower failed. I receive a message about "Adobe Flash Player," which has nothing to do with the ability to upload a photo to NowPublic.com. Then my browser crashed repeatedly when I hit the button that is supposed to allow me to "browse" and choose photos stored on my computer.

This appears to be another case of blatant censorship, manipulation and malicious tampering with my telecommunications -- apparently done out of the Homeland Security-administered "fusion center" in Newtown, PA. As I have mentioned, I cannot access "www.nowpublic.com." I am redirected to "my.nowpublic.com" which appears to be the gateway to a "spoofed" NowPublic site controlled by government surveillance operatives at the fusion center.

If anyone here has connections to civil liberties attorneys, please post here; I plan to organize a class action lawsuit directed at the government and corporate entities who are responsible for this unconstitutional surveillance, interception, censorship and malicious interference with my telecommunications -- both internet and telephone.

I also appear to be subject to both audio and video surveillance inside my home -- including my bedroom and bathrooms. This invasion of privacy, coupled with the electromagnetic torture and manipulation of the environment inside my home, including the temperature and air quality, has turned my supposed private residence into what amounts to a secret government prison.

As I have mentioned elsewhere, if the house is left empty, police-protected "community watch" vigilantes often enter the premises to commit acts of vandalism and despoilment, ranging from the defacement of clothing to sabotage and damage to appliances and possessions. Changing the locks did no good; was the locksmith who did the work affiliated with the Bucks County vigilantes who have terrorized us for nearly six years?

My local police chief is aware of my family's victimization; I have requested an investigation and even have provided hard leads, but the terrorism against us continues unabated.

If anyone reading this can help me obtain legal representation on behalf of the many thousands (if not millions) of unconstitutionally targeted, harassed, censored surveilled and tortured Americans, please post contact information here. Since comments to this site are apparently censored by (and, in some cases, appear to be written by) government operatives, I won't hold my breath. But please try to contact me nonetheless.

Vic, I personally searched out at least 20 of your comments on various news sites or blogs and pushed the Report Abuse button so that you would see how easy it is to get someone's comment removed. You are like a four year old using the internet. Oh my god someone deleted my comments, oh my god someone is making me enter a captcha to make sure it's not a spam entry, oh my god I used to be able to put up pictures and now I can't, patheticly elementary. Websites change on a daily basis without "them" helping in any way. From server space issue, to more and more users of certain sites, they have to make changes to keep up with the pace of the information. Just fyi, I will continue to Report Abuse on any of your comments I find that have no bearing whatsoever to either the article or blog thread you are commenting on. No one. No one. Wants to have a lively online conversation broken up by a three page single comment about your unproven and unsourced accusations. Our taxpayer money is wasted on a daily basis, but not from me doing some easy searches for your comments and reporting them. The waste of tax payer money is from you trying to contact governmental workers and agencies regarding your claims of bullying, internet tampering, and psy operations that move your milk from one side of the refrigerator to the other when you are out of the house (watch out, that one's next...I'd say take a picture of your refrigerator when you leave the house for comparisons, but apparently you are unable to find a store that sells cameras or video cameras to do any journalistic documentation). This federal gangstalker program has operated without fear of exposure for years now. As with all programs, what was a small, maybe even good idea, was rapidly perverted. Evil bureaucrats are now settling scores with fellow bureaucrats (women who wouldn't sleep with them; subordinates who questioned their almighty wisdom) -- with, in fact, anyone whom they don't like (the plumber who charged too much). Okay Pikachu, there's a few possible ways to look at that:

1. Vic is suffering from delusions of grandeur, possibly caused by the anti-smoking cessation drug Chantix (a Nazi-CIA invention, based on components from the CIA LSD experiments in the 70s). Chantix is known to cause these exact delusions in people. The Nazi's want smokers wiped out, so they created Chantix as just one part of their planned Genocide.

2. Vic is a targetted person going it up all alone against the torture matix's paid propaganda agents on the internet. "They" don't like that, and "they" don't want him speaking out and exposing the truth.

3. Vic is either embellishing the truth, or he telling the truth, or a combination of both, with a little paranoid phsychosis thrown in for effect. Can't a target also be paranoid about people stalking him? I know I would be.

4. Vic is a paid propaganda agent, working for the man, and he is so totally lying.

There are numerous other permutations about the actual reasons for Vic's mission, but I'll leave them up to the paid propaganda agents to come up with.

One point, Vic should but he doen't have a violin track playing in the background on these pages. (But his articles and comments do sync perfectly to "Dark side of the moon", in case you want to add your own soundtrack).

I haven't read Vic's material backwards yet, but understand the NSA is scanning all of Vic's articles and posts for backmasking.

late post, where ignorance may be bliss for some of us, this is not the case with those in charge of running the country. The I wasn't aware answer is way too insulting to the entire republic.(USA) Not even when a person goes into a court room, can one say "well gee, I didn't know that!" Because Ignorance is no excuse for being ignorant of the facts. Especially true for those who are counted upon to stay informed. Lawyers and Judges cannot defend or condemn without factual evidence, the lack of evidence or information. One of the puzzling questions asked to BHO this year in a radio interview was if he knew that funding for a certain organization had been withdrawn, to which he replied, I wasn't aware that congress had done that. We have to maintain a high level of expectation from elected and appointed officials, in order to continue to allow others to do what we ourselves cannot or will not do.

Your articles have strangely dropped from being at the top of the queue on google to very much lower in the queue. I think that you might be able to combat this "fall" by adding the words "gangstalking, gangstalker, surveillance, cops on patrol" etc, at the end of each of your articles. Why? Because the search engines tend to use an algorithm which counts the number of times a word appears and rates them according to frequency. Adding these words to your text at the end might keep you higher in the googling queue --where your accurate reporting belongs.

My repeated attempts today to post a comment here on the status of the health care reform legislation have been unsuccessful. The evidence strongly indicates that The Washington Post had nothing to do with the "held for blog owner" message I received each time I tried to post. (I am also blocked from the blog pages at ACLU.org, where I have posted many essays and commentaries in the past.)

It appears that a rogue government surveillance program operated out of the Homeland Security- administered fusion center located in Newtown, PA is responsible for what I believe to be blatant and unconstitutional censorship.

What words and opinions have triggered such an Orwellian response to my commentary? Here's why I say "Orwellian." Strange as it seems, the apparent censors allowed the posting to be published at http://poynter.org, in the "reporting and writing" blog section.

The fact that the comment passed through the apparent censorship filter one one media site, and was rejected on The Washington Post's web site, says to me that a real-time censorship regime just showed its hand -- that there is absolutely no justification for this apparent censorship under any rationale whatsoever. If there were legitimate grounds for such censorship (and I frankly can't think of any), the censorship would be evenly applied.

If any lawmakers are reading this, hear my words: My repeated experiences demonstrate that unconstitutional, draconian, Orwellian censorship is happening in the United States of America, and that those officials and operatives who are responsible for this censorship regime think they are above the law.

Congress, Team Obama (special attention, Atty. Gen. Eric Holder):

Are these apparent censors above the law? If not, why is their apparent censorship so blatant, malicious and ham-fisted? When will our lawmakers and other public officials restore civil and human rights in America?

I stopped using the term "gang stalking" because it purposely trivializes what appears to be the local ground muscle of a federally overseen, grassroots-directed genocidal purge of American society.

Same reason I won't used the term "T.I.", because it sounds purposely benign and masks the cruel victimization of those who are unconstitutionally, unjustly targeted. I don't buy into the "NLP" anymore, although if you look at the stuff I wrote in the summer of 2008, you'll see that I took the bait like almost anyone else.

As for Google, it's a tool of the NSA, and as long as the NSA participates in this purge and blindly targets those who end up on a list compiled by the the SS, National Security Branch/FBI, CIA, DIA, etc. , I will be consigned to a black hole, at least if you try to reach my work via the search term "Vic Livingston."

Most of the Google links to my articles have been purged and I don't think the "algorithm" did that by itself. Wait until newspaper publishers figure out that "rogue" operatives can and most likely do tamper with their online content; they've certainly done it to me on this site.
