News 11 09 2009: Some additional 11.3 million people will need now to register and undergo criminal record checks else face criminal prosecution and a court fine of up to £5,000(?) the Gov says. Those now included will be parents whom take the children of other parents along with their own to sports or social events, 300,000 School Governors as well as every Doctor, Dentist, Nurse or anyone whom comes into contact with Children or "vulnerable" adults at work. The “Independent Safeguarding Authority” an Agency headed by the Home Office is charged with the task.   

 

Perhaps the Gov should include everyone within the UK from shopkeepers serving sweets to children to the very Police themselves, after all was it not the Home Office itself that “failed a Nation” in not achieving common Standards as to Police Authorities in the first place which lead to Mr Huntley becoming a School Caretaker, knowing two children then murdering them. The systems used prior to this incident were seemingly acceptable however this sickening/saddening incident brought into view the failings of TWO independent Police Authorities which were misaligned in not having common Standards. Sir Michael Bichard's report exposed that the scale of police incompetence in the matter be difficult to exaggerate while also commenting that there should be a CLEAR CODE of PRACTICE on record-keeping by ALL Police Forces. It’s clear from todays News that the ENTIRE NATION must now be held to account as “Centralised Record keeping” be merited as oppose to resolving the orginal issue that began the whole affair thus allowing the Police to retain their individual Identities as to Regions and remain divided in still doing as they please as to their own Standards!. Are the Government aware of this?. Well yes they are in providing funding for new equipment to Regional Forces so long as those Forces adopt equipment on its prescribed lists!. Can one apportion other blame towards the Government?. Well yes. “Plain English” is not what the Government have ever been about since to write “middle of the road” Policy it can re-interpret its own words to suit its own needs in saving face every time however when such Policy be placed into the Publics Domain and open to such misinterpretations choas and confusion results – as was demonstrated by the Soham incident where one Police Authority misinterpreted the Data Protection Act (DPA) “thinking” it meant “this” and another “thinking” it meant “that” – data was thus erased. And yet again the ENTIRE NATION must suffer because of the Governments own insistance that sharp legal instruments be created that can always be turned away from itself in causing hurt as to others!. At the time of the Soham incident it was discovered that two Police Officers were under investigation for crimes against children yet their bosses must never have known else they would never have been assigned to the case in the first place and through such ignorance that served to discredit the Police further.

 

Should Police Authorites be merged into one having “Common Standards” thus providing a level playing field whereby all be united in serving the Publics best Interests OR should matters remain whereby the British Public Fund at their expense intermediaries that be held to account over data collection from Regional Empires in which Castles house “Chairmen” whom be protectionalistic as to their ways of doing things.

A Country where visiting tourists are told to erase camera images of London Sights just in case they may have value to terrorists, where pensioners be told by Council Officials not to take pictures of an empty childrens paddling pool, where 3 police officers beat up a return home soldier standing at a bus stop one evening then collectively lie to a Court to successfully convict only to have that conviction quashed by CCTV evidence proving the Police to be the criminals!. While PM Brown sits in his Windowless Office being fed doctored “images” of what Britain looks like (figuratively speaking) the Nation is left struggling amongst itself in paying the price of Mr Brown’ outsourcing tactics towards castle builders whom then dictate the Policies needed in serving their purpose in running the Country on his behalf. Are we/have we walked a path in which leadership lays offshore but the Gov remains silent as HMS Britain be pirated?. Could Britain be sinking or has it already sank while the “spin” machine says otherwise!. Indeed ( I jest ) should “Capita” be installed as the next Government since it seems to be at the forefront in running almost everything while Staff from the “Private Eye” mag be installed in opposition.

 

Mr Brown voiced words as to “Saving the World” and in applying Political correctness he said nothing as to “Saving Britain” but what does “he know” that he’s not telling?.

"Sir Michael Bichard's 'deeply shocking' report on the background to the murders exposes a scale of police incompetence that is difficult to exaggerate. "Nowadays, chief constables don't have to be good coppers - in the sense of being able to catch criminals - so long as they can tick the right, politically correct, boxes and make liberal noises on such issues as 'institutionalised racism' ... Is it any wonder ... that the public is increasingly disenchanted with a force that seems remote and unresponsive? The long-term lessons of Soham go far beyond a litany of tragic bungles." "The home secretary, David Blunkett, was right to order the immediate suspension of the Humberside chief constable but he seems to have forgotten that his department, too, carries blame. No serious attempts had been made by government for nearly a decade to get to grips with delays entering intelligence into the police national computer ... Only a national police force answerable to the home secretary, rather than to police authorities, can be the logical consequence of Sir Michael's report."

 

28 08 2002 Rush to tighten school job checks. Extra staff are being taken on to rush through the Criminal Records Bureau checks before 4 September. The department advises that checks should be made on all people, including volunteers, seeking positions which will bring them into contact with children. " The CRB's failure to get up steam, to work from day one ... has potentially put people at risk " . In March the Home Office's long-delayed new Criminal Records Bureau (CRB) began work, operated by private consultants Capita. It was supposed to provide a quick, "one-stop shop" for both checks. Its introduction coincided with a tightening of the child protection rules which greatly widened the sort of jobs - paid and voluntary - requiring checking, to include people such as scout leaders and school governors. By May it was clear the system was hopelessly overloaded. The Department for Education then said they should revert to the old system as an "interim arrangement". A letter sent to education authorities and teacher agencies made it clear this exemption applied only to teachers and teaching assistants. It did not apply to contractors, ancillary staff such as caretakers, or school governors.

 

03 08 2009 Hundreds wrongly branded criminals. The Criminal Records Bureau (CRB) made 1,570 errors in the 12 months to the end of March - compared with 680 the year before, according to the Daily Telegraph. Shadow minister for immigration Damian Green told the newspaper the figures were "very disturbing". He said: "The CRB should be as vigilant in not hounding the innocent as they are in exposing the potentially dangerous. It is particularly alarming that this has happened since this problem was exposed last year."

2008 Capita – New Billing System for Birmingham City Council resulted in a backlog of almost 30,000 invoices however it then awarded Capita a £110 million(?) contract to run the authority’s customer call centres. Capita though is one HALF of SERVICE BIRMINGHAM (Partnership) set up 2 years ago to streamline ICT Systems. Union leaders also described the £20 million fees(?) pocketed by Capita under the joint venture as “a dreadful waste of public money” . Last October it was announced that Capita is to be replaced as administrator of London’s congestion charge zone from 2009.

2008 – Capita moves to take over £156m(?) Sats contract after US firm is fired.. ETS Europe has been ordered to pay back £24.1million(?) of nearly £40million(?) it received to run the testing process and stripped of the £156million(?) five-year deal after its handling of the test results collapsed. Balls ruled out suspending Sats for 2009 . Capita, which already runs vast public sector contracts, such as London's congestion charge and educational maintenance allowances, has had its own problems in delivering contracts. The schools minister, Jim Knight, said one factor was the "different style of management" compared to the previous British-based companies.

The Soham murders was a high profile murder case in August 2002 of two ten-year-old girls in Soham, Cambridgeshire, England.

The convicted killer was a local school caretaker, Ian Huntley born 31 January 1974 (Grimsby)

Maxine Carr – Born 16 Feb 1977 (Grimsby). Convictions: Perverting the course of justice, Benefit fraud & Deception. Occupation: Teaching Assistant.

2001 Huntley met Maxine Carr and they moved in together. Carr had a job packing fish while Huntley worked as a barman. Huntley also helped his father as a school caretaker.

2001 Huntley applies for the position of caretaker at Soham Village College (Sec School ). The vacancy came about because the former caretaker had been dismissed for having an inappropriate relationship with a female pupil.

2001 Nov 26: Huntley begins his new job as a caretaker.

2002 ?? ?? : Police Reform Act 2002

2002 Aug 4: The two Girls walked past Huntley's rented house and he asked them inside saying that Carr was there too when she wasn’t. After entering he murdered them. The police suspected that Huntley killed the girls in a fit of jealous rage after a furious telephone argument with Carr whom was in Grimsby visiting family. The police found no evidence of pre-meditation.

2002 Aug 17: Their bodies discovered at RAF Lakenheath in Suffolk (13 days missing )

2002 Huntley was arrested, later charged & detained under Section 48 of the Mental Health Act 1983, at Rampton Hospital. Judge says fit for trial on the 8 Oct 2002.

2002 Oct 08: Trial ???  

2003 06 09: Huntley moved to Woodhill Prison at Milton Keynes where today he attempts suicide (29 anti-depressants in his Cell). On becoming well later transferred to Belmarsh Prison

2003 11 05: Trial opened at the Old Bailey where Huntley was charged with two counts of murder. Huntley admitted that the girls had died in his house.

2003 12 17 Trial – Jury returned a majority verdict of guilty on both counts of murder. Huntley was sentenced to life imprisonment. Afterwards it was revealed that he had been investigated in the past for sexual offences and burglary – none of which had resulted in a Conviction.

2003 12 18: After this date anyone committing murder will have their MINIMUM TERN recommended by a Trial Judge.

2003 12 18 Bichard inquiry announced - Sir Michael Bichard was appointed as the chairman.

2004 01 13 Bichard inquiry – opening.

2004 06 00 Bichard inquiry Published. Report severely criticised the Chief Constable of Humberside Police for ordering the destruction of criminal records of child abusers. He was suspended by HO Blunkett however the suspension was lifted with Westwood agreeing to retire a year early, in March 2005. The Chief Constable of Cambridgeshire Police was criticised in that his force had failed to contact Humberside Police while he himself did not cut short a holiday after the investigation had become the largest in the force's history. Another issue was that two Cambridgeshire police officers involved with the families became Operation Ore suspects a month prior to Huntley’s crime. One pleaded guilty to child pornography offences while the other, although cleared of charges of indecent assault and child pornography offences through poor evidence, was later convicted of a charge of perverting the course of justice after it was proved that he had given a false alibi to clear himself of the charges, and was given an eight month sentence.

2005 09 14:Huntley was scalded with boiling water when another inmate attacked him. A prison service spokesman said that due to the nature of high-security prisoners, "it's impossible to prevent incidents of this nature occasionally happening", but Huntley alleged that the prison authorities failed in their duty of care towards him, and launched a claim for £15,000 compensation. Huntley was reportedly awarded £2,500 in legal aid to pursue this claim. Strongly criticised by the Soham MP, Jim Paice, who insisted on tight restrictions on the use of public money for compensation.

2005 09 29: Huntley’s MINIMUM TERM decided. Huntley's injuries meant that he did not attend the hearing at which his minimum term was decided. On this date, the High Court announced that Huntley must remain in prison until he has served at least 40 years. He was one of many Prisoners awaiting Minimum Term announcements which were declared illegal. Thus anyone committing Murder after 18 Dec 2003 it’s for a Trial Judge to recommend. 

2006 09 05: Huntley found unconscious in his prison cell - thought to have taken an overdose. Following this attempted suicide his cell was cleared and a tape was found which was marked with Queen on one side and Meat Loaf on the other. This tape is thought to contain confessions from Ian Huntley on what he did and how he did it. It is believed that Huntley made the tape in return for anti-depressants from a fellow prisoner, who hoped to obtain and later sell the confession to the media upon his release.

2007 03 28 The Sun begins publishing transcripts of Huntley's taped confession.

2008 01 23 Huntley was moved to Frankland (HM Prison) in County Durham.

As to Britain?. We now have Self Financing Courts, Police Bonuses while prisons be filled and a Criminal Records Bureau [ CRB ] which needs people digital profiling so as to profit from the selling of such data to prospective employers – employers whom are not allowed to obtain data about themselves! By empowering Police Stations Courts are being bypassed such that “Solved Crime Figures” hit Government Targets while those innocent become Guilty as a result of Police Mental Torchure to feather New Labour’s cap. The Gov then wonder why British Societies are BROKEN and why DISRESPECT towards Authority is increasing!. In abusing a Nation as to its paymasters “TRUST” has become “DISTRUST” while “RESPECT” became “DISRESPECT” as Zero Tolerance cause intolerance. Given a blinkered vision that Money will buy both RESPECT and TRUST the Gov now injects BILLIONS of POUNDS without any regard to the real causes which may be deduced by them simply looking into a mirror!.
