13 12 2009 Ed Balls announces tighter changes to his Computer Database paedophile Vetting and Barring Scheme (VBS) after National Anger forced him to seek further official backing towards his intentions that anyone having any connections to a child(ren) be registered because of his assumptions that all such persons be suspects in causing them harm.

 

The Issues:-

1.         Criminal Records Bureau (CRB) – Recorded Offences against a Person: CRB checks last year involved 1,922 14-year-olds and 336 children below that age and since 2002 10,097 children aged 14 years old have been checked, 3,138 aged under 14 and 29,722 aged 15. A CRB spokesman said it "makes sense" to check anyone over the age of criminal responsibility, which is ten years old. Additionally School leavers in applying for jobs usually have to be CRB vetted and since “CRB paperwork asks specifically for the job being applied for” such job hunters have to multi-apply for multi_clearance as to them!. CRB data emanates from many sources. Who pays the fees?

2.         Vetting and Barring Scheme (VBS): A “fee based” registration scheme initiated by Ed Balls whereby “anyone coming into regular contact with groups of children” must register else face fines in not doing so. To be effective the VBS database must access the CRB Database as a “check” on consistency as to the data being collected.

3.         A paedophile: Officially one is not a paedophile “unless convicted” of such to which one would imagine that the CRB database be updated as to that conviction on that individual.

4.         Abuse: Any abuse of either a child or an adult is a matter for the Justice Minister.

5.         Police failure: Sir Michael Bichard's deeply shocking' report on the background to the murders of Holly Wells and Jessica Chapman exposes a scale of police incompetence that is difficult to exaggerate and his findings reached beyond the bungling in Humberside or 'serious errors' in Cambridgeshire. At every level, the tragedy of Soham reveals appalling weaknesses in our system of law and order.

Taxpayers fully finance all Public Service IT systems at great costs through Income Tax however, because Police regions were initially provided budgets for IT it allowed them to deploy their own systems as to individual standards rgionally and given that the Data Protection Act (DPA) be so Politically broad they also mis-interpreted that too between themselves as to true meaning. Take Sir Michael Bichard's deeply shocking' report on the background to the murders of Holly Wells and Jessica Chapman as an example of mixed standards. In his report he says that it exposes a scale of police incompetence that is difficult to exaggerate. And his findings reach beyond the bungling in Humberside or 'serious errors' in Cambridgeshire. At every level, the tragedy of Soham reveals appalling weaknesses in our system of law and order.

JUST ONE MOMENT! – Its all very well that Sir Michael Bichard condemn Police Standards but are not such Police Standards set by the Government itself?. Is this not the same Government whom now having funded different Standards at the taxpayers expense now dictate that individual taxpayers must fund by addition fees as to “Centralised databases” in order that differing Standards be INTERFACED?. Database Ed Balls (VBS) and Database Jack Straw (CRB) are now seemingly in a state of flux all while taxpayers must pay the price of their failure as to past Government incompetence!. Are some of these not the same people flocking to repay expenses as to themselves on saving face as to their character towards a Nation?. Such people dictate larger databases be deployed at your expense in the name of terrorism etc yet Mr B’liar ( a resigned PM and informant to US P Morgan Financing/banking for his connections ) was the biggest fraudster in UK history that cost the Nation billions as well as deaths in his collection of a medal from US Bush. What of PM Brown – a 10p tax chancellor whom on becoming an UNELECTED PM distanced off the BoE from the Gov before selling off the Nations Gold reserves at a loss!. As for Legally challenging Mr Darling as Chancellor perhaps his character be better assessed by a handwriting expert as to his expense claims forms which amount to scribble in accordance with his logistics mentally!.

 

Then we have :-

1.         In both 2008 and 2009 the Home Office conceded that Parents could check with the Police whether named others were Paedophiles.

2.         In April 2009 Ed Balls announced that parents would be fined over the conduct of their children .

3.         In Nov 2009 Ed Balls says Parents can take schools to court.

4.         New labour academy Schools – umm! There exists some 130 New Labour academy schools which can set their own Standards as to Teachers pay and curriculum and answerable directly to Ed Balls himself – all while National education be league tabled as to their failure on ever changing Gov Standards. Academy schools Students also enjoy rewards at the taxpayers expense inclusive of prizes including plasma screen TVs, iPods and Nintendo Wii games consoles.

5.         State Schools – Ed Balls dictates that they now set standards as to themselves AWAY from New Labour’s Centralised standards – as set by Mr Blair.   

 

Ed Balls – A mind of inconsistency and confusion. Schools to punish parents followed by parents to punish schools – take them to Court!. Ofsted – No Standards as to themselves – a tick-box organization. Exams – Sats failure on outsourcing BUT bonuses be paid. Recall the Gov adopted US CSA which failed and yet bonuses be paid while many <?xml:namespace prefix = st1 />UK citizens lose their jobs, become mentally ill and some commit suicide!. Gov failure, Gov failure, Gov failure, Gov failure, Gov failure, Gov failure, Gov failure, Gov failure, Gov failure, Gov failure, Gov failure, Gov failure – to which they claim expenses against taxpays for a 99p bottle of Mr Muscle!. A College colleague of mine bought a sandwich form the staff canteen and discovered a “plaster” in the content – he was abruptly told on complaining that that the canteen be Crown ownership and not subject to Legal litigation!. Give an inch TAKE a mile attitude! – Does this not sum-up the “Political correctness” as to Standards that must be ACCEPTED by ORDINARY PEOPLE such that Politicians can continually “dish out” the conformity as to as Nation as to their Standards which always be a means whereby it costs you more while adding to their wealth through compliance!. So long as the likes of Ed Balls and Justice minister Straw influences your minds as to what is best in your interests then that allows them to apply their own standards yet when such differing Standards overlap that then calls into question their FAILURES by them not knowing their boundaries in sucking-up to themselves. Any wonder then why Ed Balls swings at Justice Straw YET while they have indifferences YOU must pay the price of it in further taxation as to their failure to disagree!.

20 03 2009 Anti-paedophile moves hit by further delays. Parts of the Vetting and Barring Scheme (VBS) due to come into force last October, will now begin more than two years late, in November 2010. The Home Office said it wanted to ensure the IT system was "fully tested". It emerged after school caretaker Ian Huntley killed 10-year-olds Holly Wells and Jessica Chapman that police knew he had earlier been accused of rape and indecent assault. It is estimated that 11.3 million people in England could be required to register with the body.

15 04 2009 Ed Balls –parents to be fined .Ed Balls, the Schools Secretary, said parents had to "share the responsibility for maintaining discipline". Thus parents condoning truancy face £50 penalties while Schools can apply to the courts for a "parenting contract" requiring mothers and fathers of wayward pupils to take parenting classes - with fines of up to £1,000 if they fail to attend. Last Year it emerged that Labour’s New academy Schools were operating reward schemes in which pupils can win thousands of pounds worth of prizes including plasma screen TVs, iPods and Nintendo Wii games consoles.

Schools Secretary Ed Balls plans are to be announced next week whereby from 2011 schools will no longer have to implement national strategies in literacy and numeracy. Primary schools in <?xml:namespace prefix = st1 />England have been expected to teach English and maths according to centralised guidelines set down by National literacy and numeracy strategies for more than 10 years (New Labour)?. Earlier this month, Mr Balls told a teaching conference: "I think the right thing for us to do now is to move away from what has historically been a rather central view of school improvement through national strategies to something which is essentially being commissioned not from the centre but by schools themselves."

Three Cabinet ministers including would-be Chancellor Ed Balls today admitted over-claiming hundreds of pounds on their expenses for mortgages interest. Children's ecretary Mr Balls admitted that he failed to calculate accurately the impact of falling interest rates - and so charged the taxpayer £1,350 more than he spent. A total of 183 MPs have repaid cash totalling £478,616. Chancellor Alistair Darling also admitted to mistakes and repaid £958.04. 11 09 2009 Vetting database – To cost the tax payer at least £170m.   The Government's controversial vetting database will cost the British public at least £170m, The Independent can disclose. The Vetting and Barring Scheme (VBS), which comes into force next month is intended to prevent unsuitable people from working with children and vulnerable adults, has already cost the Government £84m to set up. Now, public bodies such as the NHS and the Prison Service will be forced to spend millions of pounds registering their employees on the scheme, at a time when their budgets have already been squeezed. Anyone who wants to work with children or vulnerable adults must pay a mandatory, one-off registration fee of £64. Almost all of the NHS's 1.3 million employees will have to join, leaving the organisation facing a total bill of about £83m. Prisoners are also classed as vulnerable adults, so the country's 40,000 registered prison officers will also need to register. The Prison Service has agreed to meet their registration costs, which amount to more than £2.5m.

 

14 09 2009 Ed Ball – orders review of his own vetting scheme. Children's Secretary Ed Balls has ordered a review of the Government's scheme to vet around 11 million adults who work with adults or vulnerable children. Mr Balls said he wanted tolook again to make sure the "right balance" has been struck on how many people are covered. The review will be carried out by ISA chairman Sir Roger Singleton. Shadow home secretary Chris Grayling said the announcement was "not good enough" and called for a review of the "whole issue". He said: "I'm afraid this is just not good enough. The reality is that the Government's words on this are so vague and ill-defined that no one will know where the dividing line falls. They'll look at the level of fines and register everyone to be on the safe side.

A New Education Bill is to include a set of pupil and parent guarantees such that complaints about educational standards be firstly targeted at Heads before finally arriving in the “in-tray” of the newly created Local Government Ombudsman service. Mr Balls has previously admitted that if these avenues fail to provide a resolution then a parent could take a school to court.

 

26 11 2009 Balls - in call for schools to save cash. It comes as Mr Balls confirms high-tech "smart" electricity meters are to be installed in up to 12,000 schools from January. The £12m scheme will be part of a major campaign launched early next year to reduce demand for energy and change teachers and pupils' behaviour using electricity in every school in England.

00 06 2004 Soham Murders - Bichard inquiry Published. The Report severely criticised the Chief Constable of Humberside Police for misinterpreting the Govs Data Protection Act (DPA) in ordering the destruction of criminal records of child abusers. HO Mr Blunkett suspended Westwood but lifted it to allow him to retire a year early. The Cambridgeshire Police was criticised in failing to contact Humberside Police while the Chief Constable couldn’t be bothered to cut short a holiday after the investigation had become the largest in the force's history. Two Cambridgeshire Police officers were allowed to become involved with the families even though investigations were being progressed against them for alleged offences against children – a month before Huntley’s crime. One eventually pleaded guilty to child pornography offences while the other was cleared of charges of indecent assault and child pornography due to poor evidence, however he was later convicted on a charge of perverting the course of justice after it was proved that he had given a false alibi to clear himself of the charges. The Bichard inquiry established that there is not a clear code of practice between all Police authorities.

25 11 2005 POLICE MERGER - Geoff Hoon scraps debate.Proposals to cut the number of Police Forces in England and Wales from 43 to possibly 9 have sparked furious opposition.

 

03 03 2006 POLICE MERGER - HO Clarke- plans are to go ahead. Mr Clarke said he hoped to amalgamate forces in Wales, the North East, North West and West Midlands by April next year. The plans came after a report from the Inspectorate of Constabulary concluded larger forces would be better able to deal with terrorism and serious crime. The Association of Police Authorities has accused ministers of trying to "bribe" forces into submission by offering extra cash to those who submit merger plans quickly.

19 06 2006 POLICE MERGER - Reid delays controversial police merger plans.Shortly after taking over as Home Secretary last month, Mr Reid told the Association of Chief Police Officers that he hoped to have started the mergers by the July 25 recess.

 

12 07 2006 POLICE MERGER - HO Minister Tony McNulty – NO MERGER!. Lionel Barnard, West Sussex County Council Cabinet Member for Public Protection said "We consistently opposed the proposal because it has always been our view that enforced and unnecessary mergers were not the way to deal with top level policing.”

 

05 12 2007 UK- DNA database errors raise concerns.The largest DNA database in the world covering details on about 4.5 million people raises questions after inaccuracies and administrative errors found. Incorrect dates, spelling mistakes and duplications have been found by Data Quality and Integrity Team of the DNA database unit. In August 2007 statistics released by the Home Office (HO) were showing around 550 000 files with wrongly recorded or miss spelt names.

 

31 05 2008 Police force to use “common sense”. A leading police chief has given notice his force would not pursue "misleading" Whitehall targets, but allow officers to better prioritise their time. In a move which is apparently backed by three other constabularies, the head of Surrey Police said he wanted to return to "common sense policing".

 

19 07 2008 Police advise member of the Public to dispose of a murder weapon. A police force has launched a review after a member of the public was told to dispose of a knife found days after the murder of a father of three. The finder of the weapon said that the Police operator was very dismissive to his astonishment. He was then told to dispose of the weapon because there was no “free patrols”. It took another call before a CID Officer turned up!.

 

06 11 2008 Blair 'aware of IPCC block' in the murder of Jean Charles de Menezes's. Tony Blair was well aware that police were preventing the Independent Police Complaints Commission (IPCC) from entering Stockwell Tube station after Jean Charles de Menezes was shot dead by armed police. Dr Kenneth Shorrock (post-mortem examinationer) told how he was wrongly informed that the Brazilian "vaulted" over a ticket barrier before he was shot dead. On Tuesday a jury heard how the train driver fled into a tunnel as police shot dead the Brazilian because he believed firearms officers were terrorist "fanatics".
