UN urged to use the R2P doctrine against Sri Lanka
A Civil Liberty union from chennai, India urged United Nations to use R2P doctrine, to stop the genocidal war going on in Sri Lanka.
CHENNAI PUCL (People’s Union for Civil Liberties) urged on Tuesday the UN Human Rights Commission to intervene immediately in the Lankan Tamil issue by invoking the UN clause of ‘Responsibility to Protect’ (R2P) doctrine to stop the annihilation of Tamils and prevent the death of democracy in Sri Lanka.Dr.V.Suresh President PUCL Tamil Nadu and Pondicherry said, “ Indian government can no longer escape, by saying we cannot interfere in the affairs of a sovereign country. Under the R2P doctrine, which came into force, post Rwanda crisis in December 2001 as per the recommendations of the International Commission on Intervention and State Sovereignty, when a state fails in its responsibility to protect its citizens, the responsibility falls on the international community to intervene and protect the citizens from harm.”
PUCL under this doctrine proposes to file a case in the International Criminal Court to prosecute the Sri Lankan President, army chief and other top officals for crimes against humanity. In a recently concluded PUCL special national convention held in New Delhi (on March 21and 22 ), they passed a few resolutions to this effect.
Dr.V.Suresh, said “One of our demands to the Indian government is to stop aiding and abetting the war in Sri Lanka. Without the support of Indian government, the Sri Lankan army would not be in a position to wage the war successfully. We urge the Indian government to stop this kind of logistics support to the Sri Lankan government.”
He said, “It was shocking to know how this Sri Lankan issue is not known to the world outside Tamil Nadu. At this juncture it is important to internationalize this issue.”
The complete lack of media access to the war zone was one of the causes for lack of awarenesss about the extend of the sufferings of the Tamils. “We hope the international community prevail upon the Sri Lankan government to allow the media entry into the war zone to report the truth,” Dr.Suresh added.
PUCL also urged the Union Government to prevail upon on Sri Lankan government to go for a ‘Humanitarian Pause’ to create a conducive atmosphere for a political settlement. The UN on March 26 had also urged the Lankan government for a ‘Humanitarian Pause’.

R2P has not been implemented anywhere. Not even in an obvious case like Darfur.
It was brought forward by Canada and championed by Lloyd Axworthy.
Unfortunately, in Canada, the Conservatives, who are in the office, are trying to distance themselves from the entire Liberal initiatives.
It is a Canadian initiative.
The main goal was to protect civilians, hence it will suit the current situation in Sri Lanka. It was set up to deal with genocide, but it hasn't worked very well in practice so far.
The UN endorsed it, but there is no muscle or money behind that endorsement.
All genocides are fought after the fact in this world.

UN, please use your authority if the Tamil Diaspora all over the world to have faith in the UN. we are witnessing from thousands of miles away how cruely our families are being shelled, bombed, maimed and killed. It shows that UN do not care and scared of a failed state as well as has no will to either implement Right to Protect in times of genocide and intensified armed conflict or to call for a ceasefire to stop the civilians being killed by the Sinhala terror state who is oppressing and occupying the Tamil's homeland for the last 61 years since independence from UK.
THEREFORE, we demand you to do your duty and be an example to all Tamil Diaspora to support UN iniatiative in Sri Lanka and in other conflicts. Thank you

We have had puppets as U.N. heads and South Korea's Mr Moon seems to be having as much stamina and as far removed from serious human-rights issues as his predecessor Mr Annan in choosing the way U.N. goes about getting involved in stopping genocides and mass-killings.
Again and again we are seeing the "Responsibility" part of R2P missing when it comes to action and nations play ganging and passing-the-ball when lives are being lost.
WILL THIS CHANGE?
Time for an alternative U.N.??????

Here is a second or may be third chance for U.N. to prove its worthiness!!
At this juncture especially after Rwanda with "800,000 deaths" case where an impending Genocide was over looked, the international community has huge questions on U.N.'s ability to safeguard citizens and their rights of its member nations.
We have had puppets as U.N. heads and South Korea's Mr Moon seems to be having as much stamina and as far removed from serious human-rights issues as his predecessor Mr Annan in choosing the way U.N. goes about getting involved in stopping genocides and mass-killings.
