Vancouver's "Discreditable Conduct" Chief Appointed Victoria's New Police Chief

On Monday, the Victoria Police Board announced that former Vancouver Police Chief Jamie Graham had been appointed as Victoria’s Police Chief. 

Graham was appointed despite the fact that earlier this year, he was found to have engaged in “discreditable conduct” as Vancouver’s Chief by Police Complaints Commissioner Dirk Ryneveld. Pivot Legal Society on the Downtown Eastside has announced it will seek a "disciplinary hearing" into Graham now that he is once again under the Police Act.  Graham had retired as Vancouver’s chief before the “discreditable conduct” finding.

Graham’s appointment comes at a time when a Vancouver woman is requesting that United Way of the Lower Mainland and their donors cover her legal fees in the struggle to expunge allegedly libellous and misogynous material left over in police files from Graham’s administration.  She has documented evidence that under Graham, VPD constables worked with United Way to “harass” her in an attempt to prevent the dissemination to donors of a Report on United Way to which she had contributed. 

The evidence supports her claim that this joint effort of United Way Director Ron Dumouchelle and VPD Constables Lee Patterson and J.P. St. Amant made her the target of evidence-fabrication, Soviet-style political psychiatry, and illicit accessing of her medical records.  When complaints were lodged with Graham as the VPD “disciplinary authority”, he indicated that he was comfortable with such tactics.

The alleged victim, whose name cannot be used as it could further disseminate VPD/United Way libel, says that since learning of Graham's appointment as Chief, she has "no faith left in the justice system".  Graham told the media yesterday, "I believe in integrity and in doing the right thing."  She doesn't believe a word of it, noting that in her case, "When he had a choice between his cops committing crimes and doing the right thing, he chose crime."
