A frightening mosaic of alleged unconstitutional abuses threatens to nullify the rule of law and the right of due process under the law in America. Human rights violations could be taking place in cities and towns across the nation, but the mainstream media has yet to take note.
A group of "targeted" American citizens maintain they are being set up for ruin -- financially, socially and physically -- by an organized campaign of vigilantism that some victims believe is funded and supported by multiple levels of government, perhaps using citizen "watch" and volunteer programs as well as private fraternal organizations as a front for extra-legal harassment and persecution.
The phenomenon is commonly known as "gang stalking" and "community stalking." But that nomenclature tends to trivialize the issue.
Victims say it's a re-emergence of the monstrous methodology of the KKK, the Stasi and the Gestapo. It is, they say, mob rule that can turn even well-intentioned community organizers into an extra-legal control mechanism that some targeted individuals believe is coordinated and condoned by rogue elements within the power structure. The recent killing of an inmate at the Prince Georges County, MD jail could be the latest manifestation of such officially tolerated, extra-legal vigilante "justice."

Those who raise this issue claim that their telecom connections are subject to surveillance, interruption and tampering. They report that their ability to freely communicate is severely circumscribed. Careers are ruined, reputations are slandered, and the physical well-being of targeted individuals is placed in serious jeopardy by the employment of high-tech instruments capable of inflicting pain and harm; those are the charges. Victims have said that their mail is intercepted, transactions are sabotaged and financial statements are altered to surreptitiously drain targeted persons of their financial security, driving them to destitution and personal destruction. Entire families, they claim, have been decimated. They say this phenomenon may even explain in part the crisis in the mortgage and credit markets. Now let me give some personal testimony, based on my personal experiences. I typically avoid "becoming" the story; but this is a true story that justice compels me to tell:
I am an investigative/business reporter/producer who has worked for major newspapers, TV stations and magazines. I had my own TV show in the metro New York market for six years. Perhaps not coincidentally, the show ended just as I began to realize that I was being methodically and destructively gang-stalked. It's been going on for more than four years. I have tried to seek redress by going through official channels, to no avail. It wasn't until I read and researched the many web sites on the subject that I began to realize what was happening --- and that others are being similarly afflicted.
I have contacted media outlets, but I find that there is a concerted effort to destroy my credibility, and I believe that has affected my ability to get this story told. (Persons targeted by this movement report that their complaints to public officials are routinely received with scorn and not-so-subtle suggestions that the complainants are mentally unbalanced -- a response that critics maintain is part of a strategy to neutralize those who dare to challenge the prevailing dogma.)
I was part of "major media" for many years, and I can report that the mainstream media is highly vulnerable to intimidation, manipulation and rumor-mongering. I post this message at some personal risk to myself and to my family; but I cannot remain silent and solely rely on "the system" any longer. The system isn't working.
My name is Victor Livingston. I live in Bucks County, PA. My email address is scrivener50@verizon.net. But my email is erratic, my accounts have been subject to hijacking, and I can't rely on the privacy or even the veracity of electronic communications. I fear that my identity has been stolen and that I have been set up by rogue elements that have tolerated this extra-legal activity, and who will resort to "any means necessary" to suppress accounts of official misconduct.
Federal law enforcement is aware of gang/community stalking; indeed, it is possible that federal grants are being used by localities to fund such activities under the guise of community watch groups and volunteer corps. Some local police personnel who have resisted the vigilante movement reportedly have become targets.
My hope is that conscientious officials under the direct authority of the Justice Department are working behind the scenes to curb the abuses. I have officially requested a civil rights investigation into what has been happening, but to no avail. I have tried to contact my Congressman, Patrick Murphy, but those efforts have been unsuccessful. That explains why I have resorted to multiple postings on the web, so I can confirm that my words have not been altered. I have also emailed members of the House and Senate judiciary committees to request a congressional investigation.
If you are a fellow journalist, please investigate this under-the-radar abuse of power in your own community; odds are, it's going on in your own backyard. Residents of other industrialized nations also have posted reports of organized gang/community stalking in their communities, suggesting that these tactics could be part of an international reactionary ideology.
And if you know or work with Sy Hersh, Nat Hentoff or Bob Woodward, or local journalists in your local communities who are more than just stenographers for the status quo, please send them this post.

I never would have believed this could happen, either- until it happened to me and my son on a trip we took out west after my father dies. We were tracked across the country (using gps and audio) like dogs and all kinds of bizarre things occurred at the various motels we stayed at. If someone had told me the story before I would have been skeptical.....

I made the mistake of checking out citizensoulpower.com and watching part of the film "Zeitgeist" on that site. It reinforces my initial impression that Mr. Livingston is one sick puppy. The film is a psychedelic excursion into 21st Century Nihilism the aim of which is clearly to reduce religion--chiefly, Christianity-- to an absurdity.
Livingston's moans remind me of an old song which included the lyrics, "They're coming to take me away!/ Ho ho, he hee, ha ha/To the happy farm/Where everything is beautiful/All the time..."

I am not Livington but to say he is sick because of the Zeitgeist video is like saying don't sign a petition on ACLU if you are a christian to stop torture because the ACLU is anti-christian. Sometimes grouping with people for a simlar cause even if you do not agree with everything they say is better , because you have numbers. They want you to be isolated and alone when they go after you. Many of the people I talk with for support are having different issues then my own. Each person situation is unique to them. This maybe because their particular method of torture works best on them who knows.

This is happening EVERYWHERE! I am aware of at least 8 people affected by this in the Florida panhandle. I am sure there are many more I do not know. This has become a very big problem and seems to be getting worse. I believe they are going to get so big that it is going to destroy their cover and they will have to stop. I hope that's what is going to happen anyway. Thanks for the article. We need many more like it!!!!

I can no longer respond to the above with the official tagged responses, because although I just signed up to this site today, my password apparently has been hijacked and I can't sign in under my handle of Scrivener. So this will have to suffice until I hear back from site administrators.
The vitriol of some of the above responses speaks volumes. I urge others with experiences similar to mine to come forward publicly before this descent into fascism spreads further. I retain hope that conscientious officials in law enforcement are working to correct these abuses, which now threaten their own ranks in many communities.
Vigilantism has run amok; people are being destroyed. Even police officers who have resisted these lawbreakers are being targeted. I still retain hope that justice will prevail. Mukasey is aware; Chertoff is aware. These are good and honorable men who inherited programs that may have been in place for years. Now that the truth is coming to light, these men will not let this stand. At least that is the hope that keeps me going; that, and my faith in God.
One final point: I decided to go high-profile after a speeding pickup truck aimed directly for me and nearly ran me down on Monday night. When I raised my hand for him to stop, he slammed on the brakes, then dared me to take down his license number. As I walked toward the rear of his truck, he threw it into reverse and sped backwards down the street.
That was it for me; I called the police to report the incident and then I decided to go as public as possible. The fact that he was afraid I'd get his plate number convinced me there's still a chance to beat back these vigilantes; if he was fearful of being caught, that means he believed the authorities would take action if they caught him in the act.
I hope some others join me, soon, while I'm still able to fight. This is urgent. Our nation's freedom is on the line.
In the meantime, I wait to see how long it takes for my colleagues in major media to realize that national elections are meaningless of the rule of law already has broken down at the street level.
It's easier, I suppose, to cover the horse race than to do some digging at the county seat and in local communities. Some local police officers are as revolted at what's happening as I; but no one's asking the right questions. Hopefully, the curative process is now underway.

I am not sure who you pissed off. But you are from media. My so called stalkers are from media. Knowing this you got to realized how high this goes. We are talking about who owns who here. The media is own by how many network corps? All these guys got their hands in AT & T pockets. All own a percentage. The government just gave them immunity for handing over phone calls to the government. But listen to this. They all got their hands in AT & T pocket. There is a private government room inside AT & T? Media then as access to all our phone calls along with government. Media has connections to Mafia? I do not know but it looks like it. Does media own corps that are homeland security contractors? Who has all the satellites in the sky? Just things to be thinking about. If you find out who owns what and they are all government, media, and mafia. Then how do you fight that? Media got its hands in the pockets of the Echleon System too? I making some guesses here off of shit I am not a investigated reporter. But just what is going on here?

Where does Northrup Grummen, Lockreed Martin, Boeing and L-3 Communications fit into this equation too? Are they connected to this network in anyway. What government staff members or ex members are on the board of media networks. I find it odd that people for years claim someone is putting voicies in their head and now there is actual technology that can do that. And that media is one of the investors and government is now making electronic weapons from such technology. Also does government and media have access to reading peoples thoughts. Or Mafia for that matter. Surveillance..............................

Mr. Livingston, you are one of the few fairly high-profile targeted individuals of this crime that I have come across, and I applaud your courage for coming out publicly. You have risked your credibility and status as an objective reporter with this action, and that had to take some guts, and again I applaud you for it.
I myself have been a TI for about 4 years now. My harassment has been strictly related to the slander, stalking, harassment, directed comments in public, motor vehicular harassment, creation of emotional and psychological triggers via neurolinguistic programming (NLP), and most recently workplace mobbing where I felt that for the sake of my own emotional and psychological well-being that I had to drop out of a company-sponsored training program for a new career. Although I do believe and accept the stories of all of the TIs who state that they have been targeted by the directed energy weapons, this is something that I myself have not been attacked with. I don't know why that is, but I thank God that I have not as yet had to deal with this aspect of the gangstalking harassment.
For whatever reason, for the last few weeks, my own harassment has dropped off precipitously. I have wondered as to the reasons why, but I am hesitant to draw any conclusions.
As I am sure you have already found, there are many, many theories out there as to what gangstalking is all about. This is still in question. No one really knows for sure where it will lead. However, I do think it is safe to say that it is a monumental and historic power play by some very powerful and wicked individuals who wish to bring We The People to our knees.
Many have heard about the East German secret police called the Stasi. The Stasi literally had 100s of thousands of people either directly under their employ or receiving special favors and privileges for acting as informants against their fellow citizens. Could it be that something as sinister as the Stasi is in fact being set up right here in the good old USA?
I like to entertain the fantasy that there are still enough good people in this country who actually care enough about liberty, freedom, individuality, and the U.S. Constitution and who are also willing to fight for these things; however, my fear is that we have all become too self-absorbed in our own problems and that we will continue our descent into a Stasi-like fascist state. Having said that, however, I still do hold some hope that we will be able to fend off this most serious threat to our way of life here in the U.S.

Thank you. I, too, retain the hope that this evil can be overcome. But I must tell you, my recent experiences since making that post do not seem to auger well for the forces of justice and humanity. I mentioned earlier that my password was hijacked yesterday. For a long time, I was unable to log on and control my page. I noticed a change in the article that I did not make. Later my password worked; I changed the password, but it appears to me that my every keystroke is being recorded and that I am not in total control of my computer. There is a lengthy post on the net which explains why this is possible; I don't have the citation handy, but it's an account by a former government employee about the pervasiveness of "remote computing." That's one of the great dangers to freedom of speech; these days, you don't know that what you say or write will stay in the same form in which it was originally said or written.
You may have noticed that I was short on personal details of my experience with community/gang stalking. I plan to post additional articles shortly. You applaud me for bravery, but there's nothing brave about this. I'm doing this because I realize I have nothing to lose. Even though I know many, many editors and writers in big media, not a single one has contacted me. It could be because my calls and emails are being diverted (for someone who has gotten nearly 2,500 page views as of this hour, I have received only a couple of emails, and absolutely no phone calls stemming from this post, even though I published my email address and phone number (again, I have nothing to lose).
Thanks to sites like this, I can keep my hand in journalism. But nobody's making any paying offers. I have been terribly slandered and defamed, and this is going into its fifth year. I know that there are ongoing attempts to frame and entrap me for only the Lord knows what. I no longer wonder how the mortgage and credit crunches have happened. Nothing like that has happened since the great Depression, and how families across the nation are being ruined. Just as vigilantism has run rampant, both in the U.S. and in Canada,so, too, has this financial infection. There could be a connection.
People formerly close to me have been intimidated and, I believe, lied to. This thing goes much further than the vigilante activity on the streets. They're just the "muscle." They're self-righteous, gullible, easily manipulated people who have been recruited for the dirty work. I ask them to ask themselves, "What would Jesus say?" Wasn't he subject to precisely the kind of treatment at the hands of the Romans that you're inflicting on persons whose true background and character you don't even know?
But like you, I hold out hope that people like Gates, Chertoff and Mukasey are aware, and, at this very moment, are taking steps behind the scenes to curb the worst of it. I know they've yet to succeed, because certain assaults on my well-being and that of my family continue, albeit at a somewhat reduced level of late. Our water still tastes funny, as do certain foodstuffs, and that's troubling, as are things like various pains that , shall I say, don't seem quite natural.
I make this allusion at the risk of being called paranoid. I do it now, after more than four years of what this agony, only because if the higher-ups do have their ear to the ground, they have ways of confirming that atrocities (there, I said it) are being committed in communities across America. So I put myself out as the canary in the mine, hoping that the true patriots above what's happening down below can cut off the toxic gas and again restore fresh air -- and our democracy and our respect for the rule of law.
I will have much more to say on this, provided that I remain physically able and that the rogue powers-that-be do not cut off entirely my ability to communicate (which I know they can do at any moment... or alter my words to make matters even worse).
I'm not the only correspondent on this subject who says, if you stop hearing from me, you know something very terrible has happened, or that the gradual infliction of this ongoing distress has finally taken its toll. But for now, I'm signing off to go and try to enjoy another beautiful day that God has given me and my family.

If what you are saying is true you have every reason to be paranoid. Being paranoid does not mean you are not being watched or stalked. IT is very hard to not be suspicious or concern that every time someone speaks to you that they are not someone who is following you. Of course they are watching every word you are saying. From what I been learning about this you become sensitized to certain stimuli so when certain people act a certain way you may suspect them even if they are not involve because you have already been train to believe they are the enemy. I know I ramble on about nothing. Did you intend to interview some of the saner or more experience members of the "gang stalking" community. To show others stories?

I just received an interesting update from the Southern Poverty Law Center and this in conjunction with a U-Tube video makes sense from the perspective of my experience. It may also make sense in relationship to my time line. The SPL has a listing of "hate groups" in the NYC area. An executive of one of these groups was actually in my home as a prospective buyer. I did not sell. This was in 2005.

I do not know much about DEW. I had not been able to accept it's reality. Recently I've come to entertain this as explaining to some, if not most, of the physical symptoms that I had and even the idea that my food was being poisoned. This, of course, would be to create paranoia....a goal of this sick strategy. Instead of the actual food or cigarette or whatever the symptoms of poisoning can be inflicted via DEW and attached to the activity/food and perhaps specific people. Instead of multiple sources there is actually just one, DEW. Of course, all the activity is geared to present the Target as insane, paranoid, a threat, etc., etc. The totality of the methodology was an exact replica of Organized Harassment - smear, gas lighting, noise campaign, threat, etc., etc. FFCHs, is this the correct name, has a good survey. Reviewing this and my experiences adds DEW to the list of illegal activity that has/is taking place.
Legally -- this is very definitely pre-meditated murder. The stats I found indicate that only(?) 2% are actually killed. Given the isolation and defamation of truth, it is likely much higher. Avoid isolation. At the very least, it is a conspiracy to inflict severe emotional distress. There is NO JUSTIFICATION for not receiving legal protection/support. What is difficult is getting over the shock/trauma. Actually it's not really getting over it -- it's putting it aside so you can function to take action. (Keeping my "MIND" free while my body goes to work.) Legally, it entails separating the assault into sections -- but it is first criminal and it is personal injury. Most, if not all personal injury attorneys work on a contingency basis. I may have an update in this area shortly.
TI's will reach a point where they stop fearing -- Dodos have our number already and know where we live. It's time to get theirs!!!! And, more importantly their source. I'm harassed with what I refer to as the "sign of the cell". Sometimes with cellphones, sometimes with a fist to the ear. Mimicking is also being used. I bought a large mirror and printed the word "vampire" on it. I have this in my car. I do my best to keep myself in humor -- "humor is the song of Heaven". The mimicking makes it obvious that it is being directed. It is also blatant in and around the Dobbs Ferry - and through out the Westchester County area. I have a white Boxter. I have attempted to get someone to film this. I am taking info on the Perps -- The mirror makes ME laugh.
There is a petition -- the numbers appear to be tampered with. I have sent numerous people to this site and will continue to do so. It presents a visual of TIs and our geographic areas. YO Vic - sign the petition! There are 40 signatures now - at 9:05 PM - August 12, 2009. Over and out for now.

Dear David ,
There are only three reasons that surveillance would drop off :
1. they are running out of money because they have too many people to stalk,
2. Torture has become a household bad word, and nobody wants to be associated with a torture cult during a time of war, because that makes it a war crime not stalking, no statue of limitations. So we may not catch these leaders now, but down the road when this makes the public's full attention and it will, then we will have justice.
3. The leaders are expanding and starting to step on each others toes, so they are having to fight with each other.Dogs eating dogs for power and territory.
It a mater of time, there are to many victims stepping forward, and some of them have power and money.

I am being very transparent now. As a journalist, you have better access. How about getting in contact with Henry Rollins. And ask him about the stalking list. Ask him about the mechanism of gang stalking. He should be anyone's number one reference, because he is a) no sell out b)well informed c)high profile.
If you don't like Henry Rollins because of image issues you missed another great chance to achieve the attention this matter deserves.

These allegations include non-consensual experimentation with Directed Energy Weapons (DEW's) and organized stalking perpetrated by the US military and other intelligence agencies, corporations, and teams of private citizens.
In March of 2008 FFCHS, in collaboration with Attorney Wilson, faced a challenging and ongoing crisis with compelling evidence pointing toward the need for governmental oversight and legislation that would protect targeted individuals against the use of DEW's and organized stalking via covert surveillance. DEW's are a class of military armaments that project sound and eight types of electromagnetic energy in the full spectrum - radio waves, microwaves, infrared waves, visible light, ultraviolet light, x rays, gamma rays, and cosmic waves. DEW's function by manipulating sound and energy with various wavelengths and frequencies used in current military applications and for covert purposes intended to torture, induce auditory effects, and inflict internal injury to unwitting civilian targets. Currently, the US Military Commissions Act of 2006, signed by President Bush contradicts the International Declaration of Human Rights in that it sanctions inhumane treatment and torture. In a web of complex overlays there is no protection for victims. FFCHS believes that immediate intervention from Congress is imperative to achieve the goal of freedom from DEW abuses, unwarranted surveillance, organized stalking, and harassment. Attorney Wilson states, "Many citizens are desperate to be freed from the disturbing, intrusive and oppressive targeting."
A March 21, 2008 article published by the magazine, New Scientist, details a declassified US Army report on non-lethal weapons and their biological effects including reproductive disorders and cancer. The report was released under the US Freedom of Information Act by the US Army Intelligence and Security Command at Fort Meade, Maryland. It gives an overview of what in 1998 was state-of-the-art technology for crowd control and other applications. As stated in the article, "The DOD confirmed to New Scientist that it released the documents, which detail five different 'maturing non-lethal technologies' using microwaves, lasers and sound." Over a decade later, not only has this technology advanced, but so has its potential to inflict serious injury and death.
Furthermore, research from Project Censored, substantiates that, "New technological capabilities have been developed in black budget projects over the last few decades-- including the ability to influence human emotion, disrupt thought, and present excruciating pain through the manipulation of magnetic fields. The US military and intelligence agencies have at their disposal frightful new weapons, that have likely already been covertly used and/or tested on humans, both here and abroad, and which could be directed against the public in the event of mass protests or civil disturbance." FFCHS and Attorney Wilson assert that a growing number of Americans are reporting symptoms that include, but are not limited to, severe physical trauma such as shocks, stings, burning, nausea, and sleep deprivation.
Targeted Individuals (TI's) of domestic terrorism originate from many different backgrounds and are affected physically, psychologically, socially, and economically as a result of the organized stalking and DEW torture. This group is currently engaged in leading TIs in a lawsuit that is taking up their time and their money, and giving them only false hope. The group's leader has all the appearances and behavior of an agent, who uses all the tricks in the Cointelpro book. He resists requesting a new investigation of Cointelpro. Is it because he would ultimately be exposed? Ask exactly what they've accomplished thus far on behalf of TIs. Look into their record of making TIs appear to be mentally unstable. Ask about their disruption and hijacking of other groups working with the best interests of TIs in mind.

I have observed this group and I am sure that there are stalkers there.
Are they a front to round up real "targets"?
Could be.
I consider many of the websites I have seen to be disinformation and/or victim "round-up" or identifying attempts.
