A frightening mosaic of alleged unconstitutional abuses threatens to nullify the rule of law and the right of due process under the law in America. Human rights violations could be taking place in cities and towns across the nation, but the mainstream media has yet to take note.
A group of "targeted" American citizens maintain they are being set up for ruin -- financially, socially and physically -- by an organized campaign of vigilantism that some victims believe is funded and supported by multiple levels of government, perhaps using citizen "watch" and volunteer programs as well as private fraternal organizations as a front for extra-legal harassment and persecution.
The phenomenon is commonly known as "gang stalking" and "community stalking." But that nomenclature tends to trivialize the issue.
Victims say it's a re-emergence of the monstrous methodology of the KKK, the Stasi and the Gestapo. It is, they say, mob rule that can turn even well-intentioned community organizers into an extra-legal control mechanism that some targeted individuals believe is coordinated and condoned by rogue elements within the power structure. The recent killing of an inmate at the Prince Georges County, MD jail could be the latest manifestation of such officially tolerated, extra-legal vigilante "justice."

Those who raise this issue claim that their telecom connections are subject to surveillance, interruption and tampering. They report that their ability to freely communicate is severely circumscribed. Careers are ruined, reputations are slandered, and the physical well-being of targeted individuals is placed in serious jeopardy by the employment of high-tech instruments capable of inflicting pain and harm; those are the charges. Victims have said that their mail is intercepted, transactions are sabotaged and financial statements are altered to surreptitiously drain targeted persons of their financial security, driving them to destitution and personal destruction. Entire families, they claim, have been decimated. They say this phenomenon may even explain in part the crisis in the mortgage and credit markets. Now let me give some personal testimony, based on my personal experiences. I typically avoid "becoming" the story; but this is a true story that justice compels me to tell:
I am an investigative/business reporter/producer who has worked for major newspapers, TV stations and magazines. I had my own TV show in the metro New York market for six years. Perhaps not coincidentally, the show ended just as I began to realize that I was being methodically and destructively gang-stalked. It's been going on for more than four years. I have tried to seek redress by going through official channels, to no avail. It wasn't until I read and researched the many web sites on the subject that I began to realize what was happening --- and that others are being similarly afflicted.
I have contacted media outlets, but I find that there is a concerted effort to destroy my credibility, and I believe that has affected my ability to get this story told. (Persons targeted by this movement report that their complaints to public officials are routinely received with scorn and not-so-subtle suggestions that the complainants are mentally unbalanced -- a response that critics maintain is part of a strategy to neutralize those who dare to challenge the prevailing dogma.)
I was part of "major media" for many years, and I can report that the mainstream media is highly vulnerable to intimidation, manipulation and rumor-mongering. I post this message at some personal risk to myself and to my family; but I cannot remain silent and solely rely on "the system" any longer. The system isn't working.
My name is Victor Livingston. I live in Bucks County, PA. My email address is scrivener50@verizon.net. But my email is erratic, my accounts have been subject to hijacking, and I can't rely on the privacy or even the veracity of electronic communications. I fear that my identity has been stolen and that I have been set up by rogue elements that have tolerated this extra-legal activity, and who will resort to "any means necessary" to suppress accounts of official misconduct.
Federal law enforcement is aware of gang/community stalking; indeed, it is possible that federal grants are being used by localities to fund such activities under the guise of community watch groups and volunteer corps. Some local police personnel who have resisted the vigilante movement reportedly have become targets.
My hope is that conscientious officials under the direct authority of the Justice Department are working behind the scenes to curb the abuses. I have officially requested a civil rights investigation into what has been happening, but to no avail. I have tried to contact my Congressman, Patrick Murphy, but those efforts have been unsuccessful. That explains why I have resorted to multiple postings on the web, so I can confirm that my words have not been altered. I have also emailed members of the House and Senate judiciary committees to request a congressional investigation.
If you are a fellow journalist, please investigate this under-the-radar abuse of power in your own community; odds are, it's going on in your own backyard. Residents of other industrialized nations also have posted reports of organized gang/community stalking in their communities, suggesting that these tactics could be part of an international reactionary ideology.
And if you know or work with Sy Hersh, Nat Hentoff or Bob Woodward, or local journalists in your local communities who are more than just stenographers for the status quo, please send them this post.

I have a friend in Canada who is a target of this organized stalking and at first I did not believe her until I did some searches on the internet. I could not believe what I was reading. My friends story was so much like the stories I read on the internet. I am still having a hard time wrapping my head around the idea that common citizens can be treated this way and that ordinary citizens groups that we all know and support in our community are the ones persecuting the people they stalk and harass. How could this happen in Canada, how could people be stalked, harassed and attacked with directed energy weapons? and why is it the police are not investigating this crime?
What has our world come to?
The people who are the perpetrators of this crime obviously do not know what they are doing. I have researched COINTELPRO and I think the ones who persecute other people are probaly manipulated or lied to on many levels. They probably believe what they are doing is for the greater good of their community. These people need to be educated. This crime needs to exposed!

The post above was originally posted "Have a nice day." I believe that some person or entity has "spoofed" my IP address -- perahps via my wireless router, perhaps internally at my ISP -- and has hacked this site and changed the post to the above.
I also noticed typos inserted into my "Get Political" post earlier today.
I don't know exactly who's doing this, but whoever or whatever entity is responsible obviously has technological expertise. If the site owners/administrators are seeing this, I would suggest that you investigate and protest loudly; your site is being hacked, and it could be an international incident that's affecting the right of a Canadian company to freely and efficiently operate its business without malicious interference.

Mr. Scrivener, you just described my life story, which would read something like a bad science-fiction/porno novel ... it all began back in the late 1970's, when, as an enlisted man in a branch of the US military, I happened to 'differ somewhat' with 'management' ... I even went so far as to send a letter or two to some newspapers about a few things ( I was young - didn't know any better ... ) , and, even worse, far worse, my parents involved a US congressman and a US Senator, and a letter from my father went even higher than that ( as an interesting aside, during the decades which have passed since those days, both my parents became convicted felons ) ... it's been quite a ride, I can tell you ... But, being a buddhist now for many years, I realize all this so-called external reality we live in like so many goldfish in their bowl, is really only a product of mind anyway ... very helpful viewpoint when you've been 'me' ... your article is a very interesting read, and somehow comforting --to know there are others besides myself who may very well share this same 'karma', and so scary, because it could really be true ... thanks !
PS - Now I know what my father meant, back then, when, during another of his attempts to counsel me to 'back down', he said, simply, "Don't piss off the King !" ... now, thirty years and more since he said it, I am pretty sure his advice was the best a father could offer ...

lol , Someone had forgotten to inform me who was KING. I was unforunately raised in the U.S. and given a false belief system. Which backfired on me. *laughs* If I had been raised to realized and understand what I was dealing with I would of made different decisions for sure. Right? But I screwed. Our western, consumer society is rotten to the core. This sick culture that is making all of us sick. We have been taught that things, mere 'stuff' is more important than peace with our own neighbors. There is virtually no community left here anywhere. Our society has induced us to compete with each other to the extent that as individuals and special interest groups we have little hope of ever teaming up to resist the real adversary ... it's the old, old story of 'divide and conquer' ... we have forgotten we are all family ...
On the other hand, there is something extraordinarily special about human beings -- in a very real sense we have what can be called 'unlimited potential' ... the 'potential' to understand each other, the potential to move beyond old limitations, the potential to wake up to the way it is !
When enough of us, as individuals see the 'Western Dream' for the nightmare it really is, this 'critical mass' will cause a 'chain reaction' to occur -- radically altering our world's cultural landscape. A quantum change that can happen in a remarkably brief span of time.

Until she does, maybe those who are perpetrating human rights abuses as judge, jury and executioner should be put on notice that if they don't stop, right now, they are risking their careers because Gates, Mukasey and Chertoff know full well what's going on and they won't be taken for chumps. And if W's legacy is imperiled by revelations of domestic torture and civil rights abuses, there will be hell to pay for the next six months, and whomever is the next president won't take kindly to inheriting this mess. So to all those who have subscribed to the rule of the jungle rather than the rule of law, be put on notice: stop the abuses right now, restore the victims as best that you can after the damage you've already inflicted, and cover your butts while you still can.

I live in Nanaimo, BC Canada and I am one of 12 targeted individuals in this area of Vancouver Island. I know of many more targets in other areas of Canada. All of us have been targets of covert stalking, community harassment and we are also attacked with energy weapons. There are many people globally who have knowledge that they are a target and even more people who do not know they are targets.
This has to stop, we need to find a way to expose this crap!

Wonderfully vague on all points: who it is that is stalking? "citizens" "law enforcement types" "funded by multiple levels of government", what is stalking? "ruin you financially socially and physically...high tech instruments...inflicting pain and harm...families ruined" who is the target? "those who raise the issue" and of course poor Mr Livingston who informs us that his password for this site has been corrupted.
Why are these people called vigilantes and why are they picking on our Mr Livingston and not some murderer or predator.

I am just curious. Do you really think if you woke up one day and discovered that you were being stalked that you would know all the facts and who was doing it? You could only draw conclusions based on assumptions and circumstantial evidence at best. Unless you were a professional investigator and then who is to say. To even know why might be a hard question to answer. Sometimes the only answer to why are you being victimized is ,I do not know.

There is a wealth of information even attribution to other sites yet in your analogy you admit it is all based on assumptions and circumstantial evidence. The problem here is you can't say "I don't have all the details you wouldn't if you were stalked" then turn around and pretend you uncovered a grand conspiracy. Please, I'm beginning to think your not serious. One other point, they are categorized as vigilantes. If that is the case then why is it that you don't know "why". Either they are fighting crime or they're not. If they go after innocent victims and one of them were me, I wouldn't think of calling them vigilantes, it never would cross my mind.

It works kind of like this - First you have to, 'Piss off the King' -- then a few years later (1) You are charged with the most serious capital crime possible for the state in which you are living. (2) The first attorney you retain to defend yourself in your initial frenzy and chaos of mind isn't quite the right one for the case, but he's got enough time to become familiar with the facts. (3) The second attorney is this right one and makes a single phone call to get the charges not dropped, but reduced to one far, far less serious, yet it's still bad enough.(4) Case is concluded, you do a couple months jail-time anyway. (5) Attorney (2) 'drops dead' in his office a few years later. (6) Seven years later attorney (3) gets case (1) 'sealed', so background checks won't find it. Not 'expunged', mind you, because of the 'nature' of the crime. (7) A few years later attorney (3) dies 'unexpectedly' from an 'unusually virulent' form of cancer -- state legislature issues a resolution in honor of the gentleman's passing. (8) Now that the background check comes up clean, you get a great job with a major university based on your professional abilities and accomplishments. (9) After a couple increasingly hostile years of emplyment there, you are given 30 days notice that your job has been eliminated due to lack of funding. (10) Your boss is kind enough to honor your request for a letter of recommendation, in which he graciously mentions that although they had many planned assignments for you, these assignments 'never materialized' due to the 'vaguaries of funding' ... (11) And on and on and on ...
That's only about 15 year's worth ...
Does it seem confusing ? You should try living it ...

Perfectly clear. A person goes to jail comes out lands a job then gets laid off. Again it is all extremely vague and evasive. Capital crime? Really? Innocent or guilty? Well there was a plea and time was served, have to assume there was guilt, right? Never mind the business of "first you have to 'piss off the king'" if that were the case plea innocent, stand on principle. This is nonsense, you either know or are delusional. You may not be as important as you think. There may be no conspiracy around you and if you served time and got fired, hey, your not perfect. Live with it.

It is funny I just read a document called Psychology of Intelligent Analysis written by the CIA. It teaches how to analysis situations. Looking at things from different perspective. Liking into the future sort of and role playing and using your creative to improve intelligence analysis. One one become more self - conscious about their reasoning process, so as to make better judgment and conclusions. Even demonstrated pictures where one person looks at a picture they see one thing and another person looks at it they see another thing. Because they are both using different perspective. The trick is to step into the other persons shoes and get outside the self made boundaries we put on ourselves. When we do that and begin to think the way the other person would think and not how we think. All your arguments are from one perspective at the moment. Now if you are the one who has organized the stalking. How would you see this picture. Then put yourself in the shoes of the person being stalk. How would you see the picture. If you have to sit down and make a three part list. You apparently already started on one side of the story but you left two other important parts out. The Victim and The Perpetrators.

Mike, people are incredulous when you try to tell them what is happening, so I haven't gone into detail. Now I know what they can do with remote computing. In some ways you're lucky; you're connected with a school where you can use computers they won't mess with. There's only one way to fight this: Public awareness and public pressure. That's why I went so public after more than four years of torment and a successful career decimated. We are sport for these people. But now some local cops are worried that they'll be forced to take the fall and they're starting to talk. Chertoff and Mukasey are being played for fools. They know by now, and they won't let this stand. I believe the same goes for Gates.... and W has his legacy to worry about. The people responsible for these programs can save their butts if they just stop now, and restore victims to a modicum of good health. At this point, that's all I want. I come from mainstream media, and I am amazed how they buy into the slander and surrender to intimidation, even some who claim to be champions of civil liberties. But local law enforcement may be starting to talk, because they're worried that they're going to have to take the fall for all of this. So some agencies that have looked the other way are going to be forced to act. If the abuses stop and victims are made as whole as possible, they can get off scott free. And that's okay, if the abuses end. Until such time, we must continue to convince the public and the media that yes, it is happening here and it must stop. Now. I've put what's left of my life on the line. Now we must convince my media colleagues that we are fighting for their freedom, too.

I can understand the doubt of many people who post in this comment section. It is very difficult to think that this is actually going on in a so called civilized world. Even though this is happening to me I have a hard time understanding why other people do this to their fellow man. I see the perpetrators of this crime (in my area) as being manipulated and lied to and these people do not have a full grasp of what they are doing or the ramifications of their actions. I know that many of my stalkers are community police and I also know that many of them would not be party to this crime if they knew we were attacked with directed energy weapons.
In addition to community police keeping an eye on me I have the stalkers that are paid to do this. These people work for private investigation/security companies who do contract work for both the RCMP and ICBC (Insurance Corporation of BC). I know that many targets have been in orchestrated car accidents and they have been injured. It is a known fact that ICBC hires such companies to surveillance those who make injury claims against their insurance. The security companies who have the contracts with ICBC will orchestrate car accidents with new targets and existing targets so that they can continue to be paid for the stalking and harassment of a target. This group of paid vigilantes know exactly what they are doing.
