A frightening mosaic of alleged unconstitutional abuses threatens to nullify the rule of law and the right of due process under the law in America.  Human rights violations could be taking place in cities and towns across the nation, but the mainstream media has yet to take note.

A group of "targeted" American citizens maintain they are being set up for ruin -- financially, socially and physically -- by an organized campaign of vigilantism that some victims believe is funded and supported by multiple levels of government, perhaps using citizen "watch" and volunteer programs as well as private fraternal organizations as a front for extra-legal harassment and persecution.

The phenomenon is commonly known as "gang stalking" and "community stalking." But that nomenclature tends to trivialize the issue.

Victims say it's a re-emergence of the monstrous methodology of the KKK, the Stasi and the Gestapo.  It is, they say,  mob rule that can turn even well-intentioned community organizers into an extra-legal control mechanism that some targeted individuals believe is coordinated and condoned by rogue elements within the power structure.  The recent killing of an inmate at the Prince Georges County, MD jail could be the latest manifestation of such officially tolerated, extra-legal vigilante "justice."

Those who raise this issue claim that their telecom connections are subject to surveillance, interruption and tampering.  They report that their ability to freely communicate is severely circumscribed.  Careers are ruined, reputations are slandered, and the physical well-being of targeted individuals is placed in serious jeopardy by the employment of high-tech instruments capable of inflicting pain and harm; those are the charges. Victims have said that their mail is intercepted, transactions are sabotaged and financial statements are altered to surreptitiously drain targeted persons of their financial security, driving them to destitution and personal destruction.  Entire families, they claim, have been decimated.  They say this phenomenon may even explain in part the crisis in the mortgage and credit markets. Now let me give some personal testimony, based on my personal experiences. I typically avoid "becoming" the story; but this is a true story that justice compels me to tell:

I am an investigative/business reporter/producer who has worked for major newspapers, TV stations and magazines.  I had my own TV show in the metro New York market for six years.  Perhaps not coincidentally, the show ended just as I began to realize that I was being methodically and destructively gang-stalked.  It's been going on for more than four years.  I have tried to seek redress by going through official channels, to no avail.  It wasn't until I read and researched the many web sites on the subject that I began to realize what was happening --- and that others are being similarly afflicted.

I have contacted media outlets, but I find that there is a concerted effort to destroy my credibility, and I believe that has affected my ability to get this story told.  (Persons targeted by this movement report that their complaints to public officials are routinely received with scorn and not-so-subtle suggestions that the complainants are mentally unbalanced -- a response that critics maintain is part of a strategy to neutralize those who dare to challenge the prevailing dogma.)

I was part of "major media" for many years, and I can report that the mainstream media is highly vulnerable to intimidation, manipulation and rumor-mongering.  I post this message at some personal risk to myself and to my family;  but I cannot remain silent and solely rely on "the system" any longer.  The system isn't working.

My name is Victor Livingston. I live in Bucks County, PA.  My email address is scrivener50@verizon.net.  But my email is erratic, my accounts have been subject to hijacking, and I can't rely on the privacy or even the veracity of electronic communications.  I fear that my identity has been stolen and that I have been set up by rogue elements that have tolerated this extra-legal activity, and who will resort to "any means necessary" to suppress accounts of official misconduct.

Federal law enforcement is aware of gang/community stalking;  indeed, it is possible that federal grants are being used by localities to fund such activities under the guise of community watch groups and volunteer corps.  Some local police personnel who have resisted the vigilante movement reportedly have become targets.

My hope is that conscientious officials under the direct authority of the Justice Department are working behind the scenes to curb the abuses.  I have officially requested a civil rights investigation into what has been happening, but to no avail.  I have tried to contact my Congressman, Patrick Murphy, but those efforts have been unsuccessful.  That explains why I have resorted to multiple postings on the web, so I can confirm that my words have not been altered.  I have also emailed members of the House and Senate judiciary committees to request a congressional investigation.

If you are a fellow journalist, please investigate this under-the-radar abuse of power in your own community; odds are, it's going on in your own backyard.  Residents of other industrialized nations also have posted reports of organized gang/community stalking in their communities, suggesting that these tactics could be part of an international reactionary ideology.

And if you know or work with Sy Hersh, Nat Hentoff or Bob Woodward, or local journalists in your local communities who are more than just stenographers for the status quo,  please send them this post.

Scrivener - your analysis and conclusions are spot on. The commenters saying "crazy" and "take your meds" may be more than just naive "it can't happen here"  head-in-the-sanders. As a target of all manner of these extrajudicial vigilantes' perpetrations, I have noticed that they are instructed to immediately accuse victims of being mentally ill when they report their targeting; in addition they routinely infiltrate various forums and inject disinformation. I wouldn't be surprised if some of the comments here fall into that realm. Thanks for the great story. More publicity is needed to overcome the average Joe's inability to believe it is true and is happening here.

Jonathan,  maybe even your comment; one never knows.  If the "you're crazy" rejoinders don't seem to be working, the disinformation specialists (who are all over this place) heap praise upon the person providing the account, hoping to provoke a response they can pick apart and use against him/her later,  in other venues and by other means.

But yes, the mental health "hammer" is a big part of this story.  It's why American totalitarians are pushing for involuntary treatment and commitment laws, which should be opposed because such laws are being misused as a tool of extra-legal control and persecution.  But such draconian measures are sold to a gullible public as a way to "keep America safe." 

Do you see a pattern here?

I too am a victim of gang stalking and electronic harassment, I have been a victim for the past 6 years. I have been harass by the New York City Police Department and the New York City Fire Department. I have been drug, brain wash and put in some sort of behavor modification program. My name have been slandered and I am constantly harass at work to the point were I almost quit. My privacy have been violated and I feel like my life is an open book. I commend you on putting you story out they.

So why haven't more people come forth on widely read sites like this?  I have read dozens and dozens of accounts on web sites devoted to the subject, but those sites are infected with disinformation and questionable "solutions" ... it seems there's an attempt to make it appear that anyone who reports this societal crime is daft.  So I ask you... why don't you share your experiences?  I went public with my real name because I see this as a descent into a fascist police state, and I thought that going totally public would get more people to pay attention.  But there is a vast conspiracy of silence and I've been the target of a slander campaign.  So if more people come forth, maybe we can get more attention put on this societal evil.  Thanks.

Why don't you interview some of them an help them. You are better with words and would know how to share their story. Some when sharing their story get confuse and they cannot share it very well. Maybe if someone interview them and share their story so it does not sound so nut. Not everyone on the internet is a writer. My two cents!

I cannot pretend to answer for everyone, but as a victim, I can only imagine many of us do not enjoy close geographics for which to gather; many have been evicted, alienated, and fired from jobs; money is scarce and suffer emotional depression. These are not simply excuses, but obstacles to successful activism. Many are afraid to be labeled "insane" or paranoid; many fear retaliation or further abuse if they speak up. Many lack credible evidence and feel moving forward without such evidence proves fruitless. I share your outrage and the ineffectualness of activism concerning remote domestic terrorism. What can we do? What should we do? A more organized and well-funded effort would be welcome.

Paranoia is a difficult topic to discuss.  I myself have had to fight paranoid episodes in my life with varying levels of success.  I would point out that paranoia is the only psychological disease that is communicable.  Think about that for a moment.  I have been a Defense Contractor for 17 years and I have been immersed in a very paranoid community.  It has been a challenge to maintain my mental health in the face of this onslought.  Sometimes I have succeeded, sometimes I have not.  I know for a fact that not all of my paranoia was unfounded.  I put together a new company and we have internal cohesion, it is a lot harder to push us around than it was to push me around when I was alone.  As a result my paranoia has dramatically decreased and the effectiveness of my enemies has dropped off as well.  They are having a hard time dealing with the unity I have created in my new venture.  I hope that my expereince in some way offers hope to those of you who are still fighting this odd phenomenon.  A phenomenon that I beleive is very real.

I myself was not targeted, so I can't speak from experience.  However, the general way to combat this phenomonon is to organize groups of people with a common cause.  The Government actually helped me in a number of situations where I was out of my legue.  I give particular kudos to Naval Intelligence as they seem to understand the problem.

 Anyone who attempts to inform the public about creeping fascism that threatens our rule of law is the target of a disinformation campaign aimed at labeling that person as mentally unbalanced. 

I think there are good people on the inside who are doing the right thing, I endeavor to be one of those poeple.

If I didn't believe in the "good people on the inside,"  I wouldn't be reaching out to officials who are as concerned about vigilantism -- as well as human rights abuses being committed by people "on the inside" -- as I am.   Local authorities are being bypassed and usurped by a system that's providing federal funds and operational direction to programs that are funding activities that are outside the bounds of the law.

Local officials  themselves feel threatened by untrained vigilantes equipped with federally paid-for vehicles and other equipment.  They have lost policing control of their localities to untrained personnel, and they are starting to talk. 

The FBI is aware of the situation and, I believe, the agency realizes that it must act.  We're talking about not just unconstitutional human rights violations that result from "gang stalking,"  but misappropriation and misuse of federal funds.  That's language that the FBI understands.  It's already investigating alleged vigilantism in the death of that inmate at the Prince George's County, MD.  That death very well could be a symptom of the ills that I have described in the article.

The FBI saved the Constitution once before in recent history, during the excesses of Watergate under the Nixon Administration.  I believe the agency is poised to do the same now, even if it has to call out other agencies which have let rogue elements get out of control, endangering the rule of law. 

If the rogue elements stand down and restore their civilian victims to health and allow them to freely communicate and earn a living at their chosen professions, they can save their  own careers.  If they persist in tolerating extra-legal activities on the ground,  the "good people on the inside" of whom you speak will bring them to justice.

Once of your ranks, in this forum, accused me of having "too much faith in the system."  On that accusation, I proudly say, "Damn straight."

I'm not so optimistic about "the good people" on the inside. Given Milgram's experiments, where 65 percent of everyday people can be induced to deliver fatal electric shocks to others simply because they are told to by "authority figures", one cannot count on human nature to resist human rights abuses.


At the risk of being told to take meds, the organized stalking is only the tip of the iceberg, so to speak. A number of government agencies have access to all manner of high technology applications, and are using them in blatant violation of the law. Foremost are a number of methods of electronic surveillance, from through wall radar to small robotic devices that crawl around and can slip through small cracks. In addition, they have developed all manner of dirty tricks; they are being developed and tested on drug users or mentally ill people to avoid investigation, a la MKULTRA. Some of these include holographic projection of images to simulate hallucinations, sound effects and sound projection to the target (generic V2K, voice to skull), and deliberate delivery of drugs and biological agents to targets using the small robotic devices. This is not known to the general public, but requires a large organization to develop and effectively deploy. All these people must cooperate if not collude in these human rights abuses.

That research on such applications is going on is beyond question; some older documents from the military have been released detailing some ineffective and probably unpursued projects. It is unlikely that the best and current black applications are going to be released, though; the older documents serve as red herrings. Even the publicly known stuff, such as the active denial system (ADS) which uses 95 GHz radiation for crowd control is tame compared to these secret applications.

A SHORT PRIMER ON "DIRECTED ENERGY WEAPONS" (DEW)

 

The April 2008 FBI Law Enforcement Bulletin contains a revealing article about how so-called "directed energy weapons" -- emitting laser beams, microwave beams, electronic wave pulse beams, sonic energy, and even X-rays and gamma rays -- are replacing traditional guns and ammunition in the military and among law enforcement agencies. 

Directed energy weaponry even is said to be available over the internet for purchase by weapons fanciers among the general public, including criminal and terrorist elements.  

Such weaponry differs markedly from past armaments.  Because there are no bullets, only pulses of energy, there often is no trace of the weapon being used on a victim.  These weapons, according to the article, can be adjusted for intensity. They can be used to stun, to temporarily paralyze, or even to inflict silent, invisible, lasting damage, even death.

These weapons have been widely deployed.  Even some civic patrols are carrying hand-held lasers -- not merely electric "tasers" with wires, but wireless energy beam devices --  that can shock and stun, and, if aimed at the eyes, can cause visual impairment, permanent damage or blindness upon prolonged exposure.

You can imagine how rogue elements in society could use such weaponry to achieve their goals, targeting "troublemakers," those deemed a "menace" to society -- or even political enemies.  There also have been reports that military and spy satellites may be capable of beaming directed energy from space to Earth, in much the same manner as GPS navigation systems emanate from such satellites.

Emergency room personnel already may have been confronted with injuries caused by directed energy weapons and not realize it.  A person diagnosed as having had a stroke or an aneurysm could possibly have come into the radiated beam path of such weaponry -- either inadvertently, or as a target.

Imagine what could happen, what may be happening, in a society where rogue forces would employ such weaponry to neutralize or even eliminate those who stand in their way, or  raise objections to their attempts to exercise control. 

Some victims of what rightly could be termed "state-assisted domestic terrorism" maintain this is already happening.  Victims may never learn the truth, accepting the word of "experts" that their conditions have arisen due to natural causes, or by inadvertent exposure to toxins, chemicals, or medical procedures.

The FBI article even raises concerns that energy directed weapons already may be in use to alter the results of athletic competitions, even horse races.  Here is the link to the official FBI article.  Are they sending a message to other government agencies? You decide:

In the meantime, I would like to advise visitors to this "comments" section that it has repeatedly been hacked;  it appears that the order of comments has been changed, and that some words in the original article and in some comments were altered.  I have tried to monitor the postings as best I can; but be advised that somone, or some entity, with technological expertise is commiting cyber-sabotage here, with the apparent attempt of compromising the credibility of internet postings.

Because this site is based in Canada, this would appear to be a violation of international laws and treaties.

My personal computer and internet connection also have been subject to interference.  Such abridgments of the constitutionally protected right of free speech are serious, and a reflection of a blatant disregard for the law on the part of the perpetrators.   They are brazen and they are unrelenting,  apparently unfazed and undeterred.  I can only hope that the rule of law ultimately prevails over such patently unconstitutional behavior.

In the first paragraph, someone hacked my account and added the phrase "as well as human rights abuses being committed by people 'on the inside'". 

The original comment, as I wrote it, did not contain that clause, which wrongly makes it appear that I am accusing people "on the inside" of human rights abuses.

The whole purpose of that opening sentence was to express the belief that I retain faith in "people on the inside" to stem the abuses that appear to me to be occuring.

There is a deceittful campaign to discedit me, to alter my posts, and to frame me.  It's hard to believe that I'm worth the trouble; that a dedicated team of agents apparently has been assigned to track my every word and attack my credibility.  But that is what has been happening.  I am starting to understand why Osama is still on the loose.

This is unconstitutional computer hacking, and it involves a site outside of the U.S. I can't say for certain who or what entity is responsible; readers of this blog will have to come to their own conclusions on that one. 

But I want you to know that I think this is quite un-American.

You know I was serious about that interview thing. You can even interview me for all the good it do. I really do not have any evidence but I got an outrageous story. I am new to what is going on and still searching for answers. I emailed you the first day you wrote your article to start dialogue with you. So I could tell you my story and learn more about yours. You did give your email addy to us in your post.  Then when I made a comment about liking your story you wrote a private note that sounded like you thought I was up to something. I tried a thousands ways to figure out how to respond to that. I finally went with the last draft but got no response from that. Now I cannot even send you a message anymore. Okay, so I am confused. But you are more than welcome to interview me if you want. Because I would not know where to begin to tell my story. I have no proof. Just the fact that I know it is true. Not even sure of when it began. My first recollections I think started at work but it could of been Church. Strange huh? I have some questions to ask you myself. You see while I want to support you in this and believe in you I am having some problems believing you are for real and wonder if you really are not on the other side of the shoe from where you claim to be. But I am doing my best to give you the benefit of the doubt because I know if I let paranoia get the best of me I will never trust anyone.  Anyways ......... I really do not know what to say or how to exactly to get a dialogue started with you. Do you really want to get others stories or not?

Funny a defense contractor responds and appears to be concerned.  Around here, in NW Florida, defense contractors are very heavily involved in doing this to my friends and I.  I know they are not ALL in on it but around here, it sure as hell seems like it!

I am concerned.  Paranoia is a rampant problem inside the defense community.  Not just soldiers returing home from war zones but anyone involved in defense work, or working for The Pentagon, in any way whatsoever.  There are so many rules and regulations that you have to follow, and you have to deal with the buerocracy, then there is the secrecy and deception that has to go on to protect projects from vandalization by lawyers and crooked internal investigations.  Now with gang stalking the phenomenin seems to be spreading.  I have two rules when I find myself getting paranoid.  Rule #1) Do Nothing!  Rule#2) Call someone you trust just to talk.  These two rules have literally saved my life when I have found myself in deeply paranoid territory.  I beleive that I may have been gang stalked after all.  For a period in my life I was legitimately mentally ill, I never found the cause of this mental illness nor do I thinnk I ever will.  My doctors were interfered with and it seemed like the whole world was against me getting help.  I lost my company, my fortune, everything.  I had to start over from scratch.  Fortunately I had one thing going for me that nobody could do anything about.  I had a lot of loyal freinds and I never became alienated from them.  I had a huge network of supporters which made me a very "hard target."  You see I was working inside The Pentagon to implement changes in the buerocracy.  I was not a very popular character.  I worked with the now discredited Rumsfeld Administration.  I had poeple watching my back.  People who saw what was going on and tried to warn me.  Lots of people.  In fact the more I think about it the more sense it makes.  Until now I had never been able to come up with a cause or a reason for my metal illness (and it was severe let me tell you I was nuts).  Perhaps I was being Gang-stalked after all.  Perhaps I was too quick to say I am not a victim.  But I do know there are lots of good people who stood up for me and there are lots of good people inside the system working against such abuse.

Hmmm. It really does make you give pause when you read something like this. The world has always been a scaried place before, but it just recently got even scarier.Now I am told to do nothing is probably the best possible solution. This is why I am so confused as to what to do and indecisive. Most people around me tell me the same thing. No one has offer me any better solution than to keep my mouth shut and do abosuletly nothing. I keep hoping if we banned together and tell our stories and get the word out we can make a difference, but I still cannot be so sure that is true. I am sorry if I am losing my optimism again.

You misunderstand me.  I said "when I am having a paranoid episode you should do nothing."  This is not to say that you should always do nothing.  Choose a time when you are feeling rational, grounded, and fearless to act.  It is at times like these when we see things most clearly.  Take actions then, when you are feeling strong, to reach out and form connections to people you know and trust.  Review your fears in the cold harsh light of day and see if perhaps you can drive away these demons.  Remember, you can fight back!  Sometimes all it takes is a smile and a nod.  Remember, not everyone is out to get you, only those involved with the gangstalking.  These poeple are cowards. Remember that if it gives you some comfort.  I learned a tactic many years ago that has stood me well over the test of time.  It's about negotiation.  Life is one long constant negotiation with the world.  This is the lesson. "when engaged in a formal negotiation, lead off with a positive note.  On all subsequent rounds of negotiation, respond in kind; if you get a negative response back then respond negatively, if you get a positive response back then respond positively, if you get a neutral response back then respond nuetrally."  You can use this rule as a guideline when delaing with the world.  You would be amazed at how well the world responds to a smile :^)  I hope that helps clarify what I meant, not just for you but for everyone.

I could of used a good negotiator to get me out of the tight spot I now have found myself jammed into. You know I got one hell of smile! I go out and use it now. Thanks again for your kindness.

My son and I were gangstalked after my parent died and my father's executor took over. I had no idea the extent to which hundreds of people would go to harrass us and attempt to kill us.

We were followed 8 states by the same car.

Our first night in a motel would be find- the second day we would be asked to leave after a few men in 3-piece suits talked to management.

The Bank of America branch office colluded with the executor to delay payment for a car. It was arranged that my son would pay for the car on a specific date when "stalkers" would be present hovering around the vehicle while son filled in paperwork

at the first motel we stayed at our cat's left leg was shaved and fur put on the pillow. Stamford CT police arrived and refused to look in the room, take fingerprints, anything.

parents' home was burglarized by potential buyers--found out 2 years later that we could have filed charges. Info was sent to attorney. At police Station, only "criminal trespass" remains- burglary report is in computer but "missing" in hard copy (Norwalk)

Son and I have been separated for 2 years. Son was sleeping behind 2 by 4 in his room.

GPS monitor came off car in Wyoming....it was put on in Doylestown PA.

This is about 1/100 of what happened.

I was poisoned. And placed in a Pscyh. facility 72 hours because I told a nurse at the hospital about the cat and the GPS. Beinmg a psychologist myself, I knew not to make such statements to the psychiatrist- who labelled me delusional but never talked about the issue. I told him I had had a bad dream. He was not interested in hearing what happened.

Anyway- I will add more soon. I am going to expose what happened. I know that "they" are still tracking me and probably my son.....I have no income and have stayed in homeless shelters......Not Good.

Thank you for your post.  What you describe is reflective of the experiences of many victims with what appears to be a program executed with assitance on multiple levels.

The people who design these programs make it seem like a movie.  That way, your credibility can be questioned and they can dismiss you as delusional.

A major goal is to destroy your credibility so that no one will believe you.  They even work on your family.  They'll slander you and destroy your ability to earn a living... even your ability to work on your computers or communicate via the internet without constant inference and breakdowns. 

Are those multi-millions of 9/11 money going to every county in the U.S being used to equip an extra-legal system of state-assisted vigilante justice?  This comment section references a recent news report about the alleged local misuse of federal Homeland Security money.  Is it an isolated incident, or emblematic of a situation that exists nationwide?  When will the media start asking local politicians some questions?

Interestingly, the story I reference, about a building inspector making regular personal use of a truck paid for with Homeland Security funds, was done by Fox News in Philadelphia.  But they covered it as an isolated incident, rather than probing to see if it was a typical practice in municipalities all over the region.  By trivializing it, they do the local story and effectively spike the real story, because now they can say "We've done that one."  That's how it works, take it from one who's been there.


I encourage you to tell your story to the FBI; I believe that because some local law enforcement people around the country reportedly have been pressured by vigilante elements, and because they believe their authority to police thsir communities has been usurped, the FBI will be persuaded that it must act -- even if it has to call out other powerful agencies.  It's a situation analogous to Watergate; it's gone so far, and now it's becoming public, and the good people on the inside realize they must act before other forces make them take the fall as the horrors of this program are revealed and people start asking the question, "How could they NOT know about this?"  Well, they know, because I have told them.  And I am sure there are many others.
