A frightening mosaic of alleged unconstitutional abuses threatens to nullify the rule of law and the right of due process under the law in America. Human rights violations could be taking place in cities and towns across the nation, but the mainstream media has yet to take note.
A group of "targeted" American citizens maintain they are being set up for ruin -- financially, socially and physically -- by an organized campaign of vigilantism that some victims believe is funded and supported by multiple levels of government, perhaps using citizen "watch" and volunteer programs as well as private fraternal organizations as a front for extra-legal harassment and persecution.
The phenomenon is commonly known as "gang stalking" and "community stalking." But that nomenclature tends to trivialize the issue.
Victims say it's a re-emergence of the monstrous methodology of the KKK, the Stasi and the Gestapo. It is, they say, mob rule that can turn even well-intentioned community organizers into an extra-legal control mechanism that some targeted individuals believe is coordinated and condoned by rogue elements within the power structure. The recent killing of an inmate at the Prince Georges County, MD jail could be the latest manifestation of such officially tolerated, extra-legal vigilante "justice."

Those who raise this issue claim that their telecom connections are subject to surveillance, interruption and tampering. They report that their ability to freely communicate is severely circumscribed. Careers are ruined, reputations are slandered, and the physical well-being of targeted individuals is placed in serious jeopardy by the employment of high-tech instruments capable of inflicting pain and harm; those are the charges. Victims have said that their mail is intercepted, transactions are sabotaged and financial statements are altered to surreptitiously drain targeted persons of their financial security, driving them to destitution and personal destruction. Entire families, they claim, have been decimated. They say this phenomenon may even explain in part the crisis in the mortgage and credit markets. Now let me give some personal testimony, based on my personal experiences. I typically avoid "becoming" the story; but this is a true story that justice compels me to tell:
I am an investigative/business reporter/producer who has worked for major newspapers, TV stations and magazines. I had my own TV show in the metro New York market for six years. Perhaps not coincidentally, the show ended just as I began to realize that I was being methodically and destructively gang-stalked. It's been going on for more than four years. I have tried to seek redress by going through official channels, to no avail. It wasn't until I read and researched the many web sites on the subject that I began to realize what was happening --- and that others are being similarly afflicted.
I have contacted media outlets, but I find that there is a concerted effort to destroy my credibility, and I believe that has affected my ability to get this story told. (Persons targeted by this movement report that their complaints to public officials are routinely received with scorn and not-so-subtle suggestions that the complainants are mentally unbalanced -- a response that critics maintain is part of a strategy to neutralize those who dare to challenge the prevailing dogma.)
I was part of "major media" for many years, and I can report that the mainstream media is highly vulnerable to intimidation, manipulation and rumor-mongering. I post this message at some personal risk to myself and to my family; but I cannot remain silent and solely rely on "the system" any longer. The system isn't working.
My name is Victor Livingston. I live in Bucks County, PA. My email address is scrivener50@verizon.net. But my email is erratic, my accounts have been subject to hijacking, and I can't rely on the privacy or even the veracity of electronic communications. I fear that my identity has been stolen and that I have been set up by rogue elements that have tolerated this extra-legal activity, and who will resort to "any means necessary" to suppress accounts of official misconduct.
Federal law enforcement is aware of gang/community stalking; indeed, it is possible that federal grants are being used by localities to fund such activities under the guise of community watch groups and volunteer corps. Some local police personnel who have resisted the vigilante movement reportedly have become targets.
My hope is that conscientious officials under the direct authority of the Justice Department are working behind the scenes to curb the abuses. I have officially requested a civil rights investigation into what has been happening, but to no avail. I have tried to contact my Congressman, Patrick Murphy, but those efforts have been unsuccessful. That explains why I have resorted to multiple postings on the web, so I can confirm that my words have not been altered. I have also emailed members of the House and Senate judiciary committees to request a congressional investigation.
If you are a fellow journalist, please investigate this under-the-radar abuse of power in your own community; odds are, it's going on in your own backyard. Residents of other industrialized nations also have posted reports of organized gang/community stalking in their communities, suggesting that these tactics could be part of an international reactionary ideology.
And if you know or work with Sy Hersh, Nat Hentoff or Bob Woodward, or local journalists in your local communities who are more than just stenographers for the status quo, please send them this post.

I'm trying not to give up and I thank you for your words of reassurance. I'm sorry to hear that you're going through the same sort of horror I am. I know how disillusioning it can be and can imagine how much you're hurting. As they say it's 'a death of a thousand cuts.' One of the hardest things to deal with is the feeling that you are totally alone, that this has never happened to anyone else. You start to question what it is that makes you so 'different', what sets you apart and makes you a target. Do I look different than everyone else? Do I act different from everyone else? I've had a psychologist tell me that people bring this sort of behavior (gang stalking, harassment, etc.) on themselves. I've had my doctor tell me to just "get on with my life". If one workplace isn't working out just find another. They don't realize (or do they) that for 13 years I've been doing just that and it doesn't work! I for one can't take another optimistic foray into the workplace just to have my "stalkers" torture me again, day after day. As it is I can't go anywhere alone (grocery stores, department stores, etc) they 'backoff' when other people are around. I am 'imprisoned ' in my own home which further leads to a total sense of 'isolation'. Gang Stalkers hope that I won't find any allies even in my own family and try to set me apart from everyone in that way as well. I believe you are right when you say that when the majority of our population are informed as to what is REALLY happening to people like you and I they might be able to change the course of things for us. As I stated previously 'the majority wins'..As it is now I think everyone turns their backs and hopes that they won't be next...

"TI" is language manipulation by those who seek to infer that being "targeted" is a justification for this treatment.
I'd rather call it for what it is. I'm a victim of their anti-American lawlessness.
I believe these comments are being filtered before they are posted, and not by me, and that many if not most of the "real" comments from "real victims are being prevented from being posted. That's just a theory. But most of the posts here reek of disinformation. What a waste of resources. They change no minds and what has been done to me leaves me without fear.
My comments are mine. But I don't think the real people are getting through, due to persistent tampering, interception and alteration of net content by powerful entities with a political agenda. That's what I think. Need I remind the people doing this that there are anti-propaganda laws in the USA.

Do you just accuse people of "spreading disinformation" who have different ideas about being victimized than you? Why? Some victims have other knowledge and ideas about how they've been victimized, and they don't necessarily agree with yours. Is anybody who doesn't agree with everything you say automatically working for the government as what you call a "disinformation specialist" ?

I not only believe you I am also a victim , almost 2 years now.
I live in Florida and if you search the web for Bornfreemen you will find many comments I have left at various web sites.
By the way , my stalkers came from New York,Ohio,Texas,and Georgia and trained the locals on the Cointel Pro tactics.
The media outlets, cable company's, phone company employees, IAFF , EMS and local community watch groups are involved nation wide. They get plenty of money from DHS grants , corporations and wealthy right wing lunitc fringe groups in each town.
They are nation wide and growing, the stazi police are here, the DHS had Marcus Wolfe here from East Berlin German Stazi police as a consultant back in 2004-5.
Try this, put out an add asking for anyone wanting to join a class action suit againt the stalkers in your community to email you.
What you are trying to do is get whistle blowers to step up and testify againts your stalkers.
The incentive will be that they will get for more money from a calss action suit than what they are being paid by the stalkers.
If you get can get a hanful of whistlblowers to come forward , you will need the ACLU to go after your stalkers, chances of you finding someone in your towns upper crust that is not involved will be difficult.
By the way, I was going to go after my stalkers with this plan, but I needed Verison phone records to do it, I know they had my phones tapped, I wanted to find out by who,but our chicken shit Senate granted them immunity. So the only plan I have is the one I just described, and it will be dangerous.
People will step forward, because times are tough and we all need money. But the stalker bastards will threaten any of them that try.

You are correct about the utilities and cable. In my area, Comcast trucks and personnel seem to be engaged in gang stalking, according to my experiences. The Jewish founders of the company have no idea their enterprise may be co-opted and exploited by right-wing extremists. I believe they also are being used as "cover" by official authorities. In my case, I had a service problem, and the "tech" had a woman in a Comcast shirt with him. I asked why two people were required and was told that the woman was in training, as I recall it. I got the same explanation when another person entered the examining room when I was at a doctor's office. I said I considered it an invasion of privacy, and the doctor said something like, "this is my patient. I'll take it from here." and the guy left the room. Another doctor was not so independent several years ago; he let a "medical assistant" take blood from me. The "assistant" make sarcastic remarks during the procedure. I got violently ill a few days later. As a couple years went by and the stalking became obvious, I recalled the incident in the doctor's office. These aren't just gang stalkers; only someone in authority could get into a doctor's office.
I experienced similar occurrences at local hospitals: sarcastic medical technicians making inappropriate remarks, followed by procedures that did not go well or caused strange side-effects. I believe our medical system has been co-opted by this extra-legal enforcement mechanism. I also believe there are right-wing extremists who are loosely affiliated with these volunteer programs who have infiltrated certain health care facilities and actually may be doing harm to those that their sick ideology deems as unworthy or parasites of society. It is possible that agents of this movement have misrepresented themselves, perhaps even using assumed identities, to gain employment in supervisory positions. And the naive operators of these facilities have no clue that this may be happening.
Bottom line: Good luck suing when private companies and private citizens are only street muscle; the real story, I believe, is that local police have been "federalized" by federal funding and grants and federal agents assigned to localities who in essence have usurped local authorities and are now calling the shots under the cover of "fighting terrorism." Also, I don't believe I am getting all my email, and the email I do get is often unusual in terms of its content. When communications are disrupted, or intercepted and possibly altered, it makes it difficult to mount a response.
Another problem: Qualifying those who maintain they are victims of this extra-legal control mechanism. There are so many disinformation artists posing as victims; just read some of these posts. They are obvious; but that may be the intent: to instill the feeling that they are everywhere, and a target is never left alone. They know that I know they are poseurs, and that's part of the control mechanism -- to instill and maintain fear.

I sent you e-mails, some with coded with attachments because you're not alone in having mail not getting through. It seems to vary from e-mail service to another. Some messages are being kicked into spam, sometimes disappearing altogether, at first because of an offending word, but now there's evidence that certain subjects will also do it. Anyway, I thought the information might have something useful in it, and that you might have more time than I do to investigate it further. See http://groups.yahoo.com/group/FreedomOfSpeechNow/. Sorry if you thought it was a weird way to try to get through, but we're having to try out different ways to avoid the censor triggers. It's mostly authomatic. Not the hacking, of course. Some people who are having their sites hacked and links ripped out are vigilantly restoring them. Try a gmail account, and ask friends to copy to that one with each message. Just a suggestion. After leaving an earlier post, I returned to read the other responses. In general, it seems that most of us who are gangstalked are not believed- even by close family and friends. We need to do more to bring this crime out into the light- and more to secure punishment for both the originators and the perpetrators (e.g.- someone gives the initial order.) That "someone" detaches him or herself from the gangstalking. However, they can be revealed through thorough investigation.
Another important thing is for all TI's to make multiple copies of what has/is taking place and leave them with multiple friends/clergy/attorney/family. That way, if something happens to the victim- the truth has a chance of coming out. I would like to know how many of us eventually get rid of the stalkers..and how...

"Multiple copies": I have found personal files have been tampered with, even on computer, and I have found on my premises notes written in handwriting resembling my own, but not written by me. These are tactics of frame-up artists. So leaving documents around does little help when premises are surreptitiously entered by those using extra-legal means to target American citizens. There's a reason the Patriot Act has a provision allowing for warrantless "physical searches," a provision that has gotten little attention from the mainstream media, which has focused on electronic communications and warrantless wiretapping. But you are right when you imply that a tactic of these extra-legal programs is to destroy families by planting doubts by means of intimidation and outright lies from persons in positions of authority. This is what the Nazis and the Stasi did, part of an evil methodology of personal destruction used as a social control mechanism.

I live in Westchester County, NY. I was being gang harassed/stalked. It has been an unbelieveable experience. I am a 59 year old woman and have lived in a small village approximately 20 minutes north of NYC for over 30 years. I can not believe the mentality of this type of people. The stupidity with which they need a target for their own self hatred. Their personility profile it not one I'd be proud to own.
I am normally a healthy person and this was literally a sick experience. I've just recently come out of denial and found information that helped me to move out of a dysfunctional emotional state. Now if I sense a stalker I mimick them, play "Love Goes Where My Rosemary Goes" on my car stero or the theme to Superman. I've been bringing it to the light of my sense of humor. At a gas station that I frequent, I found one woman wearing a Superman T-Shirt, perhaps a supporter? Or a mimic -- which is not a supporter and part of the psychological harassment.
I'm current sending information from the Psychological Harassment Information Association to everyone I know, plus other people who may not be afraid of addressing this situation. I sent an email to Oprah and mentioned your article as an excellent articulation on one situation. Since she is one of the most powerful people in our America, and familiar with the injustice of prejudice, I believe she would be a great person to start a writing campaign to. I'm not certain how to make this happen. But, I've only just begun.
My situation has improved.
I'm also writting a book: Rosie and THE CAT vs. the MOB And, learning to create a website on this topic --- Other ideas are welcome --- I haven't read all the posting - yet.

The methods that I have experienced are meant to create the perception of vast numbers of participants. The current high sign of the idiots is cellphones. And, of course, cellphones are attached to many people these days. Their goal is to induce paranoia - period!!!! Know/acknowledge ths and you will have an edge. I choose not to acknowledge them. In fact, these are complete strangers -- meaningless --- and recognizing that I have absolutely nothing to prove. They can annoy me -- but that's also to keep me in active. I can not fathom the idea that the government would perceive me to be a threat or a terrorist and expend vast sums of money on investigating me.... me?
The idiots use getting the word out in LIES. The information I found, indicates that Pedophile is a favorite way of gaining momentum. Targets can get the word out too and """"Union""""". These people have union. But, I believe in the "just world theory". People need to believe in a just world. Knowing and exposing this as injustice is a solution. Focusing on every chip is nothing more than being a rat on a wheel, going around in circles. The word victim is powerlessness and target, not attractive -- but at least allows for movement.
The other thing is "intrusive thoughts" this is a way of creating obsession and subsequently dysfunction --- and no action. To those who perceive themselves as victims, perhaps a change of mind is beneficial. Start enabling yourself outside the limits of your individual experiences. Most people are honest and believe in fairness --- and this is what will change our situation and prevent this from happening to other people.
Now, where ever I find myself --- even in the grocery store --- I convey my story and that is one of the best ways to get the word out. People see ME -- upbeat, bubbly -- and not the LIE that this is motivated by. I'll tell people, in my shoot from the hip manner, that I've been identified as a bigot, pedophile, animal abuser, etc., etc., etc. And, being in humor I'll say but I'm a catophile and I'm designing T-Shirts "Is it because I'm white" or I'm a bigot, I only love animals. And laughter is bonding.
I also had a horrible experience at the local hospital. I could not believe that this was being permitted by the physician in charge. I'm a good natured spirit -- and again -- in spite of the extreme discomfort I managed to find something of Light. This is for ME --- me --- me. This helps me deal with this garbage. See Post Traumatic Stress --- this has been a result of these unbelieveable experiences. This hospital experience was just one of the many that I'm certain others have had.
Again, the mob of idiots have union. And this is obvious. We (targets are Us) do not! But, I do smell change in the air.
I will be taking legal action. "Baby steps." I have heard gun shots, screaming at 3:30 in the morning saying "I'm going to sue these bastards" mimicing me -- followed by profanity. Of course, this is to intimidate me into inaction. And, of course, I must be enabled or there would not have been any acknowledgement. Why? Got Ya? I AM GOING TO SUE -- GOD GIVE ME STRENGTH.... THIS WAS NOT ON MY TO DO LIST!@!!! And, if there are Westchester County people on this site I'd like to know. This is now stuff ---- this is headline stuff and even the FEDs will get gold stars. Like in the movie The American Gangster. These people are the mob not better -- not people that are valuable citizens. They may even consider themselves to be patriotic - they are not -- because America is a country with a beautiful foundation of JUSTICE. You called it Un American and I like your words.

Thanks for the response.You are correct about the ring leaders.
I believe that these fools who run these stalking groups can self destruct.
I believe that there can only be so many people in a stalk group that can effectively be managed for a certain radius. Then as they expand to cover larger areas there growth has to include more leaders and supervisors that have to interact.
Find out the size of your radius, and run back and forth across the lines having to involve more than one group at a time, there will be in fighting between the area leaders.
Stay in expensive holets on one side or the other, but never talk about the plans. Rent an inexpensive room in one county where there are popular attractions, theme parks. Go to that location. They are not going to move everyone, they will send more to the new location. Everyones expenses must be paid.
You can use misdirection ,say one thing on your phone or in your home and do another.
I can not beat them at their game, they have an army of people ,but I can cost them a ton of moeny , and my stlakers get to go have mini vacations at local attractions all expense paid. They wont hate you as much.And you will gain some of there misguided respect. Its all very sick stuff, but they are not going to go away, so I find ways to make the sick sadistic leaders ot these groups pay for everyones fun.

Thanks for the response.You are correct about the ring leaders.
I believe that these fools who run these stalking groups can self destruct.
I believe that there can only be so many people in a stalk group that can effectively be managed for a certain radius. Then as they expand to cover larger areas there growth has to include more leaders and supervisors that have to interact.
Find out the size of your radius, and run back and forth across the lines having to involve more than one group at a time, there will be in fighting between the area leaders.
Stay in expensive holets on one side or the other, but never talk about the plans. Rent an inexpensive room in one county where there are popular attractions, theme parks. Go to that location. This is indeed real, and is quickly becoming epidemic in some cities. This gang stalking -- sometimes called cause stalking or organized stalking -- even takes place in smaller, rural areas. There are many victims nationwide and in other countries (most notably Canada, Britain, Norway, and Russia), each with the same patterned abuse from remote harassers. There have been some mainstream news articles, but none that have called this to the attention of legislative action. The time is now, especially in these post-9/11 times: why must we ignore what can only be termed 'domestic terrorism?' Bravo, Scrivener, for your insight and fortitude in printing what many blindly do not believe or have never been introduced to. Many refuse to think this long term type of abuse exists...until it happens to them.
