A frightening mosaic of alleged unconstitutional abuses threatens to nullify the rule of law and the right of due process under the law in America. Human rights violations could be taking place in cities and towns across the nation, but the mainstream media has yet to take note.

A group of "targeted" American citizens maintain they are being set up for ruin -- financially, socially and physically -- by an organized campaign of vigilantism that some victims believe is funded and supported by multiple levels of government, perhaps using citizen "watch" and volunteer programs as well as private fraternal organizations as a front for extra-legal harassment and persecution.

The phenomenon is commonly known as "gang stalking" and "community stalking." But that nomenclature tends to trivialize the issue.

Victims say it's a re-emergence of the monstrous methodology of the KKK, the Stasi and the Gestapo. It is, they say, mob rule that can turn even well-intentioned community organizers into an extra-legal control mechanism that some targeted individuals believe is coordinated and condoned by rogue elements within the power structure. The recent killing of an inmate at the Prince Georges County, MD jail could be the latest manifestation of such officially tolerated, extra-legal vigilante "justice."

Those who raise this issue claim that their telecom connections are subject to surveillance, interruption and tampering. They report that their ability to freely communicate is severely circumscribed. Careers are ruined, reputations are slandered, and the physical well-being of targeted individuals is placed in serious jeopardy by the employment of high-tech instruments capable of inflicting pain and harm; those are the charges. Victims have said that their mail is intercepted, transactions are sabotaged and financial statements are altered to surreptitiously drain targeted persons of their financial security, driving them to destitution and personal destruction. Entire families, they claim, have been decimated. They say this phenomenon may even explain in part the crisis in the mortgage and credit markets. Now let me give some personal testimony, based on my personal experiences. I typically avoid "becoming" the story; but this is a true story that justice compels me to tell:

I am an investigative/business reporter/producer who has worked for major newspapers, TV stations and magazines. I had my own TV show in the metro New York market for six years. Perhaps not coincidentally, the show ended just as I began to realize that I was being methodically and destructively gang-stalked. It's been going on for more than four years. I have tried to seek redress by going through official channels, to no avail. It wasn't until I read and researched the many web sites on the subject that I began to realize what was happening --- and that others are being similarly afflicted.

I have contacted media outlets, but I find that there is a concerted effort to destroy my credibility, and I believe that has affected my ability to get this story told. (Persons targeted by this movement report that their complaints to public officials are routinely received with scorn and not-so-subtle suggestions that the complainants are mentally unbalanced -- a response that critics maintain is part of a strategy to neutralize those who dare to challenge the prevailing dogma.)

I was part of "major media" for many years, and I can report that the mainstream media is highly vulnerable to intimidation, manipulation and rumor-mongering. I post this message at some personal risk to myself and to my family; but I cannot remain silent and solely rely on "the system" any longer. The system isn't working.

My name is Victor Livingston. I live in Bucks County, PA. My email address is scrivener50@verizon.net. But my email is erratic, my accounts have been subject to hijacking, and I can't rely on the privacy or even the veracity of electronic communications. I fear that my identity has been stolen and that I have been set up by rogue elements that have tolerated this extra-legal activity, and who will resort to "any means necessary" to suppress accounts of official misconduct.

Federal law enforcement is aware of gang/community stalking; indeed, it is possible that federal grants are being used by localities to fund such activities under the guise of community watch groups and volunteer corps. Some local police personnel who have resisted the vigilante movement reportedly have become targets.

My hope is that conscientious officials under the direct authority of the Justice Department are working behind the scenes to curb the abuses. I have officially requested a civil rights investigation into what has been happening, but to no avail. I have tried to contact my Congressman, Patrick Murphy, but those efforts have been unsuccessful. That explains why I have resorted to multiple postings on the web, so I can confirm that my words have not been altered. I have also emailed members of the House and Senate judiciary committees to request a congressional investigation.

If you are a fellow journalist, please investigate this under-the-radar abuse of power in your own community; odds are, it's going on in your own backyard. Residents of other industrialized nations also have posted reports of organized gang/community stalking in their communities, suggesting that these tactics could be part of an international reactionary ideology.

The groups who participate in cause stalking are vigilante hate groups. They tailor the lies they spread to bring out the worst in people. The lies are to bring in new members and to some how justify the criminal acts they commit against the target. Some join because of the sense of power of being part of a group or for the money or favors. These groups spread fear and intimidate anyone who stands in their way. Their members come from all walks of life. They often claim to have ties to authority and claim that if you question their actions you are interfering with some type of investigation. There needs to be a clear line of demarcation of who has the authority to investigate and carry out the law . Those who abuse power should be held accountable. The current laws have blurred the line to the point anyone can claim to be spying for homeland security or the police department. The patriot act and other laws that break down civil rights have allowed criminals to infiltrate and seize power to collect information and systematically destroy a targeted persons life. Directed energy weapons have become the weapon of choice for these vigilante hate groups.These silent weapons are capable of inflicting pain and suffering without leaving a mark. Laws covering the use of DEWs against civilians need to be implemented and enforced. Directed Energy Weapons (less than lethal weapons) have not been tested to see the long range health effects on people when they are mishandled and used on someone in less than perfect health. These various types of devices can cause pain, nausea, vertigo, migraines, rapid heart beat and muscle twitching depending on the type of device being used. These types of devices have been reclassified as less than lethal rather than nonlethal because they can result in death when mishandled. Sadly these types of devices are available to the general public. The only way to bring an end to this is expsoure. These groups and their tactics can't stand up to public scrutiny.

I personally know that you are for real and commend you for writing your article. I hope you are still out there plugging away at getting the stalkers exposed. I really believe that we are at a point in time that is almost ready for them to be exposed for what and who "they" are, and exactly what "they" do.

I know, because I am also a Targeted Indivual or "TI" as we are called. I have been a TI for over 30 years. It has just been the last few years that the perpetrators have targeted so many of us, that we have come together, merged our information, yes, filed lawsuits, and a few have even been won. Many more are to follow. We will win! Why? Because the one thing we all have in common is belief in freedom, freedom of choice, and also freedom to have privacy. Those are just a few of the things that have been stolen from us.

We have communities, support groups, and conventions. We are not on any medications that "we want to make us believe we are being stalked". Get real, who would want this? Really! Would anyone choose this, I don't think so.

The people who do not believe that this is real have their heads in the clouds. For all of the "science fiction" and "only in the movies", haven't you ever heard that there is more fact than fiction in there? Or the truth had to come from somewhere didn't it?

When the truth does come out, and it will, the real TI's will be the ones with the satisfaction. We won't be eating any words.

I am horrified that you have gone through this idiocy for thirty years. For me it's been 15 and right now I'm having a particularly bad time of it. I want it gone and I'm tired to the bone of thinking about how to stop it. I pray every night that something, anything might happen to open 'their' eyes and make 'them' see how wrong 'they' are to persecute anyone, let alone the innocent victims of this horrible injustice. What can we try that we haven't tried before? What can we do?

The most debilitating thing in the world is to look 'them' in the eye and see nothing...not a chance of any kind of compassion or questioning whether 'they' may be mistaken.....nothing.....

I'm a victim from the Cleveland area in Ohio. If you are in Ohio and being targetted please be aware that the doctors around here and nurses (especially those affliated with the Cleveland Clinic and University Hospitals) are heavy into the gang stalking scene and thoroughly enjoy maiming us TI's. I'm not saying all of them (don't get your panties in a pinch if you're not one of the sicko's and working for these hospitals) but I've experienced many many things with these doctors. The orthopods and their buddies especially. Again, I'm not saying all of them and I am in diar need of medical attention from a non lunatic orthopod, if there are any out there who don't want to threaten or maime me please let me know. My theory has always been that nothing is absolute beyond vodka so I know there's got to be some good ones among us. Take care all of you who are being targetted, even though I know how very difficult these insane perps make it for all of us.

Also I want to point out how very many TI's have been diagnosed with scitzophrenia by actual perp doctors who met them for maybe 5 or 10 minutes and prescribed possibly lethal drugs during those visits.

To me, if a person believes that it is right and proper to torture and hurt another person, to target and harrass them and destroy them, are they not the true scitzo? That is an alternate version of reality I am proud not to be perpetrating. If it's insane to believe that what's happening to me and my young children and other TI's out there is wrong, unjust and sick, then I don't want to be sane. Nobody should be subject to these "non-lethal weapons" and they should be outlawed, people who are using them on others are criminally insane in my humble opinion.

I would mention that Eric Blair could never even have envisioned our lot on this planet today, even with his writer's gift for imagination. But then, we might consider what you have just written about the VIK program in the U.K., as well as other similar programs, many of which were active during that man's life.

Eric Blair was born in Bangladesh, and I think he was an Englishman. In any case, he was an outspoken opponent of totalitarianism, perhaps due to his exposure to colonialized Bangladesh society. His views may have angered authorities in the U.K., which might perhaps be one of the reasons that he authored all of his books under the pseudonym George Orwell.

A correction is needed for the previous post. Eric Blair was born in Bihar, India and not Bangladesh, as quoted. Also, he was quite young when his mother brought him back to England.

There is reference, however, to trips made back to visit his father in India as a young boy. His father was employed as a government official in the (then colonial) Indian government, in an agency similar to perhaps, the DEA in the U.S.

TI here -- actually I thought I was abducted by aliens and transported to another planet. Maybe they'll bring me back?

I've thought about a few things that may be helpful to other TI's. In the beginning I was focused on all the abnormality that came into my life, which of course was unacceptable to normalcy. Now I've put that aside and am focusing on getting the word out - "awareness is prevention" and taking legal action - When I started I was focused on gathering information about whatever "this crap was". I was limiting myself to the TI community. I've been active in getting the word out and it is working. I recognized that part of the reason that this assault is so effective is just because it is "unbelievable". The other thing I've noticed is that it appears that most of the TI sites seem to focus on the strategy of the assault and the details of an individual's experience. I've started to move my efforts mainly outside the TI community in order to get the word out. I also think that TI's could be additionally served by presenting themselves.... We the people are just regular people. Pictures of family, friends, pets, etc. Getting the word out via Twitter, free classified ads like Craig's List and many many others. Refer people to your site and something not too difficult to digest like http://www.multistalkervictims.org/catchcanada. Hand out flyers -- like the guy in Verona, NJ -- I just started doing that. (I believe this is important because it really was just too "unbelievable" for me!)
