This is an interesting story and not what you'd expect.

NEW YORK (Reuters) - A man with a black hood pours water on the face of a prisoner in an orange jumpsuit strapped to a table: no, it's not Guantanamo Bay naval base, but New York's Coney Island amusement park.

How sly of you, Mike. Robots! not real men! a ride? Not very amusing for an amusement park. unless it's in the House of Horrors, where you might expect something like this. I hope there is an age limit on this 'ride'.

Well, In the Middle age torture, executions and others where there for the Public amusement and maybe even for public control! It looks like we are getting back to it!

If  you read the article in its entirety you'll see that the intent is not to amuse but to provoke some thinking on the issue.  If anyone is trying to normalize waterboarding it is those who are defending its use.  Even the term 'waterboarding' seems benign when contrasted against the reality of the act.
